HomeMy WebLinkAbout1981-07-21STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Planning and Zoning Commission of the City of Grapevine, Texas met in a Regular Session on this the 21st day of July, 1981 with the following persons present to-wit: Sharron Spencer Ron Cook Ann Glynn Klee Hawkins Gerald Norman Chairman Vice Chairman Member Member Member constituting a quorum with Members Harold Anderson and Harlen Joyce absent. The following staff personnel were also present! J.R. Baddaker City Engineer Marc Guy City Planner Terry Pennington Secretary CALL TO ORDER Chairman Sharron Spencer called the meeting to order. ZONING APPLICATION Z81-31, Welborn Enterprises The first order of business to come before the Planning and Zoning Commission was the consideration of Zoning Application Z81-31 requesting "I-1" Light Industrial District submitted by Welborn Enterprises represented by Mr. Dave Dennison. Member Ann Glynn questioned how much land in and around the airport would be zoned Airport Support Zone if and when such a zone was established. Mr. Baddaker suggested eliminating residential uses and picking up commercial and industrial areas. Members discussed service roads, signals and street widths along State Highway 121. Vice Chairman Ron Cook stated he did not see any point in zoning it now if the applicant was not going to develop it until a later date, on the other hand, why not go ahead and grant zoning so people will know what is to be expected there. Members also discussed utilities, specifically sewage, to the property. Vice Chairman Ron Cook made a motion to grant the zoning requested. Member Gerald Norman seconded the motion. However, after a brief discussion Member Norman withdrew his second. Vice Chairman Ron Cook stated he did not want to blanket zone the property. Member Gerald Norman pointed out that by zoning the property now it would put citizens and interested parties on notice as to the suggested land use. Vice Chairman Ron Cook withdrew his motion. Member Gerald Norman made a motion to recommend the City Council approve the Light Industrial District zoning subject to a reapplication by the Planning and Zoning Commission at such time as they designate an Airport Support Zoning classification. Member Klee Hawkins seconded the motion and it prevailed by the following vote: Ayes : Spencer, Cook, Glynn, Hawkins, Norman Nays : None Absent: Anderson, Joyce ZONING APPLICATION Z81-32, Graham The next order of business to come before the Planning and zoning Commission was the consideration of Zoning Application Z81-32 requesting Tract "A" be zoned for "SP" Specific Use for the storage, retail sale, and off-premise consumption of alcoholic beverages incidental to the operation of a convenience store, in accor- dance with a revised site plan and further allowing all other uses as permitted in the "C-2" Community Business District. Tract "B" requested zoning as "C-2" Community Business District, submitted by Norris Graham. City Planner Marc Guy explained the purpose of the request being an error in granting the building permit which necessitated a change in zoning before the building permit would be legal. After a brief discussion Member Gerald Norman made a motion to approve the requested zoning as applied for. Member Klee Hawkins seconded the motion and it prevailed by the following vote: Ayes Spencer, Cook, Glynn, Hawkins, Norman Nays None Absent: Anderson, Joyce ZONING APPLICATION Z81-33, Walker The next order of business to come before the Planning and Zoning Commission was the consideration of Zoning Application Z81-33 requesting "C-2" Community Business District submitted by Dr. Terry Walker. Marc Guy corrected an error regarding the zoning of the adjacent property on the zoning map. Members briefly discussed the adjoining property and screening. Member Klee Hawkins made a motion to approve the requested zoning with screening fences on the east and south sides of the property. Member Ann Glynn seconded the motion and it prevailed by the following vote: Ayes : Spencer, Cook, Glynn, Hawkins, Norman Nays : None Absent: Anderson, Joyce ZONING APPLICATION Z81-34, Bender The next order of business to come before the Planning and Zoning Commission was the consideration of Zoning Application Z81-34 requesting "I-l" Light Industrial submitted by David C. Bender. Mr. Baddaker briefly explained the previous case involving this area and the surrounding properties. Members discussed highway right-of-way dedications. Vice Chairman Ron Cook made a motion to grant the requested zoning. Member Gerald Norman seconded the motion and it prevailed by the following vote: Ayes Spencer, Cook, Glynn, Hawkins, Norman Nays None Absent: Anderson, Joyce PEACH STREET - FINAL PLAT The next order of business to come before the Planning and Zoning Commission was the consideration of the final plat of Peach Street Addition. After a brief discussion Member Gerald Norman made a motion to approve the final plat subject to the resurvey of the front setback and changing the front setback footage from 30 feet to 25 feet as required in the City ordinances. Member Klee Hawkins seconded the motion and it prevailed by the following vote: Ayes : Spencer, Cook, Glynn, Hawkins, Norman Nays : None Absent: Anderson, Joyce DFW HILTON ADDITION - PRELIMINARY PLAT The next order of business to come before the Planning and Zoning Commission was the consideration of the preliminary plat of the DFW Hilton Addition. Members discussed the Highway Department's proposal of shifting the intersection of Highway 121 and Highway 26 to the southwest so that it would align with the service road on the west side of Highway 121. The Hilton developer would dedicate 40 feet toward the project and the property owner to the north would also dedicate 40 feet. The Hilton developer would then build the southern most two lanes with a temporary connection to the existing Anderson-Gibson Road until such time the developer to the north would develop the north two lanes and provide a transition curve to eliminate a 90 degree intersection. Several members suggested setting up an escrow fund for the future development of the northern lanes if the northern property changed owners or did not want to participate in the construction. Vice Chairman Ron Cook made a motion to approve the preliminary plat suggesting that Mr. Baddaker consult with the City Attorney as to some sort of assessment, letter of commitment, or escrow fund be established and previous being noted in writing on the final plat of the DFW Hilton Addition. Member Klee Hawkins seconded the motion and it prevailed by the following vote: Ayes Spencer, Cook, Glynn, Hawkins, Norman Nays None Absent: Anderson, Joyce CONSIDERATION OF THE MINUTES, JUNE 16, 17, and 22, 1981 The next order of business to come before the Planning and Zoning Commission was the consideration of the minutes of June 16, 17 and 22, 1981. Member Gerald Norman made a motion to waive the reading of the minutes of June 16, 1981 and approve them as written. Member Ann Glynn seconded the motion and it prevailed by the following vote: Ayes Spencer, Cook, Glynn, Hawkins, Norman Nays None Absent: Anderson, Joyce Member Klee Hawkins made a motion to waive the reading of the minutes of June 17, 1981 and approve them as written. Member Gerald Norman seconded the motion and it prevailed by the following vote: Ayes Spencer, Cook, Glynn, Hawkins, Norman Nays None Absent: Anderson, Joyce Member Ann Glynn made a motion to waive the reading of the minutes of June 22, 1981 and approve them as written. Member Klee Hawkins seconded the motion and it prevailed by the following vote: Ayes : Spencer; Cook, Glynn, Hawkins, Norman Nays : None Absent: Anderson, Joyce a n.TnTTDNTM7MrP There being no further business to come before the Planning and Zoning Commission Vice Chairman Ron Cook made a motion to adjourn. Member Klee Hawkins seconded the motion and it prevailed by the following vote: Ayes Spencer, Cook, Glynn, Hawkins, Norman Nays None Absent: Anderson, Joyce PASSED AND APPROVED THIS THE DAY OF 1981.
