HomeMy WebLinkAbout1981-04-21STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Planning and Zoning Commission of the City of Grapevine, Texas met in a Regular Session on this the 21st day of April, 1981 with the following persons present to-wit: Sharron Spencer Harold Anderson Ron Cook Harlen Joyce Gerald Norman Vice Chairman Member Member Member Member constituting a quorum with Member Robert Sands absent and with City Engineer J.R. Baddaker, P.E. and Secretary Terry Pennington also in attendance. CALL TO ORDER Vice Chairman Sharron Spencer called the meeting to order. ZONING APPLICATION Z81-11, James R. Scott The first order of business to come before the Planning and Zoning Commission was the consideration of Zoning Application Z81-11 requesting "SP" Specific Use Permit for the storage, sale, and on premise consumption of mixed alcoholic beverages, incidental to the operation of a restaurant, in accordance with a site plan, and further allowing all other uses as permitted in the "C-2" Community Business District zoning category, submitted by James R. Scott. At the beginning of the public hearing on March 17, 1981, the applicant requested (because of a delay in site plan preparation) that the case be tabled until April 21, 1981. Both the Council and the Planning and Zoning Commission voted to recess the public hearing as requested. The City Secretary learned that the applicant was requesting the Council and Commission to consider granting only the "C-2" zoning. Member Harlen Joyce stated he would like to see the property in question developed into an office complex. Member Ron Cook agreed, but questioned how the applicant could later establish a restaurant if office buildings were already built on the site. Member Harold Anderson made a motion to table the decision of the Planning and Zoning Commission until the applicant could show a site plan for garden offices for the entire area. Member Ron Cook seconded the motion and it prevailed by the following vote: Ayes : Spencer, Anderson, Cook, Joyce, Norman Nays : None Absent: Sands ZONING APPLICATION Z81-22, Star Bible Publication The next order of business to come before the Planning and Zoning Commission was the consideration of Zoning Application Z81-22 requesting "SP" Specific Use Permit for the printing, storage, and distribution of religious literature and church related activities in accordance with a site plan, submitted by Star Bible Publication. Member Harlen Joyce questioned whether the Commission should grant the request with the exception that a driveway entrance be made on Dove Road. Vice Chairman Sharron Spencer suggested that vehicles turn around within the existing parking lot. Member Ron Cook was concerned with allowing light industrial in a residential area. Member Harlen Joyce pointed out that other than two rent houses most of the block was commercial anyway. Member Harlen Joyce made a motion to approve the requested zoning requiring an entrance on Hilltop Drive. Member Harold Anderson seconded the motion and it prevailed by the following vote: Ayes : Anderson, Joyce, and Norman Nays : Spencer and Cook Absent: Sands ZONING APPLICATION Z81-23, Foster (Applicant withdrew his application) ZONING APPLICATION Z81-24, Darlen Company (Application was tabled by the City Council until May 5, 1981.) ZONING APPLICATION Z81-25, TLC Realty The next order of business to come before the Planning and zoning Commission was the consideration of Zoning Application Z81-25 requesting "SP" Specific Use Permit for multi-family purposes in accordance with a site plan, represented by Mr. Tim Lancaster. Member Harold Anderson pointed out that the master plan states no apartment complex will be built except on a major arterial street. He also stated that the proposed apartments could enhance the area but it would be located within a single family neighborhood and he could not support it. Member Harold Anderson then made a motion to deny the requested zoning on the basis that it would be classified as spot zoning, the apartments would not be located on a major arterial as called for in the master plan, and the single family neighborhood should be maintained. Member Harlen Joyce seconded the motion and the requested zoning was defeated by the following vote: Ayes Spencer, Anderson, Cook, Joyce, Norman Nays None Absent: Sands ZONING APPLICATION Z81-26, Karen Robbins The next order of business to come before the Planning and Zoning Commission was the consideration of Zoning Application Z81-26 requesting "SP" Specific Use Permit for the construction and operation of a roller skating arena in accordance with a site plan, and further allowing all other uses permitted in the "C-2" Community Business District category. Member Gerald Norman expressed concern as to the drainage problem and the drainage onto the property to the east. Vice Chairman Sharron Spencer asked Ms. Robbins if the parking area would be paved. Ms. Robbins then explained the parking lot and the proposed drainage with photographs of the existing property. Member Harlen Joyce brought up the question as to the pinball machines and explained to Ms. Robbins that the Commission would have to approve the request without the pinball machines shown on the site plan. Member Harold Anderson agreed with Member Joyce that the pinball machines would have to be excluded from the site plan before they could approve the request. He explained that an ordinance was pending before the City Council concerning coin operated machines, however Ms. Robbins could come back after the ordinance was adopted and ask for a specific use permit in accordance with the new ordinance. Vice Chairman Sharron Spencer questioned the members as to the applicant not meeting the required number of parking spaces. Member Anderson suggested waiving the parking requirements because the applicant was providing 107 spaces of the required 258 spaces. Member Ron Cook made a motion to approve the requested zoning for a roller skating rink and related accessory uses as per a revised site plan (which included drainage requirements) excluding the coin operated machines from the site plan. Member Harlen Joyce seconded the motion and it prevailed by the following vote: Ayes : Spencer, Anderson, Cook, Joyce, Norman Nays : None Absent: Sands RAINTREE ESTATES - Final Plat The next order of business to come before the Planning and Zoning Commission was the consideration of the final plat of Raintree Estates. Mr. Eddie Cheatham, engineer, requested that the final plat of Raintree Estates be withdrawn as per his client, Mr. Simmons, request. Member Harold Anderson made a motion that the Planning and Zoning Commission accept the withdrawal of the final plat of Raintree Estates. Member Harlen Joyce seconded the motion and it prevailed by the following vote: Ayes Spencer, Anderson, Cook, Joyce, Norman Nays None Absent: Sands HYLAND GREENS ESTATE - Final Plat The next order of business to come before the Planning and Zoning Commission was the consideration of the final plat of Hyland Greens Estates. After a brief discussion Member Harlen Joyce made a motion to approve the final plat of Hyland Greens Estates. Member Gerald Norman seconded the motion and it prevailed by the following vote: Ayes Spencer, Anderson, Cook, Joyce, Norman Nays None Absent: Sands GRAPEVINE LAKE ESTATES - Replat Lots 1 and 17, Block 12 The next order of business to come before the Planning and Zoning Commission was the consideration of the replat of lots 1 and 17, block 12 of the Grapevine Lake Estates. Members asked Mr. Jack Parker, the owner of the lots, the reason for this replat and Mr. Parker explained he would like to change the property line so he would not have to move a fence if he decided to sell the lot in the future. Member Harold Anderson made a motion to approve the replat. Member Harlen Joyce seconded the motion and it prevailed by the following vote: Ayes Spencer, Anderson, Cook, Joyce,, Norman Nays None Absent: Sands KELLEY PLACE - Preliminary Plat The next order of business to come before the Planning and Zoning Commission was the consideration of the preliminary plat of Kelley Place. The property in question was being considered for a zoning change under Zoning Application Z81-24. The City Council tabled their discussion pending proper newspaper advertisement for the meeting of May 5, 1981. The members of the Planning and zoning Commission discussed tabling their decision until the may 5 meeting also. Member Ron Cook made a motion to table the decision until the May 5 meeting. Member Harold Anderson seconded the motion and it prevailed by the following vote: Ayes : Spencer, Anderson, Cook, Joyce, Norman Nays : None Absent: Sands CONSIDERATION OF THE MINUTES - April 7, 1981 The next order of business to come before the Planning and Zoning Commission was the consideration of the minutes of April 7, 1981. Member Harold Anderson noted that there was minutes regarding Zoning Application Z81-17 Secretary Terry Pennington acknowledged the to reflect the change.
