HomeMy WebLinkAbout1981-03-24STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Planning and Zoning Commission of the City of Grapevine, Texas met in a Special Session on this the 24th day of March, 1981 with the following persons present to-wit: Duane Rogers Sharron Spencer Harold Anderson Ron Cook Harlen Joyce Robert Sands Chairman Vice Chairman Member Member Member Member constituting a quorum with Member Gerald Norman absent, and with City Engineer J.R. Baddaker, P.E., and Secretary Terry Pennington also in attendance. CALL TO ORDER Chairman Duane Rogers called the meeting to order. ZONING APPLICATION Z81-13, Mike Ross The first order of business to come before the Planning and Zoning Commission was the consideration of zoning application Z81-13 requesting "SP" Specific Use Permit for the storage, retail sale, and off premise consumption of alco- holic beverages, (beer only) incidental to the operation of a convenience store and gasoline service station; further providing for the construction and operation of a car wash facility, all in accordance with a site plan; providing for compli- ance with "C-2" Community Business District construction requirements; and further allowing all other uses as provided in the "C-2" Community Business District zoning category, submitted by Mr. Mike Ross. Chairman Duane Rogers expressed some concern as to the proposed curb cuts. The City Engineer explained the new site plan and suggested that a common entrance off Highway 114 be made and that the southern most curb cut be removed. After a brief discussion, Vice Chairman Sharron Spencer made a motion to approve the request with the exception as noted by the City Engineer of a common entrance off Highway 114 and the southern most curb cut be removed. Member Harlen Joyce seconded the motion and it prevailed by the following vote: Ayes Rogers, Spencer, Anderson, Cook, Joyce, and Sands Nays None Absent: Norman ZONING APPLICATION Z81-14, S.L. Wyse The next order of business to come before the Planning and Zoning Commission was the consideration of zoning application Z81-14 requesting "I-l" Light Industrial, submitted by Mr. S.L. Wyse. After a brief discussion regarding sound control, Member Harlen Joyce made a motion to grant the requested zoning. Member Robert Sands seconded the motion and it pre- vailed by the following vote: Ayes : Rogers, Spencer, Anderson, Cook, Joyce, and Sands Nays : None Absent: Norman ZONING APPLICATION Z81-15, Ken Stiles The next order of business to come before the Planning and Zoning Commission was the consideration of zoning application Z81-15 requesting "SP" Specific use Permit for the construction of single family attached dwellings in accordance with a site plan, providing for compliance with all construction requirements in the "R-l" Single Family Dwelling District, submitted by Mr. Ken Stiles. Vice Chairman Sharron Spencer pointed out that there had been a petition against this requested zoning with 67 names and no one spoke in favor of the request except those that were financially interested. The area had been platted for water and sewer facilities for single family homes. An increase in traffic would also create some problems. Member Harold Anderson also expressed concern as to the increased traffic and stated that there needed to be a better access and without one, he felt he could not support such a development. Members also dis- cussed the traffic capabilities of Dunn Street and Dooley. Vice Chairman Sharron Spencer made a motion to deny the requested zoning on the basis of the access problem, the conflict with the suggested master plan map, and the need to maintain the current single family neighborhood. Member Harold Anderson seconded the motion and it prevailed by the following vote: Ayes Spencer, Anderson, and Cook Nays Joyce and Sands Abstain: Rogers Absent : Norman CONSIDERATION OF THE MINUTES - March 17, 1981 The next order of business to come before the Planning and zoning Commission was the consideration of the minutes of March 17, 1981. Member Robert Sands made a motion to waive the reading of the minutes and approve them as printed. Member Harlen Joyce seconded the motion and it prevailed by the following vote: Ayes Rogers, Spencer, Anderson, Joyce, and Sands Nays None Abstain: Cook Absent : Norman ADJOURNMENT There being no further business to come before the Planning and Zoning Commission, Member Robert Sands made a motion to adjourn. Member Harlen Joyce seconded the motion and it prevailed by the following vote: Ayes : Rogers, Spencer, Anderson, Cook, Joyce, and Sands Nays : None Absent : Norman r" PASSED AND APPROVED THIS THE DAY OF 1981.
