NEW BUSINESS: The Planning & Zoning Commission discussed Ordinances dealing with all Zoning Districts: Changes made were: Section 31 - Garland Ordinance Section 15 - No. 15-310 - after "shall be landscaped with" add the word "living". Delete the wording "other landscape materials" and add Hurst ordinance "Neighborhood Business - 150, Limited Business - 10%, General Business - 70, Outdoor Commercial - 7% and Industrial - 1001-. Garland Ordinance Section 15-400 - Delete entirely. Section 32 - Subsection B - Change the word "inspector- to "Official". Section 33 - First paragraph - Underline the word "all". Section 33 - Subsection A - Add No. 3 - "All Maneuvring for off-street parking shall be accomplished on private property". Outdoor Theatre 1 2 seats. Section 33 - Subsection D - Change the word "Inspector" to "Official". Section 34 - Subsection A - No. 1 - Change "or the wording from unloading berths" to "zone or dock". Section 34 - Subsection A - No. 1 - Change the heading "Required number of berths" to "Required number of spaces". Section 34 - Subsection A - No. 1 - Change 10,000 to 40,000 to 0 - 40,000. Section 34 - Subsection A - No. 2 - Change "or the wording from unloading berths" to "zone or dock". Section 34 - Subsection A - No. 2 - Change the heading "Required number of berths" to "zone or dock". Section 34 - Subsection A - No. 3 - Change "zones the word "berths" to ". Section 34 - Subsection A - Last Paragraph "I - Change the word it ,berth" to zone". Section 35 - Subsection B - Change to read "All required off - street parking and loading and drives, vehicle (autos, trucks, trailers, boats, etc.) sales, display areas in all districts shall be paved to a minimm standard equivalent to a four (4) inch concrete slab with 6" x 6" x #10 gauge mesh or two (2) inch hot mix asphaltic concrete over six (6) inch crushed rock base. Exceptions to these pavements must be approved by the City Engineer based on equivalency. Section 35 - Subsection C - Check with Jim Baddaker for recommendation. Section 35 - Subsection D - Change "R" to "Residential Zoned District ". Section 35 - Subsection E - After "residentially zoned" delete the wording "or used ". Change the wording last sentence from "residential building" to "residential zoned district ". Section 35 - Subsection F - Change the first word "the" to "Any ". Section 35 - Subsection H - Delete entirely. Substitute the wording "All parking, loading spaces, and vehicle sales areas on private property shall have a vehicle stopping device installed so as to prevent parking of motor vehicles in any required landscaped areas, to prevent any parked vehicle from overhanging a public right - of-way line, or public sidewalk. An overwide sidewalk on private property may be permitted so as to allow encroachment of vehicle overhang while maintaining an unobstructed three (3) foot minimum sidewalk width. This requirement shall apply only where spaces are adjacent to the walks, right -of -way, and landscaping. Parking shall not be permitted to overhang public right -of -way in any case. Section 35 - Add - Subsection I - "In non - residential districts, surface parking may extend to the front property line, except for required screening and landscaping as set forth in the various sections of this ordinance ". Section 35 - Add - Subsection J - "In determining the required number of parking spaces, fractional spaces shall be counted to the next whole space. Parking spaces located within buildings used for repair garages or car washes shall not be counted in determining the required minimum off - street parking. Section 35 - Add - Subsection K - "Floor area of structures devoted to off - street parking of vehicles shall be excluded in computing the floor area for off - street parking requirements. Add to all sections dealing with refuse - "Concrete pads for refuse containers shall be provided for all container locations. Each pad shall be located, sized, and constructed as may be determined by the City Engineer.
