HomeMy WebLinkAbout1996-08-06STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Planning and Zoning Commission of the City of Grapevine, Texas, met in Joint Special Meeting with the City Council, on this the 6th day of August, 1996, in the City Council Chambers #204, 307 West Dallas Road, Grapevine, Texas, with the following members present to wit: Larry Oliver Darlene Freed Marvin Balvin Kathy Martinez Steve Newby Herb Fry Greg Czapanskiy Chairman Vice Chairman Member Member Member 1 st Alternate 2nd Alternate with members Steve Stamos and Chris Coy absent, constituting a quorum, and the following City Staff: H.T. (Tommy) Hardy Marcy Ratcliff Teresa Wallace Director of Development Services Planner Planning Secretary Council member Clydene Johnson delivered the Invocation. Mayor Tate called the Joint Special Meeting to order at 7:30 P.M. Chairman Larry Oliver called the Planning and Zoning Commission deliberation session to order at 8:10 P.M. ;�� ►� a •. � ■ ;�' ►_ v ►i, First for the Commission to consider and make a recommendation was the Addendum ADD96 -01 to the approved CU95 -36 to consider approval of the eight public entryway elevations of Conditional Use Permit CU95 -36 as approved by Ordinance 96 -05 relative to Grapevine Mills Mall. The property is located at 3000 Grapevine Mills Parkway and currently zoned Community Commercial with a Planned 0 Commercial Center designation for a shopping mall center in excess of 1,000,000 square feet of gross leasable area and conditional use pole signs. Tommy Hardy, Director of Development Services, explained the Mills Corporation received approval of Conditional Use Permit CU95 -36 for development of a Planned Commercial Center in excess of 1,000,000 square feet of gross leasable area and conditional use pole signs on January 16, 1996. The site plan as adopted indicates all public entryway elevations shall be approved by resolution by City Council after receiving a recommendation by the Planning and Zoning Commission. At the time of approval only one public entryway elevation had been designed. Mr. Hardy introduced Mr. Erick Callazo of the Mills Corp. to exhibit the proposed conceptual renderings and architectural drawings for each of the eight proposed public entryway elevations and accompanying conceptual landscape plans. Further, Mr. Hardy stated that according to the site plan no building permits for construction of the entryways shall be issued prior to Council approval. Mr. Callazo addressed the Council and the Commission stating the architectural elements are designed to identify the parking fields at point of entry for shoppers to the Grapevine Mills Mall. Using colored exhibits, Mr. Callazo demonstrated each entry feature with each accompanying landscape features. With no questions from the Council or the Planning & Zoning Commission the joint meeting was closed. In the Commission's deliberation session, members discussed the unique design and the size of the entryway architectural elements. After a brief discussion relative to landscaping features, Marvin Balvin moved to approve the eight entryway features. Kathy Martinez seconded the motion which prevailed by the following vote: Ayes: Oliver, Freed, Balvin, Newby, Martinez, Fry and Czapanskiy Nays: None Marcy Ratcliff addressed the Commission about the Texas APA Conference to be held in San Antonio on October 2, 3, and 4, 1996. Darlene Freed volunteered to participate in the conference representing the City of Grapevine. With nothing further to discuss, Steve Newby moved to adjourn the meeting at 8:30 p.m. Greg Czapanskiy seconded the motion which prevailed by the following vote: 0 Ayes: Oliver, Freed, Balvin, Newby, Martinez, Fry and Czapanskiy Nays: None PASSED AND APPROVED BY THE PLANNING AND ZONING COMMISSION OF THE CITY OF GRAPEVINE, TEXAS, ON THIS THE 17TH DAY OF SEPTEMBER, 1996.
