HomeMy WebLinkAbout1982-07-20The Planning and Zoning Commission of the City of Grapevine, Texas met in Regular Session on this the 20th day of July, 1982 at 7:30 P.M. in the Civic Center, 311 Main Street, with the following persons present to wits Sharron Spencer Ron Cook Ann Glynn Klee Hawkins Harlen Joyce Chairman Vice-Chairman Member Member Member constituting a quorum, with .Members Gerald Norman and Tom Powers absent and the following members of the City Staff: Jim Baddaker Director, Public Works Marc Guy City Planner Tommy Hardy Building Official Patte Bird Secretary w"WMILOX91:40alm The meting was called to order by Chairman Sharron Spencer, who then explained the procedures of the meeting. ZONING APPLICATION Z82-28 (MARK A. TORRES) The first order of business was for the Planning & Zoning Commission to consider Zoning Application Z82-28 (Mark A. Torres) and make a recomnendation to the City Council. There was a lengthy discussion on this application. The Commission felt although the density was not bad, the site plan was not right and the overview was contrary with the Master Plan. Nkeimber Ron Cook made a motion to deny this application based on the fact that it did not met the Master Plan's requirements. The motion was seconded by Member Klee Hawkins and prevailed by the following vote: Ayes Spencer, Cook, Glynn, Hawkins, Joyce Nays None Abstain None The next order of business was for the Planning and Zoning Commission to consider Zoning Application Z82-30 (Mary Louise Hurst) and make a recommendation to the City Council. The was a very brief discussion concerning the need for more internal office use. Member Klee Hawkins made a motion to accept the application. There was no second on the first motion. A second request to grant the application was made by ember Harlen Joyce. Member Klee Hawkins seconded the motion and it prevailed by the following vote: Ayes : Spencer, Hawkins, Joyce Nays : Cook, Glynn Abstain : None The next order of business was for the Planning and Zoning Commission to consider Zoning Application Z82-31 (Don T. Gerschick) and make a recommendation to the City Council. There was a brief discussion concerning the weeds and the parking of cars in the back. Member Harlen Joyce made a motion to grant this application with the stipulation that weeds be removed, the back of the lot graveled in and no storage of inoperative vehicles. The motion was seconded by Member Ann Glynn and prevailed by the following vote: Ayes : Spencer, Cook, Glynn, Hawkins, Joyce Nays : None Abstain : None hmeff-as The next order of business was for the Planning and Zoning Commission to consider Zoning Application Z82-32 (C.C. Hall, Jr.) and make a recommendation to the City Council. There was a brief discussion concerning this application. Member Klee Hawkins made a motion to deny the application. The motion was seconded by Member Ann Glynn; with the stipulation that it be denied because it did not agree with the Master Plan, and that the streets are inadequate and unsafe for the children in the area, and prevailed by the following vote. Ayes : Spencer, Cook, Glynn, Hawkins, tP B'2) Nays : -Nane- 9P3 Abstain : None The next order of business was for the Planning and Zoning Commission to consider Zoning Application Z82-33 (Ward Baugher, Jr.) and make a recommndation to the City Council. There was a brief discussion and Member Ann Glynn made a recomendation to accept this application. The motion was seconded by Member Klee Hawkins and prevailed by the following vote: Ayes : Spencer, Cook, Glynn, Hawkins, Joyce Nays : None The next order of business was for the Planning and Zoning Commission to consider the replat of Shorecrest Acres (Bradcur Properties) and make a recommendation to the City Council. Member Klee Hawkins nade a motion to table this replat to enable the applicant to show a thirty foot (30') building line. The motion was seconded by Nhrrber Ron Cook and prevailed by the following vote: Ayes : Spencer, Cook, Glynn, Hawkins, Joyce Nays : None Abstain : None The next order of business was for the Planning and Zoning Commission to consider the replat of the Hampton Road Addition (Southland Builders, Inc.) and make a recommendation to the City Council. Member Harlen Joyce made a notion to accept this replat. The motion was seconded by Member Klee Hawkins and prevailed by the following vote: Ayes : Spencer, Cook, Glynn, Hawkins, Joyce Nays : None Abstain : None OLD BUSINESS The next order of business was to consider the minutes from the June 3, 1982 meeting. Member Klee Hawkins made a motion to approve the minutes. The motion was seconded by Member Harlen Joyce prevailed by the following vote: Ayes : Spencer, Cook, Glynn, Hawkins, Joyce Nays : None Abstain : None The next order of business was to consider the minutes from the June 15, 1982 meting. Member Harlen Joyce made a notion to approve the minutes. The motion was seconded by Member Ron Gook and prevailed by the following vote: Ayes : Spencer, Cook, Glynn, Hawkins, Joyce Nays : None Abstain : None There being no further business to come before the Planning and Zoning Commission, Member Ann Glynn made a motion to adjourn. The motion was seconded by Member Klee Hawkins and prevailed by the following vote: Ayes : Spencer, Cook, Glynn, Hawkins, Joyce Nays : None Abstain : None PASSED AND APPROVED BY THE PLANNI VAND ZONIT, N.
