The Planning and Zoning Commission of the City of Grapevine, Texas, met in Joint
Public Hearing with the City Council, on this the 20th day of February, 1996, in the
City Council Chambers, Room #205, 307 West Dallas Road, Grapevine, Texas, with
the following members present to wit:

Commissioner Curtis Young offered the Invocation.
Mayor Tate called the joint meeting to order at 7:45 P.M., and Vice Chairman Cathy
Martin called the Planning & Zoning Commission deliberation session to order at 8:25
P.M.
CU95 -34 - RACETRAC PETROLEUM
First on the Agenda for the Commission to consider and make a recommendation to
the City Council was Conditional Use Request CU95 -34 submitted by Don Gage
requesting a Conditional Use Permit to amend the approved site plan of CU94 -28
(Ordinance 94 -90) to add six additional fuel dispensers to allow a total of twelve fuel

dispensers in conjunction with a convenience store with alcoholic beverage sales (beer
and wine only). The applicant is also requesting a waiver to Section 47.E.2. in
accordance with Section 47.F. The subject property is located at 2151 Ira E. Woods
Avenue and platted as Lot 4, Block 1, DFW Business Park Addition.
Marcy Ratcliff, City Planner, told the Planning and Zoning Commission and the City
Council the applicant has developed a 3,040 square foot convenience store with
alcoholic beverage and gasoline sales. The convenience store was approved to have
six fuel dispensers underneath the canopy. The applicant has developed 17 parking
spaces. The applicant has developed one drive entrance and is required to provide a
left hand turning lane on Ira E. Woods Avenue. The construction of the left turning
lane has not been completed. The applicant is providing internal cross access to the
sides. Mr. Don Gage was introduced to respond to questions relative to the request.
With no questions from the City Council or the Planning and Zoning Commission, no
guests to speak, one letter of support, the public hearing was closed.
In the Commission's deliberation session, Marvin Balvin moved, with a second by
Steve Stamos to approve the conditional use request with a waiver to Section 47.E.2.
in accordance with Section 47.F. which prevailed by the following vote:

CU96 -01 - ANWAR DOSSANI
Next for the Commission to consider and make a recommendation to the City Council
was Conditional Use Request CU96 -01 submitted by Anwar Dossani for Nirmal &
Armaan Enterprises, Inc. requesting a Conditional Use Permit to amend the approved
Conditional Use Permit CU92 -04 (Ordinance 92 -36) to expand into the bay area for
the possession, storage and retail sale of off - premise consumption of alcoholic
beverages (beer only) in conjunction with the operation of a convenience store with
gasoline sales. The applicant is also requesting a waiver to Section 47.E.2. in
accordance with Section 47.F. The subject property is located at 513 East Northwest
Highway and platted as Lot 1, Block 1, Dearing Addition.
Marcy Ratcliff, City Planner, told the Planning and Zoning Commission and the City
Council the existing principal structure contains 2,575 square feet and currently
contains two bays that were formerly used for automotive repair. The applicant
shows expansion of the convenience store area into the remaining two bays. The

expansion area will still allow only off - premise consumption of alcoholic beverages
(beer and wine only).
Anwar Dossani was present to respond to questions relative to the request. With no
questions from the City Council or the Planning and Zoning Commission, no guests
to speak, nor letters or petitions, the public hearing was closed.
In the Commission's deliberation session, Darlene Freed moved, with a second by
Curtis Young, to approve the conditional use request with a waiver to Section 47.E.2.

