The Board of Zoning Adjustment for the City of Grapevine, Texas met in
regular session July 6, 1987 at 307 West Dallas Road, in the Council
Chambers, Grapevine, Texas with the following members present to wit:
Bill Waldrip
Chairman
Gerald Thompson
Vice-Chairman
Don Bigbie
Member
Charles Giffin
Member
Robert Hinson
lst Alternate
constituting a quorum, with Secretary Ron Troy and 2nd Alternate Tim Hobbs
absent. Also present were Council Representatives Ted Ware and Gil
Traverse and the following City Staff present to wit:

Chairman Waldrip called the meeting to order at 6:05 P.M.
Chairman Bill Waldrip opened nominations for Officers for the 1987-88
year. Don Bigbie made a motion to nominate Bill Waldrip for Chairman.
Charles Giffin seconded the motion. With no other nominations, Don Bigbie
made a motion to cease nomination. Gerald Thompson seconded the motion
which prevailed by the following vote:
Ayes: Waldrip, Thompson, Bigbie, Giffin, Hinson
Nays: None
Absent: Troy, Hobbs
Bill Waldrip was re-elected as Chairman.
Chairman Bill Waldrip opened nomination for Vice-Chairman. Gerald Thompson
made a motion to nominate Don Bigbie. Robert Hinson seconded the motion.
Robert Hinson then made a motion to cease nomination. Gerald Thompson
seconded the motion which prevailed by the following vote:
Ayes: Waldrip, Thompson, Bigbie, Giffin, Hinson
Nays: None
Absent: Troy, Hobbs
Don Bigbie was elected as Vice-Chairman.
Chairman Bill Waldrip then opened nomination for Secretary. Don Bigbie
made a motion to nominate Charles Giffin for Secretary. Gerald Thompson
seconded the motion. Don Bigbie then made a motion to cease nomination.
Robert Hinson seconded the motion which prevailed by the following vote:
Ayes: Waldrip, Thompson, Bigbie, Giffin, Hinson
Nays: None
Absent: Troy, Hobbs
Charles Giffin was elected as Secretary.
NEW BUSINESS
The first item of new business was for the Board of Zoning Adjustment to
consider BZA 87-43, submitted by Walter Moore and Associates who is
requesting variances to Grapevine Zoning Ordinance 82-73, buffer
requirements and loading and unloading areas. Joy Carroll stated that this
variance was contingent upon their rezoning which was turned down at the
June 16 Planning and Zoning meeting.

.6harles Giffin seconded the motion which prevailed by the following vote:
The variance was granted.
The next itern of new business was for the Board of Zoning AdDustment to
consider BZA 87-46, submitted • Brook Baker who is requesting a variance
• Grapevine Zoning Ordinance 82-73, Section 25.G.2, "CC", Comnunity
Commercial Zoning District Regulations which requires lot depths to be no
less than 200 feet for the property located fronting and south of

Timberline Drive and east of Tanglewood Drive. Because of a creek that
runs in the back of the property which is divided into two lots, the
average depth for the two lots is 153 feet, an eighty (801) foot variance
is needed for Lot A, and a forty (40') foot variance is needed for Lot B to
the two hundred (2001) foot depth requirement. This zoning was approved by
the City Council after the Conmmity Commercial requirements were in place.
Lynn Meyer with Paul Unzicker Engineering and representing GTE took the
Oath of Truth and explained that GTE will be building a switching facility
on Lot B but has no plans yet for construction on Lot A.
Brook Baker, Senior Engineer for GTE, took the Oath of Truth, and explained
that the switching office would only create a minimal amount of traffic,
and that this operation will bring customers closer with future growth.
Becky Carlson, property owner, took the Oath of Truth and stated concern on
what zoning the adjoining property would be.
With no one else to speak either for or against the request, Robert Hinson
made a motion to close the Public Hearing. Charles Giffin seconded the
motion which prevailed by the following vote:
Ayes: Waldrip, Thompson, Bigbie, Giffin, Hinson
Nays: None
Absent: Troy, Hobbs
Gerald Thompson made a motion that a special condition does exist. Robert
Hinson seconded the motion which prevailed by the following vote:
Ayes: Waldrip, Thompson, Bigbie, Giffin, Hinson
Nays: None
Absent: Troy, Hobbs
Gerald Thompson made a motion to grant the variance to Grapevine Zoning
Ordinance 82-73, Section 25.G.2, Coimmnity Commercial Zoning District,
because the special conditions of the lots being zoned "CC" by City Council
and that they were zoned with the Council knowing that they were not
meeting the depth requirements and if the variance was not granted, the
land would be unusable to the owners. Don Bigbie seconded the motion which
prevailed by the following vote:
Ayes: Waldrip, Thompson, Bigbie, Giffin, Hinson
Nays: None
Absent: Troy, Hobbs
The last item of new business was for the Board of Zoning Adjustment to
consider BZA 87-47, submitted by Wayne and Teresa Noack who is requesting a
variance to Grapevine Zoning Ordinance 82-73, Section 15.G.1, "R-7.5",
Single Family Zoning District regulations which requires a thirty (30')
foot front yard setback for 1304 Terrace Drive, legally described as Lot
12, Block 7, of Bellaire Addition.
Joy Carroll stated that there was an eighteen foot-four inch (18'4")
encroachment into the required thirty (30') foot front yard setback and
that a financial institution was requiring the variance. staff recommends
approval.
Jerriann Stem, representing the applicant, took the oath of Truth and
stated that the sellers were not responsible for the variance and that the
variance was needed before the applicants could close.
Joy Carroll read into the record, a letter of approval from William and
Carolyn Dawkins.
With no one else to speak either for or against the request, Gerald
Thompson made a motion to close the Public Hearing. Don Bigbie seconded
the motion which prevailed by the following vote:
Ayes: Waldrip, Thompson, Bigbie, Giffin, Hinson

Tcmny Hardy stated that amendments to all single family districts,
Camnunity Ccnraercial, Highway Cam-ercial, Neighborhood Commercial, and Sign
Standards will go before the City Council on July 21, 1987.
