The Board of Zoning Adjustment for the City of Grapevine, Texas,
met for a special session on Monday evening, September 16, 1991, at
6:00 p.m., in the Council Chambers, Room #205, 307 West Dallas
Road, Grapevine, Texas, with the following members present to wit:

constituting a quorum with Secretary Gerald Thompson absent. Also
present were the following City Staff:

Chairman, Charles Giffin, called the meeting to order at 6:04 P.M.
NEW BUSINESS
The Board decided to hear all four cases together but to vote on
each one individually.
BZA 91-22, 91-23, 91-24, 91-.25, LANNY TATE
The four items to be considered by the Board of Zoning Adjustment
were BZA 91-22, 91-23, 91-24, and 91-25 submitted by Lanny Tate who
is requesting variances to Grapevine Zoning ordinance 82-73,
Section 15.G.1., (30 foot front yard requirements) to allow a 5
foot variance; and to Section 15.G.2, (25 foot rear yard
requirements) to allow a 2 foot variance, for Lots 1 (2400 Whitney
Lane); 2 (2404 Whitney Lane); 3 (2408 Whitney Lane); and 4 (2412
Whitney Lane) all being in Block 2 of the Blair Manor Subdivision.
Greg Wheeler explained that Staff recommended approval for all four
variances. He explained that in 1985 when this subdivision was
platted, the minimum house size was 1,600 to 1,800 square feet and
now the size is around 3,200 square feet throughout the City. Mr.
Wheeler also explained that the two interior lots' building pads
would increase from 2,835 square feet to 3,276 square feet; and the
two exterior lots would increase from 2,430 square feet to 2,808
square feet.
Lanny Tate, applicant, of 2120 N. Carroll Avenue, Southlake, Texas,
76092, took the Oath of Truth and thanked the City Staff on the
presentation. Mr. Tate said that he would answer any questions
that Staff would have.
Sandra Mason, of 2413 Whitney Lane, Grapevine, took the Oath of
Truth. Ms. Mason explained that there was a problem with the
drainage from the subdivision to the south. Ms. Mason stated that
when the houses are built on the lots in questions, there will be
more flooding because of more concrete.
Lanny Tate said he had talked with Steve Anderson, a property owner
in the subdivision, about the variances but was not aware of the
drainage problems. Mr. Tate said that he did not have an answer
for the drainage at this time.
Next, Donna Chabot Martin of 1449 Rider Cr., Grapevine, took the
Oath of Truth and explained that she was concerned about the
drainage problem.
Jim Johnson of 2401 Whitney Lane, Grapevine, took the Oath of
Truth. Mr. Johnson was concerned that a larger house being built
on a small lot would make the rest of the houses in the subdivision
look bad.
Freeman Risner, of 2421 Whitney Lane, Grapevine, took the Oath of
Truth and explained that all the houses in the subdivision are set
back the required 30 feet, and if these houses are allowed to set
closer to the street, they would look bad. Mr. Risner was also
concerned about the drainage problem and the high weeds and grass
and trash throughout the subdivision.
Sandra Mason expressed again that she was concerned about these
large houses being built right at the entrance to the subdivision.
Brian Nichols, of 1461 Rider Cr., Grapevine, took the Oath of Truth
and also expressed his concern about building larger houses that
would look out of place compared to the style of houses that were
already existing.
Lanny Tate also explained that other vacant lots that he owned in
the subdivision beside the four that were before the Board, were
1401, 1413, 1409, 1417, 1429, 1425 Rider Circle.
Ray Henry, of 1405 Rider Cr., Grapevine, took the Oath of Truth and
explained about the problem with dumping, high weeds and grass, and
the drainage problem on the vacant lots.
Mr. Tate stated that he would take care of the high weeds and grass

problem on the lots.
Jim Johnson spoke again and expressed his concern on building a
house that is too big for the lots.
Martin Schelling of 601 W. Wall Street, Grapevine, took the Oath of
Truth and explained that he was working with Weekley Homes who will
be building on the vacant lots. Mr. Schelling explained that
Weekley wants flexibility so the houses will not be all the same
style. He also noted that instead of width, Weekley needed the
depth to accommodate the house plans.
Sandra Mason spoke again, and expressed her concern on larger
houses being built on the same size lot that her house is on.
Vicki Johnson of 2401 Whitney Lane, Grapevine, took the Oath of
Truth, and explained that she was concerned about how this would
have an impact on selling her house in the future.
Colon Criswell of 1453 Rider Circle, Grapevine, took the Oath of
Truth and expressed his concern on the drainage problem in the
subdivision and asked about the size of slab the new houses would
be built on.
With no on else to speak either for or against the request, Patti
Bass made a motion to close the Public Hearing. Ron Williams
seconded the motion which prevailed by the following vote:
Ayes: Giffin, Bass, Dorety, Howell, Williams
Nays: None
Absent: Thompson
Charles Giffin noted that at this time, Weekley has four different
house plans for the subdivision ranging from 2,052 square feet to
2900 square feet.
Patti Bass expressed that she found it difficult to find a need for
the variance.
Charles Giffin explained that with the problems of high weeds and
grass and the drainage, it would be a benefit to have the lots
built out and to have the problems solved. Mr. Giffin also noted
that Weekley Homes did build a good product.
Greg Wheeler explained that the building could not exceed 60% of
the lot, that 40% of greenery must be maintained.
Al Zimmerman noted that the homeowners are saying they are happy
with the zoning ordinance regulations the way it is written and do
not want it changed.

Lanny Tate asked the Board to table this case until the next
scheduled meeting so he can set up a meeting for Weekley Homes to
show their plans and product to the homeowners.
John Dorety made a motion to table this case until the October 7,
1991, meeting. Ron Williams seconded the motion which prevailed by
the following vote:
Ayes: Giffin, Bass, Dorety, Howell, Williams
Nays: None
Absent: Thompson
MINUTES
Since the minutes of the August 5, 1991, meeting were not ready,
John Dorety made a motion to table the minutes until the October 7,
1991, meeting. Patti Bass seconded the motion which prevailed by
the following vote:
Ayes: Giffin, Bass, Dorety, Howell, Williams
Nays: None
Absent: Thompson
ADJOURNMENT
With no further business, Patti Bass made a motion to adjourn. Ron
Williams seconded the motion which prevailed by the following vote:
Ayes: Giffin, Bass, Dorety, Howell, Williams
Nays: None
Absent: Thompson
The meeting was adjourned at 7:15 p.m.