Z95 -20 - GRAPEVINE MONTICELLO, LTD. /TECTONICS, INC.
Next for the Commission to consider and make a recommendation to the City Council
was Zone Change Request Z95 -20 submitted by Richard Myers for Grapevine
Monticello, Ltd./Tectonics, Inc. The applicant is requesting to rezone 13.022 acres
from "LI" Light Industrial to "CC" Community Commercial for office /retail
development. The subject property is located at 2301 Ira E. Woods Avenue, and is
partially platted as Lot 8, Block 1, DFW Business Park Addition and the remainder is
unplatted.
Marcy Ratcliff, City Planner, explained the applicant has developed a 4,136 square
foot construction trade office on Lot 8. The remainder of the property is undeveloped.
The applicant has proposed driveway cuts meeting the Driveway Placement
Standards. Additionally, the applicant is proposing not to provide cross access over
the existing creek east of the existing Tectonics Building. The other parcels will all
have cross access. The concept plan shows the future alignment and extension of
Heritage Avenue to Ira E. Woods Avenue.
Richard Myers was introduced to respond to questions relative to the request.
Planning & Zoning Commissioners expressed concerns the volume of traffic already
on Ira E. Woods Avenue and were questioning development plans for extending the
proposed turning lane to include access to this property. .

In the Commission's deliberation session, members questioned Richard Myers
regarding extending the additional pavement to include his property all the way to the
proposed Heritage Avenue. Richard Myers explained the pavement elevation is 20 to
30 feet above the creek - -north of Lot 8. He would need further engineering studies
to determine if extending the pavement would impact access to office or retail uses
proposed for his property. He proposed to do a traffic study to determine the volume
of traffic that would access the property. Ed Kellie, Public Works Department,
explained that with the extension of Heritage Avenue a signalized intersection with
dedicated turn lanes to south Heritage would be required. Scott Dyer, Senior Civil
Engineer, commented the Texas Department of Transportation is proposing future
improvements to State Highway 26 through the City of Colleyville which should
alleviate concerns being expressed
Marvin Balvin moved to approve Zone Change Request Z95 -20. Darlene Freed
seconded the motion which prevailed by the following vote:

Z96 -03 - TIM LANCASTER
Next for the Commission to consider and make a recommendation to the City Council
was Zone Change Request Z96 -03 submitted by Tim Lancaster for Doctors Ed and
Minnie Lancaster. The applicant is requesting to rezone .29 acres from R -3.75 Three
and Four Family District to R -3.5 Two Family District. The subject property is located
at 1812 Evergreen Court and is platted as Lot 8, Block 5, Ridgecrest Addition. The
applicant is proposing to develop a two unit townhouse.
Marcy Ratcliff, City Planner, told the Planning and Zoning Commission and the City
Council the majority of Block 5, Ridgecrest Addition is zoned "R -3.5" Two Family
District. Only the lots at the end of Fern Court and lots 8 and 10 at the end of
Evergreen Court are zoned "R- 3.75" Three and Four Family District. The "R- 3.75"
Three and Four Family District allows a maximum density of 10 dwelling units per
acre. The "R -3.5" Two Family District allows a maximum density of 8 dwelling units
per acre. The land use of both districts are considered to be Residential - Medium
Density (over 4 units through 12 units). The adjacent lot 9 was rezoned to "R -3.5"
in 1994.

Z96 -04 - DFW -NORTH LTD. #2
Next for the Commission to consider and make a recommendation to the City Council
was Zone Change Request Z96 -04 submitted by Matt Goodwin for DFW- North, Ltd.
The applicant is requesting to rezone 18.972 acres from PID Planned Industrial
Development District to BP Business Park District. The subject property is located at
1900 State Highway 121 North. and is legally described by metes and bounds survey.
The applicant is proposing to develop a three story motel on lot 1 and proposed retail
and office uses on lot 2. The applicant is indicating cross access today, but has noted
-- this may change when the regional traffic study of the area is completed. The
property is currently zoned "PID" Planned Industrial Development and is undeveloped.
Bill Thompson, General Partner of the limited partnership, was introduced to respond
to questions relative to the request. Planning & Zoning Commissioners expressed
concerns regarding traffic movement and cross access with adjacent properties as
future expansion occurs. Mr. Thompson responded with the comment that a traffic
study was underway to master plan a roadway system with access to Bethel Road.

In the Commission's deliberation session, members addressed concerns about the
possibility of the Grapevine Mills Mall project and its impact on surrounding land use
perhaps changing from industrial to a commercial land use for additional retail
development.

