COUNTY OF TARRANT
CITY OF GRAPEVINE
The Planning and Zonina Commission of the City of Grapevine, Texas met in a
Special Session on this the 6th day of January, 1981 with the following persons
present to-wit:
Duane Rogers
Sharron Spencer
Harold Anderson
Ron Cook

Robert Sands

constituting a quorum with City Engineer J.R. Baddaker, P.E., and Secretary
Terry Pennington also in attendance.
CALL TO ORDER
The meeting was called to order by Chairman Duane Rogers.
ZONING APPLICATION Z81-1, City of Grapevine
The first order of business to come before the Planning and zoning Commission
was the consideration of zoning application Z81-1 requesting "MH" Mobile Home
District, submitted by the City of Grapevine.
After a brief discussion concerning sewer and drainage, Member Harold Anderson
made a motion to approve the application. Member Harlen Joyce seconded the motion
and it prevailed by the following vote:
Ayes: Rogers, Spencer, Anderson, Cook, Joyce, Norman, and Sands
Nays: None
ZONING APPLICATION Z81-2, Cooke
The next order of business to come before the Planning and Zoning Commission
was the consideration of zoning application Z81-2 requesting "C-2" Community
Business or "SP" Specific Use for a beauty salon, submitted by Jim Burch Cooke.
Member Harlen Joyce stated he saw nothing wrong with the application but would
like to hear comments from other members. Member Harold Anderson pointed out
that particular part of town did need to be upgraded however, granting the
application would tend to promote the same zoning all along Dooley Street.
Member Ron Cook Questioned Mr. Cooke as to the appearance of the exterior and
whether or not it would blend with the adjoining house. Mr. Cooke assured the
Commission that it would and said he intended on painting both the house and
salon. Vice Chairman Sharron Spencer questioned the head-in ' Darking in that
it might cause a problem on such a busy street. Member Harold Anderson ques-
tioned the layout and said the master plan and land use map called for that area
to remain residential. Vice Chairman Sharron Spencer questioned whether this
would be classified as spot zoning. Member Harlen Joyce made a motion for a
specific use permit for a beauty salon only. Member Ron Cook seconded the motion.
No action was taken relative to previous motion. Member Harold Anderson com-
plimented Mr. Cooke on his intentions on upgrading the neighborhood but the
Commission must be more aware of spot zoning. member Harold Anderson made a
motion to deny the application. Vice Chairman Sharron Spencer seconded the motion.
Denial was on the basis of spot zoning and the requested zoning was not consistent
with the established neighborhood. Motion prevailed by the following vote:
Ayes: Rogers, Spencer, Anderson, Norman, and Sands
Nays: Cook and Joyce

ZONING APPLICATION Z81-3, Bass
The next order of business to come before the Planning and Zoning Commission was
the consideration of zoning application Z81-3 requesting "C-2" Community Business
District, submitted by Sandra Bass.
After a short discussion concerning square footage of building, parking, and
required frontage by the State Highway Department, Member Harlen Joyce made a
motion to approve the application. member Robert Sands seconded the motion and
it prevailed by the following vote:
Ayes: Rogers, Spencer, Anderson, Cook, Joyce, Norman, and Sands
Nays: None
ZONING APPLICATION Z81-4, North Texas Contracting and Supply
The next order of business to come before the Planning and Zoning Commission was
the consideration of zoning application Z81-4 requesting "R-2" Two Family Zoning,
submitted by North Texas Contracting and Supply represented by Bruce Casburn.
After a brief discussion in regard to sewage and street layout, Member Harold
Anderson made a motion to approve the application. Vice Chairman Sharron Spencer
seconded the motion and it prevailed by the following vote:
Ayes: Rogers, Spencer, Anderson, Cook, Joyce, Norman, and Sands
Nays: None
RECESS
Chairman Duane Rogers called for a brief recess.
RECONVENE
The Commission reconvened in the conference room with all members present.
Chairman Duane Rogers called the meeting back to order,
GOALS AND OBJECTIVES - Future Land Use
The next order of business of the Planning and Zoning Commission was to discuss
the goals and objectives of the future land use map. After a lengthly discussion
concerning Craig Farmer's preliminary goals and objectives, the members made
several revisions.
RECESS
Member Ron Cook then made a motion to recess until Thursday, January 8, 1981 at
7:30 p.m. Member Robert Sands seconded the motion and the motion prevailed as
follows:
Ayes: Rogers, Spencer, Anderson, Cook, Joyce, Norman, and Sands
Nays: None
