CITY OF GRAPEVINE
The Planning and Zoning Commission of the City of Grapevine, Texas met in a
Special Session on this the 5th day of May, 1981 with the following persons
present to-wit:

constituting a quorum with City Engineer J.R. Baddaker, P.E. and Secretary
Terry Pennington also in attendance.
CALL TO ORDER
Vice Chairman Sharron Spencer called the meeting to order.
ZONING APPLICATION Z81-11, James Scott
The first order of business to come before the Planning and Zoning Commission
was the consideration of Zoning Application Z81-11 requesting "SP" Specific
Use Permit for the storage, sale, and on premise consumption of mixed alcoholic
beverages incidental to the operation of a restaurant in accordance with a
site plan, and further allowing for all other uses as permitted in the "C-2"
Community Business District zoning category, submitted by Mr. James R. Scott.
After a short discussion concerning the need for another reputable restaurant
in Grapevine, Member Harold Anderson made a motion to approve the requested
zoning. Member Harlen Joyce seconded the motion and it prevailed by the
following vote:
Ayes: Spencer, Anderson, Cook, Joyce, and Norman
Nays: None
ZONING APPLICATION Z81-24, Darlen Company
The next order of business to come before the Planning and Zoning Commission
was the consideration of Zoning Application Z81-24 requesting Tract "A" zoning
for "SP" Specific Use for the construction of single family attached dwellings
in accordance with a site plan and Tract "B" zoning for "C-2" Community Business
District, submitted by the Darlen Company.
Member Harold Anderson asked the engineer and developer if they had any comments
regarding the proposed application. City Engineer J.R. Baddaker than briefed the
members on a discussion he had with John Levitt, the engineer, regarding a one
way entrance onto Dooley with an exit on Wildwood. Members discussed this
proposal.
Member Harlen Joyce made a motion to grant the requested zoning on Tract "A"
according to a site plan and plat. Member Gerald Norman seconded the motion
and it was defeated by.the following vote:
Ayes: Joyce, Norman
Nays: Spencer, Anderson, Cook
Member Harold Anderson then made a motion to approve the single family attached
with the provision that the stubbed out street to the north extend through to
the proposed street and that a revised site plan be presented with that change.
The plat should also include a 10-foot additional right-of-way on Wildwood.
Member Ron Cook seconded the motion and it prevailed by the following vote:
Ayes : Spencer, Anderson, Cook
Nays : Joyce
Abstain: Norman
Regarding Tract "B" Member Harold Anderson stated he was in favor of restoring
the old house in question provided it would be used for offices only. He would
not be in favor of a "C-2" zoning allowing any kind of commercial business.
Mr. Baddaker suggested the Commission make a special zoning category for
restoring historical sites.
Member Harold Anderson then made a motion to recommend to the City Council
a zoning category that includes the restoration of this historical home with
the use of office facilities only. Member Harlen Joyce seconded the motion
and it prevailed by the following vote:
Ayes: Spencer, Anderson, Cook, Joyce, Norman
Nays: None
ZONING APPLICATION Z81-27, J.D. & Laur Etta Huff
The next business to come before the Planning and Zoning Commission was the
consideration of zoning Application Z81-27 requesting "SP" Specific Use Permit
for the storage, retail sale, and off premise consumption of alcoholic beverages
(beer only) incidental to the operation of a convenience store in accordance
with a site plan and other uses as permitted in the "C-2" Community Business
zoning category, submitted by J.D. and Laur Etta Huff.
Members asked the Park and Recreation Director Kevin Conklin for comments
concerning some proposed ball fields near the area in question. Mr. Conklin
stated there would not be any complaints unless the fields were used for
little league games involving small children. Member Harlen Joyce felt the
zoning would not affect the ball fields.
Member Joyce made a motion to approve the requested zoning. Member Gerald
Norman seconded the motion and it prevailed by the following vote:
Ayes: Spencer, Anderson, Cook, Joyce, Norman
Nays: None
WINDING RIDGE - Final Plat
The next order of business to come before the Planning and Zoning Commission
was the consideration of the final plat of Winding Ridge.
Engineer Dick Perkins advised members of the suggested access. After a
brief discussion Member Harold Anderson made a motion to approve the final
plat. Member Harlen Joyce seconded the motion and it prevailed by the
following vote:
Ayes: Spencer, Anderson, Cook, Joyce, Norman
Nays: None
KELLEY PLACE - Preliminary Plat
The next order of business to come before the Planning and Zoning Commission
was the consideration of the preliminary plat of Kelley Place.
After a short discussion Member Ron Cook made a motion to approve the plat
as requested subject to pending zoning of Zoning Application Z81-24. Member
Harold Anderson seconded the motion and it prevailed by the following vote:
Ayes Spencer, Anderson, Cook
Nays Joyce
Abstain: Norman
SKYLINE OAKS - Preliminary Plat
The next order of business to come before the Planning and zoning Commission
was the consideration of the preliminary plat of Skyline Oaks.
Mr. Eggers, the property owner, explained why he would like to have a private
road using one entrance and exit. Members discussed the plat and a utility
easement and slab elevation requirement.
Member Harlen Joyce made a motion to approve the preliminary plat based on a
712 foot utility easement and a minimum slab elevation. Member Harold Anderson
seconded the motion and it prevailed by the following vote:
Ayes: Spencer, Anderson, Cook, Joyce, and Norman
Nays: None
CONSIDERATION OF THE MINUTES - April 21, 1981
The next order of business to come before the Planning and Zoning Commission was
the consideration of the minutes of April 21, 1981.
Member Harlen Joyce made a motion to waive the reading of the minutes and approve
them as printed. Member Gerald Norman seconded the motion and it prevailed as
follows:
Ayes: Spencer, Anderson, Cook, Joyce, and Norman
Nays: None
MASTER PLAN UPDATE - Discussion
The next order of business to come before the Planning and Zoning Commission
was the discussion of miscellaneous items concerning the master plan update.
Members set a meeting for May 12, 1981 for a discussion with Craig Farmer of
Freese and Nichols.
MISCELLANEOUS REPORTS AND/OR DISCUSSIONS
Mr. Willard Baker addressed the Planning and Zoning Commission concerning some
areas of the master plan map. No formal action was taken.

Member Harlen Joyce made a motion to adjourn. Member Gerald Norman seconded the
motion and all in attendance voted "aye".
