CITY OF GRAPEVINE
The Planning & Zoning Commission of the City of Grapevine, Texas met in
Regular Session on this the 18th day of May, 1982 at 7:30 P.M. in the
Civic Center, 311 Main Street, with the following persons present
to -wit:
Sharron Spencer
Ron Cook
Ann Glynn
Klee Hawkins
Harlen Joyce
Gerald Norrian
Tom Powers

constituting a quorum, with the following member of the City Staff:

CALL TO ORDER
City Planner
The meeting was called to order by Chairman Sharron Spencer, who then
explained the procedures of the meeting.
ZONING APPLICATION Z82 -22 (GEORGE WRIGHT)
The first order of business was for the Planning & Zoning Conrnission to
consider Zoning Application Z82 -22 (George Wright) and make a
recommendation to the City Council.
There was a lengthy discussion on this application concerning the
North -South arterial and traffic on Ponderosa. The Commission wanted
the applicant to address: maximum height of structures, development
schedule, rear entry to flag lots, access to 26, subdivision standard
street, 60o masonry on entire unit, topographic contours on site plan.
14 mber Tom Powers made a motion to table for further study. The motion
was seconded by Mamber Klee Hawkins and prevailed by the following vote:
Ayes . Spencer; Cook, Glynn, Hawkins, Joyce, Norman, Powers
Nays . None
Abstain : None
ZONING APPLICATION Z82 -23 (DON GERSCHICK)
The next order of business was for the Plahning & Zoning Commission to
consider Zoning Application Z82 -23 (Don Gerschick) and make a
reconzrendation to the City Council.
There was a discussion concerning the entrance location off Northwest
Highway. Member Ron Cook made a motion to deny the application.
The motion was seconded by Member Tom Powers and failed by the following
vote:
Ayes . Cook, Powers
Nays Spencer, Glynn, Hawkins, Joyce, Norman
Member Harlen Joyce made a motion to accept the application with tre
following stipulations: Six foot (6') wooden screening fence across the
North and East side of property; four foot W) chain link fence across
West and South side of property with two (2) gates fifteen. foot (15')
wide where entrances designated on site plan; crushed stone area to
encoirpass the building and railroad ties (to be stored behind property
to the east driveway, fertilizer, parking area.
The motion was seconded by rieTrber Klee Hawkins and prevailed by the
following vote:
Ayes Spencer, Glynn, Hawkins, Joyce, Norman
Nays . Cook, Powers
Abstain : None
ZO*Nri-�G APPLICATION Z82-24 (JOHNNIE HIGH)
The next order of business was for the Planning & zoning commission to
consider Zoning Application Z82-24 (Johnnie High) and make a
reccmT,iendation to the Citv Council.
There was a brief discussion concerning entrances on church and Barton.
Member Ron Cook made a motion to accept the recommendation provided that
there be a second exit on Barton and constructed as per attached sheet
relating to construction specifications,to be designated as an exhibit
to the site plan.
Member Harlen Joyce seconded the motion and it prevailed by the
following vote:
Ayes : Spencer, Cook,, Glynn., Hawkins, Joyce, Norman, Powers
Nays : None
Abstain : None
ZONING APPLICATION Z82-25 (ROY STEWART)
The next order of business was for the Planning & Zoning Commission to
consider Zoning Application Z82-25 (ROY Stewart) and make a
recommendation to the City Council.
There was a discussion concerning the time limit for issuing a building
permit.
1•Ljrber Harlen Joyce made a motion to accept the application with the
following stipulations: 80% exterior masonry, six foot W) wood
screening fence, 100 landscaping excluding parking, maximum height of
35' and revise master plan.
Member Ron Cook seconded the motion and it prevailed by the following
vote:
Ayes : Spencer, Cook, Glynn, Hawkins, Joyce, Normn, Powers
Mays : None
Abstain : None
I-10BILE HOME APPLICATION (BILL DE2iNIS)
There was a brief discussion. Member Tom Powers made a motion to deny
the application.
Member Gerald Norman seconded that motion and it prevailed by the
following votes:
Ayes : Spencer, Cook, Glynn, Norman, Powers
Nays : Joyce, Hawkins
Abstain : None
PREL11=ARY PLAT - FOREST LAKE ESTATES
Mr. John E. Levitt, Engineer of record and Mr. Andrews were present.
There was a brief discussion and Member Klee Hawkins made a motion to
approve the plat.
Member Tom Powers seconded the motion and it failed by the following
vote:
Ayes : Hawkins, Powers
Nays : Spencer, Cook, Glynn, Joyce, Norman
Abstain : None
Plember Tom Powers made a motion to table the application. Member Ron
Cook seconded the motion and it prevailed by the following vote:
Ayes : Spencer, Cook, Glynn, Hawkins, Joyce, Norman, Powers
Nays : None
Abstain : None

considerations.

There being no further business to come before the planning & Zoning
Cannussion Ma r Ann Glynn made a motion to adjourn. the motion was
seconded by Member Tom Powers and Prevailed by the following vote:
Ayes : Spencer, Cook, Glynn, Hawkins, Joyce/ Norman, Powers
Nays : None
Abstain : None
