HomeMy WebLinkAbout1982-01-19STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The I'lanning & Zoning Commission of the City of Grapevine, Texas met in Regular Session on this the 19th day of January, 1982 at 8:00 p.m. in the Civic Center, 311 Main Street, with the following persons present to-wit: Sharron Spencer Chairman Ron Cook Vice Chairman Ann Glynn Member Harlen Joyce Member Gerald Nor-man Member constituting a quorum with Member Harold Anderson and Member Klee Hawkins absent, with the following members of the City Staff: Marc Guy City Planner Karen Spann Secretary CALL TO ORDER The meeting was called to order by Chairman Sharron Spencer, who then explained the procedure of the meeting. ZONING APPLICATION Z82-01 (DEARING) The first order of business was for the Planning & Zoning Com- mission to consider Zoning Application Z82-01 (Dearing) and make a recommendation to the City Council. The Commission then briefly discussed the application, being concerned with the broadness of the "C-2" Community Business District Zoning Category. It was suggested that they restrict the use of the mini-warehouses to storage only by granting an "SP" Specific use Permit for only that part of the tract of land on which the warehouses would be located, thus enabling the applicant to continue operating his service station on the remainder of the tract under the "C-2" zoning. Member Gerald Norman then made a motion to approve the zon-;,ng application for "SP".Specific Use Permit to include the northern- most 30 feet of the subject tract for the construct ' i on and use r1i, mini-warehouse buildings for storage purposes only, with the re- mainder of subject tract to remain under the "C-2" Community Business District Zoning Category. The motion was seconded by. Harlen Joyce and prevailed by the following vote: Ayes : Spencer, Cook, Glynn, Joyce, & Norman Nays : None Absent: Anderson & Hawkins ZONING APPLICATION Z82-02 (CARLSON) The next order of business was for the Planning & Zoning Commis- sion to consider Zoning Application Z82-02 (Carlson) and make a recommendation to the City Council. A lengthy discussion ensued during which the Commission discussed the positive and negative aspects of this application along with other Possible uses for this tract of land. It was noted that the applicants did run a good business and they had the support of the neighboring property owners, but also the fact that, if approved, it would constitute spot zoning and might set a precedent for other residential areas in Grapevine. In addition, it was noted that the zoning was inconsistent the Master Land Use Map. Commission Member Harlen Joyce made a motion to grant the application as requested. The motion was seconded by Member Gerald Norman and failed by the following vote: Ayes : Norman & Joyce Nays : Spencer, Cook, & Glynn Absent: Anderson & Hawkins After additional brief discussion, Member. Ann Glynn made a motion to deny the application on the basis that it would con- stitute spot zoning and would be contrary to the Master Plan. The motion was seconded by Vice Chairman Ron Cook and pre- vailed by the following vote: Ayes : Spencer, Cook, & Glynn Nays : Norman & Joyce Absent: Anderson & Hawkins ZONING APPLICATION Z82-03 (INTERNATIONAL AEROSPACE CORP.) The next order of business was for the Planning & Zoning Commis- sion to consider Zoning Application Z82-03 (International Aero- space Corporation) and make a recommendation to the City Council. The Commission briefly discussed this application, being most concerned about the broadness of the "C-2" Community Business District Zoning Category, and the fact that the subject tract of land does not adjoin Main Street. They also discussed a Possible zoning alternative. Commission Member Ann Glynn made a motion to deny the application as requested and advise the applicant that, should he wish to reapply, they would entertain a "C-l" Community Business District Zoning Category and - would waive the filing fee. Member Glynn then withdrew her motion to allow the Commission to further discuss their Possibilities Of action. After further brief discussion, Member Ann Glynn again made a motion to deny the application as requested and advise the appli- cant that, should he wish to reapply, they would entertain a "C-1" Community Business District Zoning Category and would waive the filing fee. The motion was seconded by Vice Chairman Ron Cook and prevailed by the following vote: Ayes : Spencer, Cook, & Glynn Nays : Norman & Joyce Absent: Anderson & Hawkins REPLAT - PLACID PENINSULA SUBDIVISION City Planner Marc Guy presented a copy of the replat to the Planning & Zoning Commission for their review. It was noted that part of the land in question was located in the 100-year flood plain of Lake Grapevine. The flood evaluation as indi- cated on the map was approximately 563 feet. The correct flood elevation is approximately 572 feet. Member Harlen Joyce made a motion to approve the replat when the error is corrected and the replat shows the appropriate flood elevation as determined by the Public Works Director. The motion was seconded by Member Norman and prevailed by the following vote: Ayes : Spencer, Cook, Glynn, Joyce, & Norman Nays : None Absent: Anderson, Hawkins CONSIDERATION OF THE MINUTES The next order of business was consideration of the minutes of the meeting of December 15, 1982. Member Harlen Joyce made a motion to approve the minutes as published, and Vice Chairman Cook seconded the motion. It pre- vailed by the following vote: Ayes : Spencer, Cook, Glynn, Joyce, & Norman Nays : None Agsent: Anderson & Hawkins MISCELLANEOUS REPORTS AND/OR DISCUSSION The Planning & Zoning Commission then discussed several revi- sions in their Bylaws. City Planner Marc Guy requested clarification of Page 2, Sec- tion III, Paragraph 2 concerning Regular Meetings. The Commis- sion discussed the Possibility of hearing more than four zoning cases in a meeting when such circumstances were inevitable. It was decided to instruct the City Planner to notify the Chair- man of the Planning & Zoning Commission when more than four zoning cases have been received and need to be considered at the next regular meeting. The Chairman would decide whether or not to schedule a special meeting to handle the additional case(s). The wording of Section III, Paragraph 2 should be changed to read as follows: "The Planning & Zoning Commission may hear no more than four zoning cases per regularly scheduled meeting." The second area of revision in the Bylaws concerned Page 3, Section IV, Paragraph B dealing with Withdrawals, Clarification was requested as to how far along in the Zoning process a withdrawal will be granted. It was discussed and decided that the wording of Section IV, Paragraph B would be changed to read as follows: "A written request for withdrawal of the entire applica- tion made after the mailing of notices may not be honored." ADJOURNMENT There being no further business to come before the Planning & Zoning Commission, Member Gerald Norman made a motion to adjourn. The motion was seconded by member Harlen Joyce and prevailed by the vollowing vote: . NEW BUSINESS The first order of business to come before the Planning & Zoning Commission was discussion of the proposed comprehensive zoning ordinance. City Attorney John Boyle handed out a copy of the proposed zoning ordinance to each member. A lengthy discussion then ensued during which the Commission discussed the proposed ordi- nance and the procedure to follow in reviewing and adopting it. The Planning & Zoning Commission also discussed several areas in Grapevine which, as currently zoned, have created zoning problems for the City, and their Possibilities of re-zoning or down-zoning some areas. The Commissioners had numerous ques- tions, which City Attorney Boyle addressed with his opinion and advice. The sewage problems in east and south Grapevine were also ad- dressed, as well as Possible problems in developing those areas as a result of the inadequate sewer lines. ADJOURNMENT There being no further business to come before the Planning & Zoning Commission, Member Ann Glynn made a motion to adjourn.
