HomeMy WebLinkAbout1981-02-17STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Planning and Zoning Commission of the City of Grapevine, Texas met in a Regular Session on this the 17th day of February, 1981 with the following persons present to-wit: Duane Rogers Chairman Sharron Spencer Vice Chairman Harold Anderson Member Ron Cook Member Harlen Joyce Member Gerald Norman Member Robert Sands Member constituting a quorum with City Engineer, J.R. Baddaker, P.E., and Secretary Terry Pennington also in attendance. CALL TO ORDER Chairman Duane Rogers called the meeting to order. ZONING APPLICATIGN Z81-7, C.D.E. Investments The first order of business to come before the Planning and Zoning Commission was the consideration of zoning application Z81-7 requesting a specific use permit for the storage, retail sale, and off premise consumption of alcoholic beverages (beer only), submitted by Mr. Earnest W. Poag. Member Harlen Joyce said the area in question was a good location and the request should be granted. Member Harold Anderson said that the Commission realized this was the fourth time the requested zoning application had come before the Planning and Zoning Commission, the owner was apparently qualified, and the store was good. However, the people had already given their input, that being against the requested specific use permit for the sale of alcoholic beverages in that area. Chairman Duane Rogers stated there had been a great deal of surveys taken, but he had not seen a clear-cut decision. He felt there was a need in that area for such a store and product and he was not convinced the people did not want the sale of beer at this site. Member Harold Anderson made a motion to deny the specific use permit for the sale of alcoholic beverages. Member Robert Sands seconded the motion. The application was denied because there was no change in the property or application as to previous requests and the requested commercial operation with a specific use permit to sell beer should not he located in a residential neighborhood but rather on a major highway or lake corridor. The motion prevailed as follows: Ayes: Spencer, Anderson, Cook, and Sands Nays: Rogers, Joyce, and Norman ZONING APPLICATION Z81-8, Gilmore The next business to come before the Planning and Zoning Commission was the consideration of zoning application Z81-8 requesting a specific use permit for the operation of a used car business and truck/trailer rental, submitted by Mr. Sam Gilmore. Members questioned Mr. Gilmore concerning sewer availability, type of office building to be used and possible traffic problems with the trucks and trailers on Dove. Mr. Gilmore clarified all questions. Member Harlen Joyce made a motion to grant a specific use permit with a 6-foot fence on three sides as per site plan. Member Gerald Norman seconded the motion and it prevailed by the following vote: Ayes: Rogers, Anderson, Joyce, Norman, and Sands Nays: Spencer and Cook MANOR OAKS - Replat Lot 3, Block 2 The next order of business to come before the Planning and Zoning Commission was the consideration of the replat of lot 3, block 2 of the Manor Oaks Addition. After a brief discussion concerning sewer, Vice Chairman Sharron Spencer made a motion to approve the replat as submitted. Member Harlen Joyce seconded the motion and it prevailed by the following vote: Ayes: Rogers, Spencer, Anderson, Cook, Joyce, Norman, and Sands Nays: None CONSIDERATION OF THE MINUTES, February-3, 1981 The next order of business to come before the Planning and Zoning Commission was the consideration of the minutes of February 3,,1981. Member Gerald Norman made a motion to waive the reading and approve the minutes as printed. Member Ron Cook seconded the motion and it prevailed by the following vote: Ayes: Rogers, Spencer, Anderson, Cook, Joyce, Norman, and Sands Nays: None ADJOURNMENT There being no further business to come before the Planning and Zoning Commission, Member Robert Sands made a motion to adjourn. Member Ron Cook seconded the motion and it prevailed by the following vote: Ayes: Rogers, Spencer, Anderson, Cook, Joyce, Norman, and Sands Nays: None PASSED AND APPROVED ON THIS THE DAY OFrh 1981.
