The Board of Zoning Adjustment for the City of Grapevine, Texas,
met in regular session on Monday evening, November 4, 1991, at 6:00
P.M., in the Council Chambers, Room #205, 307 West Dallas Road,
Grapevine, Texas, with the following members present to wit:

Al Zimmerman absent. Also present was City Council Representative,

Chairman Charles Giffin called the meeting to order at
approximately 6:00 p.m.
NEW BUSINESS
BZA91-28, BRUCE FIORDALISI
The first item of new business for the Board of Zoning Adjustment
to consider was BZA91-28, submitted by Bruce Fiordalisi. Mr.
Fiordalisi is requesting variances from Grapevine Zoning ordinance
82-73, Section 15.G.1., R-7.5, Single Family 30 foot front yard
setback requirements to allow a 12 foot variance, and to Section
42.D, Supplementary District Regulations to allow a 5 foot variance
to the 30 foot reverse frontage setback requirement. The existing
house is located at 3402 Redbird Lane, Lot 16-R, Block 6, Placid
Peninsula Subdivision.
The subject residence was built before the 1984 City rezoning. At
the time, a 30 foot front and reverse frontage setback was not

required. The existing encroachments are no fault of the owner.
Mr. Bruce Fiordalisi was present to answer any questions.
With no one to speak for the case, Gerald Thompson made a motion to
close the public hearing. Patti Bass seconded the motion which
prevailed by the following vote:
Ayes: Giffin, Bass, Thompson, Howell, Williams
Nays: None
Absent: Dorety, Zimmerman
Ron Williams then made a motion that a special condition did exist,
and the special condition being that the house was built before the
1984 City rezoning and 30 foot front yard and reverse frontage
setback requirements were not required. Patti Bass seconded the
motion which prevailed by the following vote:
Ayes: Giffin, Bass, Thompson, Howell, Williams
Nays: None
Absent: Dorety, Zimmerman
A motion was made by Ron Williams to approve the variances to
Grapevine Zoning Ordinance 82-73, Section 15.G.1 to allow a 12 foot
variance to the 30 foot front yard setback; and to Section 42.D,
allowing a 5 foot variance to the 30 foot reverse frontage setback.
Patti Bass seconded the motion which prevailed by the following
vote:
Ayes: Giffin, Bass, Thompson, Howell, Williams
Nays: None
Absent: Dorety, Zimmerman
BZA91-29, MR. JOE L. WRIGHT, WRIGHT CONSTRUCTION
The next item of new business for the Board of Zoning Adjustment to
consider was BZA91-28, submitted by Mr. Joe L. Wright, who is
requesting a zero foot (01) to fifteen foot (151) wide variance to
Grapevine Zoning Ordinance 82-73, Section 15.H., which requires a
40 foot buffer to a non-residential district, without any division
such as a dedicated public street, park or permanent open space.
The variance requested is for Lot 23, Block 1, Timberline East
Subdivision which backs up to an existing drainage easement, and to
existing CC, Community Commercial, Timberbrook Addition. The
entire drainage easement width meets or exceeds the 40 foot buffer
yard requirement except for the last eight feet north of the south
property line.
Martin Schelling, with Wright Construction, took the oath of Truth
and explained that he feels the drainage easement meets the spirit

of the 40 foot required buffer.
With no one else to speak either for or against the request, Patti
Bass made a motion to close the public hearing. Gerald Thompson
seconded the motion which prevailed by the following vote:
Patti Bass made a motion that a special condition did exist being
the irregularity of the lot and the existing drainage easement will
more than compensate for the 40 foot buffer. Gerald Thompson
seconded the motion which prevailed by the following vote:
Ayes: Giffin, Bass, Thompson, Howell, Williams
Nays: None
Absent: Dorety, Zimmerman
Patti Bass then made a motion to grant the variance to Grapevine
Zoning Ordinance 82-73, Section 15.H, which requires a 40 foot
buffer to a non-residential district, without any division such as
a dedicated public street, park or permanent open space, allowing
a zero foot (01) to fifteen foot (151) wide variance for Lot 23,
Block 1, Timberline East Subdivision. Gerald Thompson seconded the
motion which prevailed by the following vote:
Ayes: Giffin, Bass, Thompson, Howell, Williams
Nays: None
Absent: Dorety, Zimmerman
POPULATION PROJECTION BY RAY COLLINS
Next, the Board of Zoning Adjustment heard a presentation from Ray
Collins, City Planner, concerning population projection for
Grapevine and the surrounding area.
Ms. Collins showed a graph on how cities in the metroplex have
grown; Bedford doubled in the last 10 years; Keller has doubled;
Flowermound tripled in the last 10 years. Grapevine's population
shows the following increase: 1960 - 2,821; 1970 - 7,049; 1980 -
11,800; 1991 - 29,200. By the year 2000, the population could
reach 45,800.
Ms. Collins then talked about single family property being
substantially developed in the next 10 years. In 1990, Grapevine
issued more single family permits then any of the other cites in
the area. She noted that apartments may come back in the next 7 to
10 years.
Also Ms. Collins went over future growth areas of Grapevine, which
would be in south Grapevine; 35 acres on 121 for multi-family; a
large multi-family area of 150 acres in northeast Grapevine; and
single-family areas in west Grapevine and in the north central
area.

MINUTES
Next, the Board of Zoning Adjustment considered the minutes of the
September 16, 1991, meeting.
Patti Bass made a motion to adopt the minutes as written. Ron
Williams seconded the motion which prevailed by the following vote:
Ayes: Giffin, Bass, Thompson, Howell, Williams
Nays: None
Absent: Dorety, Zimmerman
ADJOURNMENT
With no further discussion, Gerald Thompson made a motion to
adjourn the meeting. Patti Bass seconded the motion which
prevailed by the following vote:
Ayes: Giffin, Bass, Thompson, Howell, Williams
Nays: None
Absent: Dorety, Zimmerman
The meeting was adjourned at 7:35 P.M.
