HomeMy WebLinkAbout1981-06-03STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Planning and Zoning Commission of the City of Grapevine, Texas met in a Special Workshop Session on this the 3rd day of June, 1981 with the following persons present to-wit: Sharron Spencer Harold Anderson Ron Cook Ann Glynn Gerald Norman Vice Chairman Member Member Member Member constituting a quorum with Member Harlen Joyce absent. The following staff personnel were also present: J.R. Baddaker City Engineer Marc Guy City Planner Terry Pennington Secretary CALL TO ORDER Vice Chairman Sharron Spencer called the meeting to order. OATH OF OFFICE TO NEWLY APPOINTED MEMBER The first order of business to come before the Planning and Zoning Commission was to issue the oath of office to the newly appointed member James "Klee" Hawkins. City Engineer J.R. Baddaker issued the oath of office and welcomed Member Hawkins to the Commission. ELECTION OF CHAIRMAN AND VICE CHAIRMAN The next order of business to come before the Planning and Zoning Commission was to elect a chairman and vice chairman. Member Harold Anderson made a motion to nominate Sharron Spencer as chairman. Member Gerald Norman seconded the motion and it prevailed by the following vote: Ayes : Anderson, Cook, Glynn, Hawkins, and Norman Nays : None Abstain: Spencer Absent : Joyce Member Harold Anderson then made a motion to nominate Member Ron Cook as vice chairman. Member Ann Glynn seconded the motion and it prevailed by the fol- lowing vote: Ayes Spencer, Anderson, Glynn, Hawkins, and Norman Nays None Abstain: Cook Absent : Joyce DISCUSSION OF MASTER PLAN UPDATE The next order of business to come before the Planning and zoning Commission was the discussion of the master plan update and the mapping recommendations. Members discussed the following: Ordinance and Mapping Recommendations Page One A good philosophy to use in the new ordinance would be to put every- thing that concerns a particular zone in one place so that a person can look at the map, find the zoning on a particular piece of property, and go to one spot in the text where he can find everything he needs to know about that zone. Ordinances should be written so the average person could understand its meaning, eliminating frequent interpretations by the City Attorney. Figure 3 The following categories were deleted: R-40 R-MF-2 R-XF R-6 R-MF-3 R-2.5 R-TH The following changes were made: • R-15 changed to R-20, 20,000 square feet per D.U. with maximum height of building to be 35 feet. • R-10 changed to R-12.5, 12,500 square feet per D.U.- - 85 feet minimum lot width--10 feet minimum side yard--maximum height of building 35 feet. • R-7.5--65 feet minimum lot width--minimum front yard 30 feet--minimum rear yard 25 feet--minimum side yard 8 feet--maximum building height 35 feet. • R-3.5 changed to R-3,75--3,750 square feet per D.U. Referred to as medium density. • R-MF-1--2,200 square feet per D.U.--12 to 20 units per acre--minimum lot width and depth 1 acre- - minimum front yard 35 feet not including parking- - 35 feet maximum building height. • R-MH--minimum lot area 10 acres with 6-12 units per acre. Discretionary Action l i Page Two The ordinance needs to be expanded to set up the criteria or guideline under which planned developments, community unit developments, ' and specific use permits and site plans are approved or disapproved. Administrative Action Page Two It was suggested that the City Engineer review preliminary plats, request owner or developer to made any needed changes, then submit a final plat to the Planning and Zoning Commission and City Council eliminating P & Z action on preliminary platsfi, Page Three It was suggested that an agriculture use district be formed for an interim zoning classification until final classification has been determined. Page Four Members suggested creating a townhouse/condominium district. Page Five (First sentence, top of page) Should read as follows: The development of medium density housing should be allowed and encouraged also in new subdivisions as transitions from low density to medium density housing. (First paragraph, first sentence) Should read as follows: The high density district would allow as many as 12 to 20 units per acre (the existing ordinance allows 53 dwelling units/acre) and would be intended for apartments built on large tracts of land. MISCELLANEOUS REPORTS AND/OR DISCUSSIONS The next order of business to come before the Planning and Zoning Commission was the discussion of miscellaneous business. Chairman Sharron Spencer brought up the following items for member's comments: 1. Citizen input during the Planning and Zoning Commission meetings. 2. Contacting the Chairman when a member can not attend a meeting or will be absent. 3. Member's conduct during meetings. ADJOURNMENT There being no further business to come before the Planning and Zoning Commission Vice Chairman Ron Cook made a motion to adjourn.
