Regular Session on this the 17th day of August, 1982 at 8:00 p.m. in the Civic
Center, 311 Main Street, with the following persons present to wit:

The meting was called to order by Chairman Spencer, who then informed those
present of the procedures and purpose of the meeting.
ZONING APPLICATION Z82-34 - BAYLOR MEDICAL PLAZA, INC.
The first item on the agenda was for the Planning & Zoning Commission to
consider Zoning Application Z82-34 submitted by Baylor Medical Plaza, Inc.
The public hearing, which had been tabled at the meeting of August 3, 1982,
was held earlier in the Council Chambers where a discrepancy about the height
of the proposed medical buildings had been clarified.
The Planning & Zoning Commission briefly discussed the height restriction of
756 feet and the fact that the restriction should be delineated on the site
plan.
Member Harlen Joyce then- made a motion to grant the application with the
756-foot maximum elevation shown on the site plan. The motion was seconded by
Member Klee Hawkins and prevailed by the following vote:
Ayes : Spencer, Cook, Joyce, Glynn, Hawkins, & Powers
Nays : None
Absent: Norman
ZONING APPLICATION Z82-37 - MR. FRANK GROST
The next item before the Commission for consideration was Zoning Application
Z82-37 submitted by Mr. Frank Grost.
At the public hearing held earlier, the Planning & Zoning Commission had been
informed that the requested zoning was for a tract of land on the northeast
corner of Dooley Street and Bushong Road. The applicant was proposing a
development of single-family, attached homes.
The Commission then discussed, in length, the proposed site plan. Members
expressed concern about the setbacks and the off-street parking. There was
also some discussion about whether or not the single-family, attached dwell-
ings would be included in the low density category, which had originally been
provided for single-family, detached dwellings only.
A motion was made by Member Klee Hawkins and seconded by Vice Chairman Ron
Cook to deny the application. The motion prevailed by the following vote:
Ayes : Spencer, Cook, Glynn, & Hawkins
Nays : Joyce & Powers
Absent: Norman

The third item on the agenda was for the Planning & Zoning Commission to
consider Zoning Application Z82-38 submitted by Mr. Fred Stockett.
The public hearing had been held jointly with the City Council, at which time
the Planning & Zoning Commission was advised that this application was for a
tract of land on Pine Street between Dallas Road and Nash Street. The current
zoning is "R-1" Single-family Residential, with the requested zoning for "R-3"
Multiple-family Residential.
There was a brief discussion among the Commission Members concerning the size
of the lot 'and the size of the street, and whether it was feasible to put a
4-plex building on that lot.
Commission Member Klee Hawkins then made a motion to deny the application.
Commissioner Ann Glynn seconded the motion, and it prevailed by the following
vote:
Ayes : Spencer, Cook,, Joyce, Glynn, Hawkins, & Powers
Nays : None

The next item for consideration by the Planning & Zoning Commission was a
revised plat of Silver Lake Estates.
Chairman Sharron Spencer reviewed the plat and the City Staff recommendations.
Mr. Rex Scott, developer, advised the Commission of certain details regarding
the revised plat.
After a brief discussion of the matter, Member Harlen Joyce made a motion to
approve the revised plat. The motion was seconded by Member Ann Glynn and
prevailed by the following vote:
Ayes : Spencer, Cook, Joyce, Glynn, Hawkins, & Powers
Nays : None
Absent: Norman

The next item on the agenda was for the Planning & Zoning Commission to
consider amending the Comprehensive Zoning Ordinance to include a "TH" Town-
house Zoning Category.
There was a lengthy discussion among the Commission Mexrbers concerning parking
requirements in the proposed Townhouse Zoning Category. It was also noted
that concern should be given to what type of parking should be allowed, i.e.
covered garage parking as opposed to a common parking area.
Member Ann Glynn then made a motion that the proposed draft of the Townhouse
Zoning Category be recommended for approval by the City Council, amending the
Comprehensive Zoning Ordinance, with parking requirements being 2 1/2 spaces
per dwelling unit and not located within a setback. The motion was seconded
by Commissioner Harlen Joyce.
After the motion was made, the Commissioners further discussed the parking
requirements, and Member Ann Glynn amended her previous motion.
The amended motion, as proposed by Member Glynn, was that the draft of the
Townhouse Zoning Category be recommended for approval by the City Council,
amending the Comprehensive Zoning Ordinance, with parking requirements being 2
spaces per dwelling unit, which shall not be located within any setback. The
amended motion was again seconded by Member Harlen Joyce and prevailed by the
following vote:
Ayes : Spencer, Cook, Joyce, Glynn, Hawkins, & Powers
Nays : None
Absent: Norman
CONSIDERATION OF THE MINUTES
The final item to come before the Planning & Zoning Commission was consider-
ation of the Minutes of the meeting of August 3, 1982.
Member Harlen Joyce made a motion to approve the minutes as published. The
motion was seconded by Commissioner Tom Powers and prevailed by the following
vote:
Ayes : Spencer, cook, Joyce, Glynn, Hawkins, & Powers
Nays : None
Absent: Norman

There being no further business to come before the Planning & Zoning Comds-
sion, Member Klee Hawkins made a motion to adjourn. Vice Chairman Ron Cook
seconded the motion, which prevailed by the following vote:
Ayes Spencer, Cook, Joyce, Glynn, Hawkins, & Powers
Nays None
Absent: Norman
