CITY OF GRAPEVINE
The Board of Zoning Adjustment for the City of Grapevine, Texas, met on Monday
evening, April 5, 2021, at 6:00 P.M. in the Planning and Zoning Conference Room, 2na
Floor, 200 South Main Street, Grapevine, Texas for a Briefing Session with the following
members present to wit:

constituting a quorum. Also present was City Council Representative Sharron Rogers

ITEM 1. CALL TO ORDER
Chairman Tracey Dierolf called the Briefing Session of the Board of Zoning Adjustment
to order at approximately 6:00 P.M.
ITEM 2, ROLL CALL
BRIEFING SESSION
Albert Triplett briefed the Board of Zoning Adjustment regarding the items scheduled to
be heard in the regular public hearing.
ADJOURNMENT OF BRIEFING SESSION
With no further discussion, John Sheppard made a motion to adjourn the Briefing
Session. John Borley seconded the motion which prevailed by the following vote:
Ayes:
Dierolf, Sheppard, Johnson, Dalton, Anderson, Gaspard, Borley
Nays:
None
Absent:
None
The Briefing Session was adjourned at approximately 6:11 P.M.

Adjustment to order at approximately 6:15 P.M.

order at approximately 6:15 P.M.
ITEM 3. CITIZEN COMMENTS
There was no one wishing to speak during citizen comments.
ITEM 4. NEW BUSINESS
BOARD OF ZONING ADJUSTMENT CASE BZA21-03, ERIC AND TRISH.
WHETSTONE, 415 SOUTH DOOLEY STREET
The first item for the Board of Zoning Adjustment to consider was BZA21-03 submitted
by Eric and Trish Whetstone for property located at 415 South Dooley Street, Lot N1/2,
1-2, Block 112, College Heights Addition.

Section 15.F.2, "R-7.5" Single Family District, Density Requirements requires a
minimum lot size of 7,500 square feet. The applicant requested a variance of 500-feet
allowing a lot size of 7,000 square feet for an existing lot.
Section 43.E.3, Nonconforming Uses and Structures allows the Board of Zoning
Adjustment to approve the remodeling and/or enlargement of a nonconforming
use. The applicant is requested a special exception allowing the existing residential
structure to remain as developed along with an expansion as shown on the plot plan.
Mr. Triplett explained that Staff found a special condition existed for the requested
variance and special exception. Specifically, the subject lot was originally platted in
1921 predating the City's first zoning ordinance adopted in 1955. Developed, platted
property, an alley and right-of-way existed adjacent to the subject site, on the south,
north and west property lines respectively, eliminating the possibility to expand the site
to meet the area requirements for an existing lot. The existing dwelling was built in
1942 prior to the rezoning of the subject site in the 1984 City Rezoning to "R-7.5" Single
Family District. The proposed expansion did not exacerbate the existing nonconforming
conditions.
Mr. Triplett stated that the applicant proposed decreasing the existing dwelling by 143
square feet, reconstruct the existing front porch roof; and construct an attached two car
port -a -cache adjacent to the south property line. The applicant further proposed the
removal of a non -conforming detached accessory structure and construct a new
conforming accessory structure.
Mr. Triplett further explained that on February 24, 2021, the Historic Preservation
Commission approved Certificate of Appropriateness (CA21-07) on the subject site for
the proposed improvements.
With no questions for Mr. Triplett, Eric Whetstone of 1050 Lake Carolyn Pkwy, Irving,
Texas, took the Oath of Truth; he gave a brief presentation to the Board and requested
favorable consideration of his request and offered to answer any questions of the
Board.
With no questions for Mr. Whetstone and no additional speakers, John Sheppard made
a motion to close the public hearing. Doug Anderson seconded the motion which
prevailed by the following vote:
Ayes: Dierolf, Sheppard, Johnson, Dalton, Anderson

John Sheppard made a motion that a special condition existed for the requested special

John Sheppard then made a motion to grant the following variance to "R-7.5" Single
Family District, Density Requirements: Section 15.F.2., allowing a lot size of 7,000
square feet for an existing lot; and a motion to grant a special exception with regard to
Section 43.E.3, Nonconforming Uses and Structures allowing the existing residential
structure to remain as developed along with an expansion as shown on the plot plan.
Doug Anderson seconded the motion which prevailed by the following vote:
Ayes: Dierolf, Sheppard, Johnson, Dalton, Anderson
Nays: None

MINUTES
Next the Board of Zoning Adjustment considered the minutes of the March 1, 2021,
Briefing Session and Public Hearing.
Ben Johnson made a motion to accept the minutes of the March 1, 2021, Briefing
Session. George Dalton seconded the motion which prevailed by the following vote:
Ayes: Dierolf, Sheppard, Johnson, Dalton, Anderson
Nays: None
Absent: None
Ben Johnson made a motion to accept the minutes of the March 1, 2021, Public
Hearing. George Dalton seconded the motion which prevailed by the following vote:
Ayes:
Dierolf, Sheppard, Johnson, Dalton, Anderson
Nays:
None

None
ADJOURNMENT
With no further discussion, Doug Anderson made a motion to adjourn. John Sheppard
seconded the motion, which prevailed by the following vote:
