HomeMy WebLinkAbout1982-02-16STATE OF TEXAS COLi`4 i Y OF TARRJW1 CITY OF GRIIPOMJE The Planning & Zoning Commission of the City of Grapevine, Texas met in Regular Session on this the 16th day of February, 1982 at 7:30 p.m. in the Conference Room, 413 Alain Street, with the following persons present to-cai t : Sharron Spencer Chairman Ron Cook vice Chairman Harold Anderson Member Ann Glynn Member I:lee Hawkins Member Harlen Joyce Member Gerald Norman Member rn constituting a quorum with the following members of the City Staff: Jim Baddaker Marc Guy Patte Bird MUM • ••��- Public Works Director City Planner Secretary The meeting was called to order by Chairman Sharron Spencer, who then explained the procedure of the meeting. ZONING APPLICATION Z82 -04 (CRI7rvja�) Thr first order of business was for the Planning & Zoning Ccrmtission to consider Zoning Application Z82 -04 (Crumbaker) and make a recommendation to the City Council. The Commission briefly discussed the application, being concerned with the fact that no plans to open a barber shop at that location were being considered at this tire. Ivhmber Harold Anderson then made a r_lotion to deny the zoning application changing the district from "R -1" Single - Family Residential to "C -1" Neighborhood Business. The motion was seconded by Member Klee Hawkins and prevailed by the following vote: Ayes : Spencer, Cook, Glynn, Joyce & Norman Nays : None Abstain : None Z0 !'JR,G APPLICATION Z82 -05 (MESON) The next order of business was for the Planning & Zoning Commission to consider Zoning Application Z82 -05 (Jameson) and make a recommendation to the City Council. The Co,,'ssion briefly discussed the application and were concerned on several points. Due to an already unfavorable condition on the site and inadequate parking, changing the zoning from "C -2" to "I -1" would put a more intensive land use on the site; in particular with regards to operating a welding shop. Member Harold Anderson made the motion to deny the application. The motion was seconded by Ilee Hawkins and prevailed by the following vote: A�'es : Spencer, Cook, Glynn, Joyce & Norman Nays : Pone Abstain : None ZONING APPLICATION Z-82-06 (BPCIVN) The next order of business for the Planning & Zoning Commission to consider Zoning Application Z82-06 (Brown) and make a recomTendaton to the City Council. The Commission briefly discussed the application- The question of screening around the premises, with regards to the surrounding neighborhood was discussed. It was Pointed out that the buildings would act as their own screening and that 14r. Brown owns a house directly behind the Mini-warehouses. Member Harlen Joyce made a motion to approve. The motion was seconded by Member Harold Anderson and prevailed by the following vote: Ayes : Spencer, Cook, Glynn, Hawkins & Norman, C)'t,ALc- Nays : None Absent : None ZONING APPLICATION Z82-07 (CITY OF GRApEV32M) The next order of business was for the Planning & Zoning commission to consider Zoning Application Z82-07 (City of Grapevine). The Commission discussed this briefly and Member Klee Hawkins made a motion to approve. The motion was seconded by Mfernber Ann Glynn and prevailed by the following vote: Ayes : Cook, Anderson, Joyce & Norman� Nays : None Abstain : Spencer ZONING APPLICATION Z82-08 (ROBBMS) The next order of business was for the Planning & Zoning Commission to consider Zoning Application Z82-08 (Robbins). The commission discussed this application in great detail. Several questions were raised concerning the parking space availability, dust-proofing of the parking lot surface, easements, access to Ponderosa and obtaining a site plan for finalizing the building. Chairman Sharron Spencer made the suggestion to table the discussion until a completed survey could be obtained and answers to all the Commission's, questions could be satisfied. Member Harold Anderson made the motion to continue this discussion at the March 16th meting. The ration was seconded by member Klee Hawkins and prevailed by the following vote: Ayes : Spencer, Cook, Glynn, Joyce & Norman, Nays : None Abstain : None ZCN ING APPLICATION Z -82 -09 (FORD) The next order of business was for the Planning & Zoning Commission to con -sider Zoning application Z82 -09 (Ford) and make a recorm- endatiun to the City Council. The Commission discussed this application briefly, being concerned most about the length of the permit. When it was pointed out that this permit is on a year -to -year basis, Member Harlen Joyce made a motion to approve this application. The motion was seconded by Member Klee Hawkins and prevailed by the following vote: Nays : Spencer, Cook, Glynn, Anderson & Norman, 6j None Abstain : None .FINAL PLATS - SECTION III, SECTION IV City Planner, Marc Guy, presented a copy of the final plats-to the Planning & Zoning Commission for their review. It was noted that the only changes were to split the conr erci.al map into two sections. Member Gerald Norman made the rxition to approve the application. The motion was seconded by Member Harlen Joyce and prevailed by the follcw ing vote: Ayes : Spencer, Cook, Anderson, Glynn & Norman, Nays : None Abstain : None P'IISCEL 'V4EOUS REPORTS AND /OR DISCUSSION Minutes from the Planning and Zoning Commission meeting on the 19th day of January, 1982 were discussed, Member Ron Cook made the motion to approve the minutes. The motion was seconded by Member Harlen Joyce and prevailed by the following votes: Ayes : Spencer, Anderson, Glynn, Hawkins & Norman,. 4 Nays : None Abstain : i:one Plinutes from the Planning & Zoning Commission Workshop on the 19th day Of January, 1982 were discussed. Member Harold Anderson made the motion to approve the minutes. The motion was seconded by Member Harlen Joyce and prevailed by the following votes: Ayes : Spencer, Cook, Glynn, Hawkins & Norman Nays : None Abstain : None Minutes from the Planning & Zoning Commission Workshop on the 26th day of January, 1982 were discussed. Member Gerald Norman made the motion to approve the minutes. The motion was seconded by Member Klee Hawkins and prevailed by the following votes: Ayes : Spencer, Cook, Anderson, Glynn & Joyce,__ Nays : None Abstain : None • 1!►IW91►AL There being no further business to come before the Planning and Zoning Conunission, Member Ann Glynn made a motion to adjourn.
