An application has been filed in the Office of the Director of Community
Development by Michael F. Twichell, Inc., to amend the existing approved
site plan for a planned commercial center; sale, storage and off - premise
consumption of alcoholic beverages (beer only); and a forty foot (40') pole
sign. The purpose of the site plan amendment is to increase the building
area for the Tom Thumb Store; to amend the area for beer storage; to add
temporary promotional display areas for beer; to relocate both store entries
and handicap parking spaces and to provide several cart storage areas in
parking islands and requesting to waive application requirements of Grapevine
Comprehensive Zoning Ordinance 82 -73, Section 47.E.2.
The location of the request is Lots 1 through 5, Block 1 of the Park and Wall
Addition, at the intersection of Park and Wall Streets and State Highway 114,
Grapevine, Texas. A public hearing regarding this application will be held by
the City Council and Planning and Zoning Commission on Tuesday evening, July
17, 1990, at 7:30 PM in the Council Chambers, Room #205, 307 West Dallas
Road, Grapevine, Texas.
Appendix "D ", of the Grapevine City Code, requires that written notice of
such public hearing be sent to all owners of real property (as the ownership
appears on the last approved City tax roll) lying within two hundred feet
(200') of the property on which the change is requested. You, as a
neighboring property owner and a Grapevine citizen, are cordially invited to

PROPERTY LOCATION: 120 Park Blvd., Block 1, Lots 1, 2, 3, 4, and 5, of
the Park & Wall Addition
SITE ACREAGE: 14.1 acres
PRESENT ZONING: CC, Community Commercial with an approved site plan for
a Planned Commercial Center designation, off - premise consumption of
alcoholic beverages (beer only) on lot 4, and a forty foot (40') pole
sign at the corner of Wall Street and State Highway 114 Frontage Road.
REQUESTED CONDITIONAL USE: To amend the existing approved site plan for
a Planned Commercial Center designation; the sale, storage and
off - premise consumption of alcoholic beverages (beer only); and a forty
foot (40') pole sign. The purpose of the site plan amendment is to
increase the building area at the front entry of the Tom Thumb Store by
3,480 SF; to amend the area for beer storage; to add temporary
promotional display areas for beer; to relocate both store entries and
handicap parking spaces and to provide several cart storage areas in
parking islands and revise the building facades and requesting a waiver
from the Site Plan Review application requirements of Section 47.E.2. in
accordance with Section 47.F.
DISTRICT SIZE REQUIRED: 5 acres
HISTORY OF TRACT AND SURROUNDING AREA:
Before 1984, the tract was zoned R -1, Single - family Residential. The
City- rezoning changed the zoning to P0, Professional Office. In 1988,
the City Council approved (Z87 -02) CC, Community Commercial zoning for
the tract_ with the portion of Lot 3 just east of the Lutheran Church
having been deed restricted to PO uses. In 1988, the City Council
approved a Conditional Use Permit (CU88 -06) to allow the Planned
Commercial Center allowing alcoholic beverage sales (off - premise beer)
for the proposed Tom Thumb, and allowing a forty foot (40') pole sign and

Park Boulevard Extension right of way was determined along with CU88 -06.
The extension of Park Boulevard to Wall Street has been completed and is
currently in operation.
SURROUNDING ZONING AND EXISTING LAND USE:
NORTH: PO, Professional Office, R -7.5 and R -20, Single - family
Grapevine Shopping Center, Medical Offices and Single - family homes
SOUTH: P0, Professional Office and R -3.5, Duplex, Undeveloped
EAST: P0, Professional Office Lakeview Plaza and R -7.5, Single -
family undeveloped
WEST: HC, Highway Commercial, Lone Star Gas, Rainbow Lighting and
undeveloped
AIRPORT IMPACT:
The property is located within Noise Zone A, Zone of Minimal Effect,
of the "Aircraft Sound Exposure: Dallas /Fort Worth Regional Airport
and Environs Map ". According to the land use guidelines, few
activities will be affected by aircraft sounds except for especially
sound - sensitive activities such as auditoriums, churches, schools,
hospitals and theaters. Generally all uses in CC, Community
Commercial may be acceptable. An avigation release is not required.
INFRASTRUCTURE DEVELOPMENT:
UTILITIES: An 8 -inch water line runs North -South along the East
right -of -way line of Park Boulevard. A 12 -inch water line runs
East-West along the North right -of -way line of West Wall Street. An
8 -inch water line runs contiguous to the Eastern Boundary of this
tract. No further water line extensions are planned at this time.
An 8 -inch sanitary sewer runs East -West along the Northern Right -of
Way with no sewer line extensions planned in the future.
STREETS AND DRIVEVAYS: The driveway locations as shown on the
proposed site plan do not vary from the driveway entrances approved
originally. The width of the driveway entrance on lot 1 is proposed
to be increased from 30' to 451.
OTHER: The property drains to the East. An underground storm
drainage system picks up the water on the Eastern perimeter of the
property and eventually discharges into the Farris Branch.
MASTER PLAN APPLICATION:
The Master Plan indicates the area to be Commercial; and no
amendment will be necessary should Council approve the amendment to
the approved Conditional Use site plan.

THOROUGHFARE PLAN APPLICATION:
The Thoroughfare Plan designates Park Boulevard as a Type C Minor
Arterial, 4 lanes, 1 turning lane, with an 80 foot minimum right -
of -way requirement. Park Boulevard has 61 feet of pavement width
which is in excellent condition. Wall Street was a Type E
Collector, 4 lanes with a minimum 75 foot right -of -way requirement
but the Thoroughfare designation was removed on April 17, 1990.
Wall Street is now designated as a non residential local street with
a 64.5 foot, two lane street in fair condition with 50 foot required
right of way and approximately 24 feet of pavement width. Northwest
Highway is shown as a Type C, Minor Arterial with a minimum 80 foot
right -of -way dedication, 4 lanes with a turning movement.

Dear Marcy,
The following is an outline of changes on the above
referenced project from the Site Plan previously approved on
September 20, 1988 (Ordinance #88 -74).
The Supermarket (Lot 4) has changed as follows:
1. BUILDING AREA
Increased from 56,000 s.f. to 59,480 s.f. to include
additional entry and storage areas.
2. BEER STORAGE AREA
The additional area shown for beer storage encompasses the
entire storage area of the store, allowing flexibility in the
storage of beer.
3. BEER DISPLAY AREA
The prim rj, beer stcragej display area has not changed. There

basis, located in various areas within the premises, located
