HomeMy WebLinkAbout1981-12-15STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Planning and Zoning Commission of Regular Session on this the 15th day persons present to-wit: the City of Grapevine, Texas met in a of December, 1981 with the following Sharron Spencer Ron Cook Harold Anderson Ann Glynn Klee Hawkins Harlen Joyce Gerald Norman Chairman Vice Chairman Member Member Member Member Member constituting a quorum with City Planner Marc Guy and Secretary Terry Pennington also in attendance. CALL TO ORDER Chairman Sharron Spencer called the meeting to order. ZONING APPLICATION Z81-43, Pardue The first order of business to come before the Planning and Zoning Commission was the consideration of Zoning Application Z81-43 requesting "I-l" Light Industrial submitted by Mr. Arch Pardue. Member Harold Anderson stated the major concern with the Commission regarding areas near the airport to be the noise corridor. He also stated that the Master Plan called for commercial and residential land uses in that area and the area Tended itself to single-family and multi-family development. By approving the requested zoning case would constitute a flagrant misuse of the Master Plan. Member Gerald Norman suggested if a site plan had been submitted or some specifics given regarding the parcel and its use, they could consider it further. Member Anderson then made a motion to deny the requested zoning on the basis that it contradicted the suggested Master Plan land use for the area. Member Norman seconded the motion and it was denied as follows: Ayes: Spencer, Cook, Anderson, Glynn, Hawkins, Joyce, Norman Nays: None ZONING APPLICATION Z81-44, Austin Patio Dude Ranch The next order of business to come before the Planning and Zoning Commission was the consideration of Zoning Application Z81-44 requesting "SP" Specific Use for on-premise consumption of alcoholic beverages, incidental to the operation of a dude ranch as per a revised site plan, and all other uses as permitted in the "C-2" General Community Business District submitted by the Austin Patio Dude Ranch, Inc. Member Gerald Norman stated he saw no problem with the request and made a motion to approve the requested zoning change with a revised site plan. Member Harlen Joyce seconded the motion and it prevailed by the following vote: Ayes: Spencer, Cook, Anderson, Glynn, Hawkins, Joyce, Norman Nays: None ZONING APPLICATION Z81-45, Hewlett The next order of business to come before the Planning and Zoning Commission was the consideration of Zoning Application Z81-45 requesting "SP" Specific Use for condominiums in accordance with a site plan, submitted by Taylor- Hewlett, Inc. Member Harlen Joyce stated the proposed project looked good but questioned the access and also the ten foot side yard on Hood Lane rather than fifteen foot. Member Harold Anderson stated that he understood the developer and City Engineer would work on improving Hood Lane. Members briefly discussed the proposed twenty foot building line versus the required twenty-five foot building line. Member Harold Anderson made a motion to approve the requested zoning change with the stipulation that a fifteen foot side yard be provided on Hood Lane and 2.5 parking spaces per unit be also provided. Member Harlen Joyce seconded the motion and it prevailed as follows: Ayes: Spencer, Cook, Anderson, Glynn, Hawkins, Joyce, Norman Nays: None ZONING APPLICATION Z81 -46, Carlson Zoning Application Z81 -46 requesting "SP" Specific Use for the engineering and fabrication of control systems for dairy related operations and all other uses as permitted in the "C -2" General Community Business District, in accordance with a site plan, submitted by Tom Carlson and Johnny Carlson was withdrawn at the public hearing. No action was taken. ZONING APPLICATION Z81 -47, Wicker The next order of business to come before the Planning and Zoning Commission was the consideration of Zoning Application Z81 -47 requesting "SP" Specific Use for single- family attached dwellings submitted by Mr. James R. Wicker. Members discussed access to the west suggesting one common access with the adjoining property owner. Member Joyce stated the layout of the possible development was good. Member Harlen Joyce made a motion to approve the requested zoning in accordance with a site plan. Member Gerald Norman seconded the motion and it prevailed as follows: Ayes: Spencer, Cook, Anderson, Glynn, Hawkins, Joyce, Norman Nays: None ZONING APPLICATION 281-48, Lancaster The next order of business to come before the Planning and Zoning Commission was the consideration of Zoning Application Z81 -48 requesting "SP" Specific Use for multi- family dwellings in accordance with a site plan submitted by Mr. Tim Lancaster. Chairman Sharron Spencer pointed out that a petition had been received with 42 percent opposition to the request. Vice Chairman Ron Cook stated the request contradicted what the Master Plan land use called for. Member Harold Anderson said he was against multi - family in the area because it was an older developed residential area. Member Anderson made a motion to deny the requested zoning change on the basis that the request was not in accordance with the Master Plan and would constitute spot zoning. Member Klee Hawkins seconded the motion and the requeste was denied as follows: Ayes: Spencer, Cook, Anderson, Glynn, Hawkins, Norman Nays: None Abstain: Joyce WILDWOOD TERRACE REPLAT The next order of business to come before the Planning and Zoning Commission was the consideration of the Wildwood Terrace Replat. Members questioned the proposed building line of twenty feet versus the required building line of twenty -five feet. After a lengthly discussion concerning this, Member Harold Anderson made a motion to approve the request provided that the building line be changed to twenty -five feet instead of the proposed twenty feet. Member Harlen Joyce seconded the motion and it prevailed as follows: Ayes: Spencer, Cook, Anderson, Glynn, Hawkins, Joyce, Norman Nays: None BALL STREET ADDITION -Final Plat The applicant requested that no action be taken regarding this final plat because zoning had been denied relative to Zoning Application Z81 -48. The'. Commission honored this request. CONSIDERATION OF THE MINUTES, November 17, 1981 The next order of business to come before the Planning and zoning Commission was the consideration of the minutes from the meeting of November 17, 1981. Member Gerald Norman made a motion to waive the reading of the minutes and approve them as printed. Member Harold Anderson seconded the motion and it prevailed as follows: Ayes: Spencer, Cook, Anderson, Glynn, Hawkins, Norman Nays: None Abstain: Joyce MISCELLANEOUS REPORTS AND/OR DISCUSSIONS The members were provided with copies of the proposed zoning ordinance prior to this meeting. Chairman Sharron Spencer asked the members if they would like to have some special meetings to review this. Member Harold Anderson suggested having two special meetings a month. No formal action was taken. ADJOURNMENT There being no further business to come before the Planning and Zoning Commission Member Gerald Norman made a motion to adjourn. Member Klee Hawkins seconded the motion and it prevailed as follows: Ayes: Spencer, Cook, Anderson, Glynn, Hawkins, Joyce, Norman Nays: None PASSED AND APPROVED THIS 19th DAY OF January r 1982.
