HomeMy WebLinkAbout1981-02-03STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Planning and Zoning Commission of the City of Grapevine, Texas met in a Special Session on this the 3rd day of February, 1981 with the following persons present to-wit: Duane Rogers Sharron Spencer Harold Anderson Ron Cook Harlen Joyce Gerald Norman Robert Sands Chairman Vice Chairman Member Member Member Member Member constituting a quorum with City Engineer, J.R. Baddaker, P.E., and Secretary Terry Pennington also in attendance. CALL TO ORDER Chairman Duane Rogers called the meeting to order. TIME LIMIT-RESUBMISSION ZONING APPLICATIONS The first order of business to come before the Planning and Zoning Commission was to make a recommendation to the C_J'-Y Council- relative to amending the zoning ordinance and the resubmission of a second application relating to the same property and same requested zoning. After a brief discussion among the members concerning the necessity for a time limit, Vice Chairman Sharron Spencer made a motion to approve a time limit of one calendar year from the date of denial for the same zoning category on substantially the same parcel of land in whole or in " part except those cases which the City would wish to initiate. Member Robert Sands seconded the motion and it prevailed by the -Following vote: Ayes: Rogers, Spencer, Anderson, Cook, Norman, and Sands Nays: Joyce BILLIARD HALLS AND COIN OPERATED MACHINE ESTABLISHMENTS The next order of business to come before the Planning and Zoning Cor-naission was to make a recommendation to the City Council relative to providing that billiard halls and coin operated machine establishments, for the purpose of amusement and entertainment, be included in the Specific Use Permit zoning category. City Engineer, J.R. Baddaker, read the ordinance to clarify the present definition and zoning of billiard halls. Members discussed the present ordinance and examples within the city. Chairman Duane Rogers suggested meeting the same criteria as the present Ordinance, Article 2, Section 14-20 and 21. Member Harold Anderson made a motion to establish a Specific Use category for the placement of three or more coin operated devices used for entertainment, amusement, or profit as described in Article 2, Section 14-20 and 21. Said number (three or more) should be defined as a principal use of this type of device within another zoning category. Member Harlen Joyce seconded the motion and it prevailed by the following vote: Ayes: Rogers, Spencer, Anderson, Cook, Joyce, Norman, and Sands Nays: None GRAPEVINE INDUSTRIAL PARK - Replat The next order of business to come before the Planning and Zoning Commission was the consideration of a replat of the Grapevine Industrial Park. After a brief discussion Member Harold Anderson made a motion to approve the plat as submitted, Member Robert Sands seconded the motion and it prevailed by the following vote: Ayes: Rogers, Spencer, Anderson, Cook, Joyce, Norman, and Sands Nays: None O'DELL SUBDIVISION - Replat Lots A, I, and J The next order of business to come before the Planning and Zoning Commission was the consideration of a replat of lots A, I, and J of the O'Dell Sub- division. After a short consideration of the proposed replat, Member Robert Sands made a motion to approve the plat and Member Harlen Joyce seconded the motion and it prevailed by the following vote: Ayes: Rogers, Spencer, Anderson, Cook, Joyce, Norman, and Sands Nays: None CONSIDERATION OF THE MINUTES The next order of business to come before the Planning and Zoning Commission was the consideration of the minutes of October 23, and December 18, 1980 and January 6, 8, 20, and 27, 1981. Member Harold Anderson made a motion to waive the reading and approve the minutes as printed. Member Gerald Norman seconded the motion and it prevailed by the following vote: Ayes: Rogers, Spencer, Anderson, Cook, Joyce, Norman, and Sands Nays: None MISCELLANEOUS REPORTS and/or DISCUSSIONS The next order of business to come before the Planning and Zoning Commission was to hear a short presentation made by Troy Fuller, local property owner. Mr. Fuller ownes property located south of Bear Creek and north of Hughes Road. Mr. Fuller showed the members a model of his property and proposed development. Member Harold Anderson stated he would like to see a development in that area. If his proposal met the suggested master plan map and future land use map of Grapevine, Mr. Fuller said he would be back to make an official application. -A r).Tr)TT1Z1MMV7\TrP There being no further business to come before the Planning and Zoning Commission, Member Harold Anderson made a motion to adjourn.
