HomeMy WebLinkAbout1981-09-15STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Planning and Zoning Commission of the City of Grapevine., Texas met in a Regular Session on this the 15th day of September, 1981 with the following persons present to-wit: Sharron Spencer Ron Cook Ann Glynn Harold Anderson Harlen Joyce Chairman Vice Chairman Member Member Member constituting a quorum with Members Klee Hawkins and Gerald Norman absent. City Engineer J.R. Baddaker, City Planner Marc Guv, and Secretary Terry Pennington were also present. CALL TO ORDER The meeting was called to order by Chairman Sharron spencer. HYLAND SOUTH ADDITION - Final Plat The first order of business to come before the Planning and Zoning Commission was the consideration of the final plat of Hyland South Addition and make a recommendation to the City Council. Members discussed the possible land use for townhouses on that site. Owner and developer H.J. Harper said he had no objections to the idea. Members were concerned about inaress and egress on Dove Road. Member Harold Anderson made a motion to approve the final plat subject to the Comprehensive Master Plan, Land Use Goals, Residential Development Policy 4.2 concerning residential lots along major thoroughfares. Member Harlen Joyce seconded the motion and it prevailed by the following vote: Ayes : Spencer, Cook, Glynn, Anderson, Joyce Nays : None Absent : Hawkins, Norman COUNTRYSIDE ESTATES - Preliminary Plat The second order of business to come before the Planning and Zoning Commission was the consideration of the preliminary plat of Countryside Estates. After a brief discussion concerning drainage and sewage, Member Ron Cook made a motion to approve the preliminary plat. Member Harlen Joyce seconded the motion and it prevailed by the following vote: Ayes : Spencer, Cook, Glynn, Anderson, Joyce Nays : None Absent : Hawkins, Norman DISCUSSION: Four-way arterial right-of-way requirements City Engineer J.R. Baddaker explained that a. center island of twenty feet was essentially wasted and expensive to curb and gutter. Members discussed Dove Road and right-of-way requirements. Mr. Baddaker suggested changing from four 11' driving lanes and a median to four 12' lanes and a continuous left-turn lane. Members aareed to consider that possibility. DISCUSSION: Citv's construction standards City Planner Marc Guy informed members as to what Mr..Baddaker was doing regarding construction standards for the City and provided the Commission members with a. copy of the construction standards. DISCUSSION: Subdivision replatting process Members reviewed th; present Subdivision Rules and Regulations and made the following comments concerning specific items: Page 2, Section 2-Procedure A. General Information: "It is suggested that each subdivider of land first confer with the City Planning Commission before preparing the preliminary plan..." Members suggested changing the above to read "...first confer with the City Planning Department before preparing the preliminary plan..." Page 3, Item 6 Members suggested the date, north point and scale of the drawing or subdivision layout rule be enforced. Paae 4, C. Final Plat Members emphasized that plats should be submitted to the Planning Commission at least ten (10) days prior to the regular meeting rather than five. Page 5, Item 8 Item 8 was changed to read: "Proper certification shall be made upon the plat, by a licensed land surveyor, Paae 6, Item 15 Members discussed increasing the filing fee to possibly $100 for any subdivision, payable by check drawn to the order of the City of Grapevine upon submission of the final plat to the Planning Commission for final approval. Paae 8. Item 10 and Paae 10, Item 16 The following was changed: • minimum dimensions for residential lots in a subdivision shall be 65 feet in width. • In no case shall a rectangular or irregularly shaped lot contain less than 7500 square feet of area. DISCUSSION: Planning and Zoning Commission by -laws Members discussed establishing by-laws for the Commission, as have other area cities. The following items were brought up for discussion: regarding voting, a majority of commission not a majority of those present required for vote. attendance requirement, those members who are continuously absent should be reported to the City Council so they may be replaced. Members may be allowed three (3) unexcused absences before being reprimanded. Those members who do not call the Chairman or another member and inform them that they will be absent is an unexcused absence. members may be allowed to abstain from voting if there is a conflict of interest involved. DISCUSSION: Draft of new zoning ordinance No discussion took place on this item because materials were not available. CONSIDERATION OF THE MINUTES - July 21 and 22, 1981 and August 4, 17, and 18, 1981 Member Harold Anderson made a motion to waive the reading of the minutes and approve them as written. Member Ann Glynn seconded the motion and the vote prevailed as follows: Ayes : Spencer, Cook, Glynn, Anderson, Joyce Nays : None Absent : Hawkins, Norman MISCELLANEOUS REPORTS AND/OR DISCUSSIONS Members discussed the Master Plan document with Mr. Guy, as well as, the office development study and zoning check list when considering cases. Also brought up for discussion were two cases involving Mr. Sam Gilmore and H.B. Zachry/Payton-Wright Ford regarding code enforcement. ADJOURNMENT There being no further business to come before the Planning and Zoning Commission, Member Ron Cook made a motion to adjourn. Member Harlen Joyce seconded the motion and it prevailed by the following vote: Ayes : Spencer, Cook, Glynn, Anderson, Joyce Nays : None Absent : Hawkins, Norman PASSED AND APPROVED THIS THE D AY OF 1981.
