CITY OF GRAPEVINE
The Planning and Zoning Commission met in the Conference Roan of City
Hall, Monday, October1.8, 1982, at 6 P.M. for a special dinner/workshop
session, with the following persons present, to wit:

INVOCATION
The invocation was offered by Member Harlen Joyce.
DINNER
All Planning and Zoning Cxmnission members enjoyed a Bar-B-Que dinner
from Bartley's Bar-Q--Que served picnic-style in the Conference Room of
City Hall before beginning the work of the evening.
WORKSHOP
The purpose of the workshop session was for the Planning and Zoning
Commission to review the final draft of the proposed new zoning
ordinance.
Chairman Spencer led the review and discussion of the final draft copy,
Chairman Spencer asked Mr. Baddaker if any corrections would need to be
made before Tuesday's Council/P & Z Public Hearing and meting. Mr.
Baddaker stated that it was permissible to make such types of amendments
after the adoption of the ordinance, if it is so adopted.
The entire proposed new ordinance draft copy was carefully reviewed
with members making several recommendations for changes or additions.
These minor changes would not alter meaning, but would maintain
consistency throughout the document. There was other discussion on
possible future projects for the Commission. Tomny Hardy discussed
locations in the area that have a strong housing rehabiitatio-n program.
Member Harlen Joyce noted that he had been ixrpressed with such a program
in South Dallas. Mr. Baddaker said that a similar program could have
been funded in Grapevine by a Conrunity Development grant had there been
more eligible homes in the City; however, the grant was about to expire
with non-utilization of funds.

Chairman Spencer outlined planned items for the Tuesday evening meeting.
She said that after the public hearing, Larry Lightener would address
the Com-nission for approximately thirty minutes. She also mentioned
that a Mr. Troy Fuller had asked to be placed on a future agenda for the
purpose of explaining a planned developmnt,4-for input from Conraission
members. The Chairman also mentioned that Commission members should
attend the second reading of the Proposed new ordinance at the November
4, City COuncil/P & Z Hearing. Mr. Baddaker asked the Con1nission to
review the plat presented by the First Baptist Church for conditional
permit. After a short discussion, the general concensus of the
Conudssion was to allow the conditional permit issuance. No formal
action was taken On this matter. Mr. Baddaker also asked the direction
of the Commission on the request for a conditional permit from Hughes
Road Place Addition. After a short discussion, the general concensus of
the Board was to recormlend more input from the contractors before such a
Permit should be issued. There was no formal action taken.
There being no further discussion or business, at approximately 9 P.M.
Klee Hawkins made a motion to adjourn the meeting. There was a second
to the motion by Vice Chairman Cook. It prevailed by the following
vote:
Ayes: Spencer, Cook, Joyce, Glynn, Powers, Hawkins and Norman
Nays: None