Next for the Commission to consider and make a recommendation to the City Council
was Zone Change Request Z96 -05 submitted by Paul W. McCallum for the Grapevine
Heritage Foundation. The applicant is requesting to rezone 6.240 acres from R -7.5
Single Family District to GV Grapevine Vintage District. The applicant is proposing to
preserve the existing historic farmhouse and barn while maintaining the house as part
of a living trust for the lady who occupies the house. The subject property is located
at 626 Ball Street.
The property is currently zoned "R -7.5" Single Family District and is currently
developed as the Nash Farm. The Thomas Jefferson Nash Farm dates from about
1890, with later additions and an imposing barn. The property is locally considered
historic but is not within an Historic Landmark Subdistrict.
Ross Bannister was introduced to respond to questions relative to preserving the large
trees on the property.
Phillip Hinkle, 4220 Berkley Drive, President of the College Creek Homeowners
Association stated the neighborhood was in favor the proposed request.

Heritage Foundation for their proposal to preserve the Nash Farm. Darlene Freed

FINAL PLAT - LOTS 411-1 AND 413-2. BLOCK A, SOUTHWEST GRAPEVINE
COMMERCIAL PARK
Next for the Commission to consider and make a recommendation to the City Council
was the Final Plat application for Lots 413-1 and 413-2, Block A, Southwest Grapevine
Commercial Park being a replat of Lot 4, Block A, Southwest Grapevine Commercial
Park.submitted by Koll Real Estate Group. The applicant is proposing to replat one lot
into two lots to develop warehouse distribution facilities.

The site is located at the east side of Southwest Grapevine Parkway between William
D. Tate Avenue and Grayson Drive. The site contains 15.94 acres and is zoned PID,
Planned Industrial Development.

Next for the Commission to consider and make a recommendation was the Preliminary
Plat Application for Holy Trinity Catholic School submitted by the Roman Catholic
Diocese of Fort Worth. The applicant is proposing to develop a Catholic Elementary
School for this site.
The site is located on the southbound frontage road of State Highway 121 /William D.
Tate Avenue south of Western Oaks Drive. The property is directly adjacent to
Western Oaks Estates, Section III. The site contains 7.20 acres and is zoned CC
Community Commercial.
Darlene Freed moved to approve the Statement of Findings and the Preliminary Plat
Application of the Holy Trinity Catholic School. Marvin Balvin seconded the motion
which prevailed by the following vote:

the proposed side of a hotel.
The site is located on the northbound frontage road of State Highway 121, north of
Bethel Road. The site contains 18.978 acres and requesting to rezone from PID
Planned Industrial Development to BP Business Park District.

Next for the Commission to consider and make a recommendation was the Preliminary
Plat Application submitted by Eagle Homes, Inc. The applicant is proposing to
preliminary plat 17.609 acres into 44 R -7.5 Single Family lots and 2 lots zoned GV
Grapevine Vintage lots for future development.
The site is located at the southwest corner of Ball and College Street. The site
contains 17.609 acres and is currently zoned "R -7.5" Single Family District.

FINAL PLAT - MUNICIPAL WAY
Next for the Commission to consider and make a recommendation was the Final Plat
Application submitted by Trinity Industries, Inc. The applicant is final platting the
tract for right -of -way for Municipal Way.
The site is located on the north side of State Highway 121, between Main Street and
Minters Chapel Road. The site contains 1.0524 acres and is zoned PCD Planned
Commerce Development.
Curtis Young moved to approve the Statement of Findings and the Final Application
of Municipal Way. Darlene Freed seconded the motion which prevailed by the
following vote:

TR96 -01 - TREE REMOVAL PERMIT - MEMORIAL BAPTIST CHURCH
Next for the Commission to consider was the Tree Removal Permit submitted by
Halden Tally of James Langford, Architects and Planners to remove trees prior to
issuance of a building permit for Memorial Baptist Church to be located along the
frontage road of William D. Tate Avenue, south of Los Robles Drive.
Mr. Tally exhibited renderings of the property showing the large expanse of trees on
the property. Because a large portion of the property is located in the flood plain, they
are also proposing to develop ponds as a landscape feature to hold water away from
the church and parking area.
Darlene Freed moved to approve TR96 -01, Tree Removal for Memorial Baptist Church.

