HomeMy WebLinkAbout1981-07-22STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Planning and Zoning Commission of Special Workshop Session on this the persons present to-wit: Sharron Spencer Ron Cook Harold Anderson Ann Glynn Klee Hawkins Harlen Joyce Gerald Norman the City of Grapevine, Texas met in a 22nd day of July, 1981 with the following Chairman Vice Chairman Member Member Member Member Member constituting a quorum with the following staff personnel also present; City Planner Secretary CALL TO ORDER Marc Guy Terry Pennington Chairman Sharron Spencer called the meeting to order. WORKSHOP DISCUSSION The first order of business to come before the Planning and Zoning Commission was to conduct a workshop relative to the City's Master Plan Update. Member Gerald Norman informed the members that a representative from the Citizen's Advisory Committee would like the land uses and percentages presented in a pie chart form which would help citizens understand it better. Chairman Sharron Spencer stated she did not think the Commission could do that because of the many changes taking place. Member Ann Glynn agreed that it might be helpful. Chairman Sharron Spencer felt that it should be kept as simple as possible; all members agreed. The Commission discussed comments from citizens regarding the proposed Master Plan that was made during the recent public hearing, All comments and suggestions were considered. The following areas were changed to reflect some of those comments. Comment--Beverly Davydiuk--Concerned for northwest corner of Dove Road and Dove Loop. Members changed the corner to represent commercial; north of commercial to high density; and west of commercial to medium density to reflect a PUD concept. Comment--Deanna K. Pehnert--Concerning Tract 1, Block 1; and Tract 1 Block 3 in Timberline Estates. This is specifically in the vicinity of the intersection of Timberline and Mustang near Highway 26. A tract of land between Mustang and Highway 26 was changed to represent commercial. A tract of land at the corner of Mustang and Timberline was changed to represent medium density residential Comment--Joe L. Wright--Concerning a four acre tract located on the north side of Timberline, east of the Memorial Baptist Church property. Member Harold Anderson stated he would like to keep the area single family thereby having to change the zoning on that tract of land. Member Gerald Norman suggested medium density rather than low density or single family. Member Harlen Joyce stated that medium density would be more compatible than high density as it is presently zoned. Chairman Sharron Spencer called for a vote as to what density the land should be. High Density : None Medium Density: Spencer, Norman, Joyce Low Density : Hawkins, Cook, Glynn, Anderson Members voted to keep the area designated as low density residential on the Master Plan Map. RECESS Chairman Sharron Spencer called for a brief recess. RECONVENE Chairman Sharron Spencer called the meeting back to order with all members present. WORKSHOP DISCUSSION - Con't. Members continued to review comments made from various citizens. Comment--Larry Lightner--Concerning a tract of land in the Timberline area on which he had received zoning several years ago, some of which had been sold and developed, and some currently owned by Mr. Lightner, presently undeveloped. Member Harold Anderson felt it should be left as is, low density residential. Member Anderson stated he did not think apartments should be located there but rather on or adjacent to a highway for access. The residential neighborhood in question is already established. Member Klee Hawkins also felt it best to leave as low density. After a brief discussion, Chairman Sharron Spencer called for a vote as to what zoning the members felt best suited for the area and City regarding the property northwest of the proposed arterial: High Denisty : Joyce Medium Density: Norman Low Density Anderson, Glynn, Cook, Hawkins Abstain Spencer The second area in question was the southwest corner of the proposed arterial. Members Anderson and Glynn suggested it be left as low density residential. Member Cook and Norman suggested the area in question be used as a park. Chairman Sharron Spencer called for a vote as to what zoning would be best suited for the area and the City: High Density : None Medium Density: None Low Density : Spencer, Cook, Anderson, Glynn, Hawkins, Joyce, Norman The third area in question regarded the southeast corner of the proposed arterial. After a brief discussion Chairman Sharron Spencer called for another vote as to what zoning would be best suited for the area and City. Members voted to designate commercial in that area and the vote was as follows: Ayes: Spencer, Cook, Anderson, Glynn, Hawkins, Joyce, Norman Nays: None MISCELLANEOUS REPORTS City Planner Marc Guy addressed the commission relative to the status of the residential mix study he is conducting. Mr. Guy explained what the study would be used for and how he gathered his data. An 7nTTDMM7MM There being no further business to come before the Planning and Zoning Commission, Member Gerald Norman made a motion to adjourn.
