COUNTY OF TARRANT
CITY OF GRAPEVINE
The Planning and Zoning Commission. of the City of Grapevine, Texas met in
a Special Session on this the 17th day of August, 1981 with the following
persons present to -wit:
Sharron Spencer
Ron Cook
Ann Glynn
Klee Hawkins
Chairman
Vice Chairman
Member
Member
constituting a quorum with Members Harold Anderson, Harlen Joyce, and Gerald
Norman absent. City Engineer J.R. Baddaker and City Planner Marc Guy were
also present.

The meeting was called to order by Chairman Sharron Spencer.
OLD BUSINESS
The first order of business to come before the Planning and Zoning Commission
was the discussion of the City's Master Plan update and take any necessary
action relative to a recommendation to the City Council.
Members made the following change in the Comprehensive Master Plan draft:
Page 33, Policy 4 -3 was changed to read:
High density residential development shall have direct
access to developed, four -lane streets, excluding park-
ing, to accommodate the traffic volumes and turning
patterns generated by high concentrations of people.
They should also be located near major arterials such
that low density residential development is not impacted
by heavy traffic.
Members discussed the south side of town, especially property off of Timberline
owned by Mr. Joe Wright and Mr. Larry Lightner.
Vice Chairman Ron Cook made a motion to take the plan to the Council requesting
their acceptance. Member Klee Hawkins seconded the motion. However, before
voting could take place Vice Chairman Cook withdrew his motion. Member Hawkins
agreed to the withdrawal.
The Commission then discussed property along Highway 26 lying along the airport
boundary. Members felt the best use of the land would be industrial /commercial.
The Master Plan map was marked accordingly.
After further discussion, Member Klee Hawkins made a motion to present the
Master Plan to the City Council for acceptance. Vice Chairman Ron Cook seconded
the motion.

Chairman Sharron Spencer then called for a short recess.
RECONVENE
The meeting was reconvened with Member Gerald Norman now present. (Members
Anderson and Joyce absent).
After a review of the aforesaid motion, the vote was taken and it prevailed
as follows:
Ayes Cook, Hawkins, Norman
Nays Spencer, Glynn
Absent : Anderson, Joyce
RECESS
After a short discussion about the aforesaid motion and its wording, Member
Klee Hawkins made a motion to recess the meeting until Tuesday, August 18,
1981 at 7:00 P.M. at the office of the Public Works Directorr, 415 Main Street
Grapevine. Member Gerald Norman seconded the motion and it prevailed as follows:
Ayes Spencer, Cook, Glynn, Hawkins, Norman
Nays None
Absent Anderson, Joyce
