Regular Session on this the 22nd day of April, 1982 at 7:30 P.M. in the
Civic Center, 311 Main Street, with the following persons present
to-wit:

constituting a quorum with Member Harold Anderson, with the following
members of the City Staff:

The meting was called to order by Chairman Sharron Spencer, who then
explained the procedures of the meting.
ZONING APPLICATION Z82-14 (TQY1LIN PROPERTIES)
The first order of business was for the Planning & Zoning Commission to
consider Zoning Application Z82-14 (Tomlin Properties) and make a
recommendation to the City Council.
The members discussed this briefly and Member Klee Hawkins made a motion
to accept the zoning.
The ration was seconded by Member Harlen Joyce and prevailed by the
following vote:
Ayes : Spencer, Cook, Glynn, Hawkins, Joyce and Norman
Nays : None
Abstain : None
ZONING APPLICATION Z82-15 (EARNEST POAG)
The next order of business was for the Planning & Zoning Commission to
consider Zoning Application Z82-15 (Earnest Poag) and make a
recommendation to the City Council.
The members discussed this at length. The main concern dealt with the
parking requirexcents, supervision for minors and the traffic for the
residential neighborhood.
Member Ann Glynn made a motion to deny this zoning request.
The motion was seconded by Member Klee Hawkins and prevailed by the
following vote:
Ayes : Spencer, Cook, Glynn, Hawkins, Joyce and Normn
Nays : None
Abstain : None
ZONING APPLICATION Z82-15 (AUSTIN RANCH)
The next order of business was for the Planning & Zoning Commission to
consider Zoning Application Z82-16 (Austin Ranch) and make a
recommendation to the City Council.
There was a brief discussion on this zoning application. The main
points were the parking regulations and if parking would be placed over
an easement. All points were clarified and Member Harlen Joyce made a
motion to grant this request.
The motion was seconded by Member Klee Hawkins and prevailed by the
following vote:
Ayes : Spencer, Cook, Glynn, Hawkins, Joyce and Norman
Nays : None
Abstain : None
The next order of business was for the Planning & Zoning Commission to
consider Zoning Application Z82-17 (Roy Stewart) and make a
recommendation to the City Council.
There was a lengthy discussion regarding this zoning case. The members
wanted the requested zoning to be "SP" instead of "C-l". Member Harlen
Joyce made a motion to table the discussion until the May 18th Council
meting in order for Mx. Stewart to change the zoning.
The motion was seconded by Member Ann Glynn and prevailed by the
following vote:
Ayes : Spencer, Cook, Glynn, Hawkins, Joyce and Norman
Nays : None
Abstain : None
ZONING APPLICATION (BILL DENNIS)
The next order of business was for the Planning & Zoning Commission to
consider Zoning Application (Bill dennis) and make a recommendation to
the City Council.
There was a lengthy discussion regarding the application to relocate a
mobile home. The major point taken was that this would set a precedent
leading to other mobile homes being placed on private property for a
long period of time instead of on a year-to-year basis.
The motion to accept this application was made by Member Harlen Joyce
and seconded by Member Gerald Norman. Chairman Spencer and Members Cook,
Glynn and Hawkins voted to deny. Another vote was taken and prevailed
by the following vote:
Ayes : Joyce, Norman
Nays : Spencer, Cook, Glynn and Hawkins
Abstain : None
FINAL PLAT - BROOKSIDE ADDITION
The next order of business was for the Planning & Zoning Commission to
consider the Final Plat - Brookside Addition.
Member Ron Cook made a motion to accept the plat.
The motion was seconded by Klee Hawkins and prevailed by the following
vote:
Ayes : Spencer, Cook, Glynn, Hawkins, Joyce and Norman
Nays : None
Abstain : None

The next order of business was for the Planning & Zoning Commission to
discuss the adopting of their new By-Laws.
Nbmber Klee Hawkins made a motion to accept the By-laws.
The motion was seconded by Member Harlen Joyce and prevailed by the
following vote:
Ayes : Spencer, Cook, Glynn, Hawkins, Joyce and Norman
Nays : None
Abstain : None

Minutes from the Planning and Zoning Commission's meetings on the llth,
16th and 18th of March and the lst and 6th of April were reviewed.

There being no further business to come before the Planning & Zoning
Commission, Nimber Harlen Joyce made a notion to adjourn. The motion
was seconded by Number Ron Cook and prevailed by the following vote:
Ayes : Spencer, Cook, Glynn, Hawkins, Joyce and Norman
Nays : None
Abstain : None
