CITY OF GRAPEVINE
The Planning & Zoning Commission of the City of Grapevine, Texas met in
Regular Session on this the 4th day of May; 1982 at 7:30 P.M. in the
Civic Center, 311 Main Street, with the following persons present
to wit:
Sharron Spencer
Ron Cook
Ann Glynn
Klee Hawkins
Harlen Joyce
Gerald Norman
Tom Powers
Chairman

constituting a quorum, with the following members of the city Staff:

The meeting was called to order by Chairman Sharron Spencer, who then
explained the procedures of the meeting. -
ZONING APPLICATION Z82-18 (JOHN E. NAYFIEID-)
The first order of business was for the Planning & Zoning commission to
consider Zoning Application Z82-18 (John E. Mayfield) and make a
/5 recommendation to the City Council.
There was a brief discussion about the additional billiard tables and
Plember Ron Cook made a motion to accept the application on the condition
that the billiard machines be Lin-Lited to a maximum of two (2).
The motion was seconded by Member Harlen Joyce and prevailed by the
following votes:
Ayes : Spencer, Cook, Glynn, Hawkins, Joyce, Norman, Powers
Nays : None
Abstain : None
ZONING APPLICATION Z82-19 (DEAN A. FLaYERS)
The next order of business was for the Planning & Zoning Conmussion to
consider Zoning Application Z82-19 (Dean A. Flowers) and make a
recommendation to the City Council.
There was a brief discussion that Member Ann Glynn made concerning the
noise-proofing in the construction. Member Harlen Joyce made a motion
to accept this application.
The motion was seconded by Member Klee Hawkins and prevailed by the
following votes:
Ayes : Spencer, Cook, Glynn, Hawkins, Joyce, Norman, Powers
Nays : None
Abstain : None
ZCUIi:G APPLICATION Z82 -20 (WILLIAM M. PARIS)
The ncaxt order of business was for the Planning & Zoning Commission to
consider Zoning Application Z82 -20 (William M. Paris) and make a
recommendation to the City Council.
There was a brief discussion that all the contingencies, with regards to
safety had been met and that the application would be accepted on the
basis that the coin - operated machines be limited to twelve (12) maximum,.
Member Gerald Norman made the motion to accept the zoning application.
The motion was seconded by Member Harlen Joyce and prevailed by the
following votes:
Aves . Spencer, Cook, Glynn, Hawkins, Joyce, Norman, Powers
Nays . None
Abstain : None
ZONING APPLICATION Z82 -21 (JAMES F. WIDaMR)
The next order of business was for the Planning & Zoning Commission to
consider Zoning Application Z82 -21 (James F. Widener) and make a
recommendation to the City Council.
There was quite a lenghty discussion with regards to this zoning
application. There was concern with regards to the screening (types of
material to be used); how close to the north corner should the screening
extend; and where the screening fence should be located with regards to
the property line ar_d easements.
Member Tom Powers made a motion to accept the zoning application with
the wording "Six foot (6') masonry or wood screening fence located
thirty -nine feet (391) from the property line ".
Member Klee Hawkins seconded the motion and failed by the following
-- vote:
Ayes . Cook, Hawkins, Powers
Nays . Spencer, Glenn, Joyce, Norman
Abstain : None
Member Harlin Joyce made a motion to accept the zoning application with
the six foot (6') masonry or wood fence but to move it to the property
line.
Member Gerald Norman seconded the motion and it failed by the following
vote:
Ayes : Joyce, Norman
Nays : Spencer, Cook, Glynn, Hawkins, Powers
Abstain .
A third motion was made by Member Gerald Norman to accept the zoning
application with the following wording, "Six foot (61) continuous wood
screening with masonry poles two feet (21)wide, twenty -five feet (25')
on center, on property line up to the 134.68 feet on the north corner.
The motion was seconded by Member Ann Glynn and prevailed by the
following vote:
Ayes . Spencer, Hawkins, Glenn, Norman
Nays . Cook, Joyce, Powers
Abstain : None

'Pne nett order of business was for the Planning & Zoning Corunission to
consider the replat of Lots 1 and 2, Block 197, College Heights
lldditlon.
There was a brief discussion on this application. Since the replat
nets all of the City's requirements, Member Ron Cook made a motion to
accept this application.
This was seconded by leer Tom Powers and prevailed by the following
vote:
Aves . Spencer, Cook, Glynn, Hawkins Nays . None Joyce, Norman, Powers
Abstain : None
NLISCHL.- 'IMOUS REPORTS AND /OR DISCUSSION
The members discussed the By -Laws and decided to work with the City
Council to resolve several points that they were having trouble with.
The minutes from the workshops, April 13, 1982, and April 22, 1982 were
tabled until the next workshop meeting on May 11, 1982.
The minutes from the Regular Session, April 20, 1982 were amended to
read, Zoning Application Z82 -17 (Roy Stewart) "moved" instead of
"table ".
The voting for the Zoning Application Mobile Home Move -In (Bill Dennis)
Regular Session, April 20, 1982 was changed to read:
Ayes . Joyce and Hawkins
Navy . Spencer, Cook, Glynn, Norman
Abstain : None
There being no further business to come before th Planning & Zoning
Commission Yember Klee Hawkins made a motion to adjourn. The motion was
seconded by umber Gerald Norman and prevailed by the following vote:
Ayes : Spencer, Cook, Glynn, Hawkins, Joyce, Norman, Powers
Nays : None
Abstain : None
