HomeMy WebLinkAbout1981-06-16STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Planning and Zoning Commission of the City of Grapevine, Texas met in a Regular Session on this the 16th day of June, 1981 with the following persons present to-wit: Sharron Spencer Ron Cook Harold Anderson Ann Glynn Klee Hawkins Harlen Joyce Gerald Norman Chairman Vice Chairman Member Member Member Member Member constituting a quorum with the following staff personnel also present: J.R. Baddaker City Engineer Marc Guy City Planner Terry Pennington Secretary CALL TO ORDER Chairman Sharron Spencer called the meeting to order. ZONING APPLICATION Z81-29, Butler The first order of business to come before the Planning and Zoning Commission was the consideration of Zoning Application Z81-29 requesting "SP" Specific Use Permit for the construction and operation of a kennel service, in accordance with a site plan, submitted by Deana M. Butler and Daniel R. Butler. Member Harold Anderson stated that a kennel service is needed in Grapevine and the Master Plan calls for commercial in that area. Member Anderson stated he would support the zoning. Member Anderson then made a motion to grant the specific use permit. Member Harlen Joyce seconded the motion. Chairman Sharron Spencer questioned where the line would be drawn regarding spot zoning. Member Anderson pointed out that the applicants would be living there and with the type of care that was going to be put into the operation; placing them in an industrial zoning would not be a comfortable place to live. Members voted on Member Anderson's previous motion to grant the specific use permit. The motion failed with the vote as follows: Ayes: Anderson, Joyce Nays: Spencer, Cook, Glynn, Hawkins, Norman Member Ron Cook then made a motion to deny the requested zoning on the basis of spot zoning. Member Klee Hawkins seconded the motion and it prevailed by the following vote: Ayes: Spencer, Cook, Glynn, Hawkins, Norman Nays: Anderson, Joyce ZONING APPLICATION Z81-30, Fickes The next order of business to come before the Planning and Zoning Commission was the consideration of Zoning Application Z81-30 submitted by Grover Fickes. The applicant, however, withdrew his application prior to the meeting. SKYLINE OAKS SUBDIVISION - Final Plat The next order of business to come before the Planning and Zoning Commission was the consideration of the final plat of Skyline Oaks Subdivision. After a brief discussion concerning elevation and emergency vehicle access, Member Gerald Norman made a motion to approve the final plat. Member Harold Anderson seconded the motion and it prevailed by the following vote: Ayes: Spencer, Cook, Anderson, Glynn, Hawkins, Joyce, Norman Nays: None CONSIDERATION OF MINUTES - May 19 and June 3, 1981 The next order of business to come before the Planning and zoning commission was to consider the minutes of May 19 and June 3, 1981. Member Ron Cook made a motion to waive the reading of the minutes of May 19 and approve them as written. Member Harold Anderson seconded the motion and it prevailed as follows: Ayes: Spencer, Cook, Anderson, Glynn, Hawkins, Joyce, Norman Nays: None Chairman Sharron Spencer noted an error in the minutes of June 3 regarding Discretionary Action and Administrative Action- Secretary Terry Pennington acknowledged the errors and a correction was made to reflect the change. Member Ann Glynn then made a motion to waive the reading of the minutes of June 3 and approve them with the exception of the above noted errors. Member Klee Hawkins seconded the motion and it prevailed by the following vote: Ayes: Spencer, Cook, Anderson, Glynn, Hawkins, Joyce, Norman Nays: None ADJOURNMENT There being no further business to come before the Planning and Zoning Commission, Vice Chairman Ron Cook made a motion to adjourn. Member Klee Hawkins seconded the motion and it prevailed by the following vote: Ayes: Spencer, Cook, Anderson, Glynn, Hawkins, Joyce, Norman Nays: None PASSED AND APPROVED THIS THE DAY OF 1981.