PROPOSED ZONING ORDINANCE AMENDMENTS
COMMUNICATION USES IN SECTION 42 SUPPLEMENTARY DISTRICT
REGULATIONS AND SECTION 49 SPECIAL USE PERMITS
Marcy Ratcliff, Planner, explained Staff had revised the language requested by the
Commission to allow antennas as a matter of right in any district if attached to an
- existing structure. Accessory buildings related to antennas located on existing utility

structure are permitted as a matter of right. Any accessory building exceeding 100
square feet and /or 8 feet in height would require a special use permit.
Members expressed concerns to allow antennas as a matter of right on existing
support structures. They also questioned the number of antennas that should be
allowed in a given area or on support structures. Willie Cothrum of Masterplan
suggested the Commission could look at the City of Richardson ordinance that limits
the number of arrays on any one tower or within so many feet of each other.
Members requested Staff to research other ordinances to determine the distance
between cells and the number of arrays allowed per structure.
Steve Stamos moved to table action on the proposed communication uses. Darlene
Freed seconded the motion which prevailed by the following vote:

SECTION 60 - SIGN REGULATIONS
Marcy Ratcliff, Planner, explained Staff had made the requested changes to the
ground signs requiring planter boxes be constructed of masonry material eliminating
non- decaying wood as an allowed sign support.
Also, changes were made to conditional use pole signs excluding 40' pole signs on
State Highway 121 and 360 south of their intersection point. Pole signs will be
required to be architecturally: related to the character and quality of the primary
structure.
Curtis Young moved to set Section 60, Sign Regulations, relative to ground signs and
conditional use pole signs to public hearing on March 26, 1996. Steve Stamos
seconded the motion which prevailed by the following vote:

TREE PRESERVATION
March Ratcliff, Planner, explained Staff had made the corrections to the specific
language stating Tree Preservation Permits may be required instead of shall be
required. Tree Preservation Permits shall be at the Council or Commission's
discretion.

Marcy Ratcliff, also explained Staff was reviewing industry standards for
measurement location on a tree when purchasing or removing a tree. Staff will amend
Section 53 to reflect the correct size of replacement tree to be planted.
Curtis Young moved to set Section 45, 47, 52 and 53 relative to tree preservation to
public hearing March 26, 1996. Darlene Freed offered an amendment to the motion
to remove single family districts from the language and seconded the motion which
prevailed by the following vote:

Marcy Ratcliff, Planner, explained Staff had made the requested changes to Section
49, Special Use Permits relative to neighborhood day care centers to be allowed on
designated Type A, B, C, D or E Thoroughfares. Further, she explained the language
in Section 60, Sign Regulations, did not change. The signage allowed is the same
signage allowed for churches in residential area.
Marvin Balvin moved to set Neighborhood Day Care Centers, Section 49, Special Use
-- Permits and Section 60, Sign Regulations to public hearing on March 26, 1996.
Steve Newby seconded the motion which prevailed by the following vote:

WAREHOUSE USES IN PLANNED INDUSTRIAL DEVELOPMENT LIGHT INDUSTRIAL
DISTRICT AND BUSINESS PARK DISTRICT.
Tommy Hardy, Director of Development Services explained Staff had been requested
to bring warehouse uses in the City of Grapevine to the Planning and Zoning
Commission for review. He explained the Council is concerned about controlling
development of warehouse distribution uses around the proposed Grapevine Mills
Mall. Council expects land uses to change to commercial /retail from industrial land
uses.
Steve Stamos moved to set warehouse uses in Section 31, 32, and 37 to public
hearing on March 26, 1996. Marvin Balvin seconded the motion which prevailed by
the following vote:

Curtis Young moved to approve the minutes of January 30, 1996. Darlene Freed
seconded the motion which prevailed by the following vote:
