HomeMy WebLinkAbout1981-10-20STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Planning and Zoning Commission of the City of Grapevine, Texas met in a Regular Session on this the 20th day of October, 1981 with the following persons present to-wit: Sharron Spencer Chairman Ron Cook Vice Chairman Harold Anderson Member Ann Glynn Member Klee Hawkins Member Harlen Joyce Member constituting a quorum with Member Gerald Norman absent and the following staff personnel also present: J.R. Baddaker City Engineer Marc Guy City Planner Terry Pennington Secretary CALL TO ORDER The meeting was called to order by Chairman Sharron Spencer. ZONING APPLICATION Z81-39, Zachry The first order of business to come before the Planning and Zoning Commission was the consideration of Zoning Application Z81-39 requesting "SP" Specific Use Permit for a construction yard and materials storage yard for the duration of the State Highway 114 expansion project only, in accordance with a site plan. The applicant was H.B. Zachry Company. Members received several objections at the public hearing concerning the location and problems involved. Vice Chairman Ron Cook stated he understood the comments made but stated the yard would be temporary and saw no objections to granting the requested temporary zoning. Member Harlen Joyce stated the Zachry Company should be required to cut down on the radio noise and dust as much as possible to try and please neighboring property owners. Member Harold Anderson questioned a representative from the Zachry Company. Member Anderson also stated he understood the problems of the neighborhood concerning dust and radio noise but also asked if the back gate to the yard could be closed to all traffic. The representative informed the members that all of these request could be taken care of. Member Anderson also stated he did not like the idea that the company moved in without prior approval, however, by denying the request and issuing violations the company would most likely pay the violations and continue operations. Member Klee Hawkins commented that all citizens must at some time be inconvenienced because of progress but it would only be temporary. Chairman Sharron Spencer stated she did not approve of the request because the company did not have prior approval and it was located at the back fence of residential development. Member Harlen Joyce made a motion to grant the application for the duration of the State Highway 114 expansion project or not to exceed twenty-six (26) months from the date of October 20, 1981 of the project within the Grapevine city limits on the basis that the H.B. Zachry Company cut down radio noise, close the back gate to traffic and cut down on the amount of dust coming from the yard. Member Klee Hawkins seconded the motion and it prevailed by the following vote: Ayes: Cook, Anderson, Hawkins, Joyce Nays: Spencer, Glynn Absent: Norman ZONING APPLICATION Z81-40, Cotton The next order of business to come before the Planning and Zoning Commission was the consideration of Zoning Application Z81-40 requesting "SP" Specific Use Permit for Single-Family Attached Dwellings, in accordance with a site plan submitted by W.B. Cotton Enterprises. Members discussed such items as alleys and traffic problems entering onto Park Boulevard. Mr. Kenneth McWaters advised the members of future development plans to the east of the property in question. Members suggested possible "One Way" signs or "No Left Turn" signs to alleviate the possible south bound entrance onto Park Boulevard. Member Harold Anderson then made a motion to approve the requested zoning and Vice Chairman Ron Cook seconded the motion and it prevailed by the following vote: Ayes: Spencer, Cook, Anderson, Glynn, Hawkins, Joyce Nays: None Absent: Norman ZONING APPLICATION Z81-41, Simmons Zoning Application Z81-41 requesting "SP" specific Use Permit for Tract A for a Multi-Family Residential Dwelling and a "SP" Specific Use Permit for Tract B for Townhouses, all in accordance with a site plan submitted by Mr. John Simmons was withdrawn at the joint City Council and Planning and Zoning Commission public hearing. COUNTRYSIDE ESTATES - Final Plat The next order of business to come before the Planning and Zoning Commission was the consideration of the final plat of Countryside Estates. After a brief discussion, Member Harlen Joyce made a motion to approve the final plat. Member Ann Glynn seconded the motion and it prevailed by the following vote: Ayes: Spencer, Cook, Anderson, Glynn, Hawkins, Joyce Nays: None Absent: Norman PRESENTATION OF OFFICE DEVELOPMENT IMPACT STUDY: RESIDENTIAL DEMAND IMPACTS City Planner Marc Guy supplied members with copies of the results of a survey relating to housing needs generated by future office and industrial development Members commended Mr. Guy on his efforts and studies. DISCUSSION - Planning and Zoning Commission By-Laws The next order of business to come before the Planning and Zoning Commission was the discussion and formulation of by-laws for the Commission. Chairman Sharron Spencer suggested having a workshop session concerning this Member Harold Anderson agreed. members agreed to have a workshop session on this subject October 27, 1981 at 7:00 in the Conference Room at City Hall. CONSIDERATION OF MINUTES - September 15, 1981 Member Harold Anderson made a motion to waive the reading of the minutes and approve them as written. Member Harlen Joyce seconded the motion and it prevailed by the following vote: Ayes: Spencer, Cook, Anderson, Glynn, Hawkins, Joyce Nays: None Absent: Norman ADJOURNMENT There being no further business to come before the Commission, member Ann Glynn made a motion to adjourn.
