Don Bigbie acted as presiding Chairman and called the meeting to order at
6:05 P.M.
The item of old business for the Board of Zoning Adjustment to consider was
BZA 87-65, submitted by Robert Price whose case was tabled at the November
2, 1987 meeting because the Board wanted more information submitted. Mr.
Price is requesting side and rear yard variances for the purpose of adding
a room to his residence at 2947 Canyon, legally described as Lot 13, Block
9, Oak Creek Subdivision for his mother who has been instructed by her
physician that she needs in home care.
Mrs. Ruth Price took the Oath of Truth and explained how her mother-in-law
needed in home care which required separate living quarters for heating and
cooling. Because of questions arising from the members that there were two
letters from two physicians, Mrs. Price explained that her mother-in-law
had two doctors which both are aware of her lung problem.
Bill Smith, of 6834 Hartesty, Richland Hills, Texas, took the Oath of Truth
and explained how there would be problems if the addition was placed above
the garage or in another location of the lot.
With no one else to speak either for or against the request, Tim Hobbs made
a motion to close the Public Hearing. Charles Giffin seconded the motion
which prevailed by the following vote:
Ayes: Bigbie, Giffin, Thompson, Hinson, Hobbs
Nays: None
Absent: None
While Mr. Price left the meting to obtain a letter of approval from one of
his neighbors that he had left at home, Presiding Chairman Don Bigbie,
opened the next item under New Business.
The next item under new business was for the Board of Zoning Adjustment to
consider BZA 67-66, submitted by Bob Lindley whose case was denied for a
conditional use request at the November 17, 1987, City Council meeting for
property located at 515 E. Northwest Highway. This case was first heard at
the October 5, 1987 Board of Zoning Adjustment meeting, but the Board was
unable to act upon the request since the City Council did not approve a
request for rezoning to "HC", Highway Commercial. The subject request for
variances was contingent that the City Council approve a request for a
conditional use for a body shop completely within an enclosed building on
the first reading of the ordinance November 17, 1987.

Charles Giffin made a motion to close the Public Hearing. Robert Hinson
seconded the motion which prevailed by the following vote:
Ayes: Bigbie, Giffin, Thompson, Hinson, Hobbs
Nays: None
Absent: None
Charles Giffin made a motion to deny this case without prejudice. Tim
Hobbs seconded the motion which prevailed by the following vote:
Ayes: Bigbie, Giffin, Thompson, Hinson, Hobbs

Gerald Thompson made a motion to nominate Don Bigbie as Chairman. Becky
Swann seconded the motion.
Robert Hinson made a motion to cease nomination and that Mr. Bigbie be
elected by acclamation. Gerald Thompson seconded the motion which
prevailed by the following vote:
Ayes: Giffin, Thompson, Hinson, Hobbs, Swann
Nays: None
Absent: None
Abstain: Bigbie
Don Bigbie was elected to serve as Chairman.
For the position • Vice-Chairman, Robert Hinson made a motion to nominate
Charles Giffin. Tim Hobbs seconded the motion.
Gerald Thompson made a motion to nominate Robert Hinson as Vice-chairman.
Becky Swann seconded the motion.
Becky Swann made a motion to cease nomination.

Board of Zoning Adjustment to consider the minutes of the October 5, 1987
and November 2, 1987 meetings.
With one spelling correction on page 4, the word prosecution be corrected
to prosecution, Charles Giffin made a motion to approve the October 5,
1987, minutes. Robert Hinson seconded the motion which prevailed by the
following vote:
Ayes: Bigbie, Giffin, Thompson, Hinson, Hobbs
Nays: None
Absent: None
Tim Hobbs made a motion to approve the November 2, 1987 minutes as
written. Robert Hinson seconded the motion which prevailed by the
following vote:

Mr. Price had arrived with a letter from a neighboring property owner and
the case was continued. Joy Carroll read the letter into the record from
Mr. Arnold Townsend, of 2946 Wentwood, Grapevine, Texas, stating approval
of the request. Also the letter Mr. Price had sent to the surrounding
neighbors, was read into the record.
Charles Giffin was concerned whether a medical condition qualifies as a
special condition. Tommy Hardy stated that in the past there was some
precedent in granting variances for medical needs, but John Boyle, City
Attorney, explained that Staff should see if the zoning requirements could
be met in any way and not to consider just for medical reasons.
Joy Carroll explained that if the Board should not grant the variance for
the rear yard encroachment, the side yard encroachment which has existed
since the house was constructed should be addressed.
Without further discussion, Charles Giffin made a motion that a special
condition for a rear yard and east side yard variance does not exist.
Gerald Thompson seconded the motion which prevailed by the following vote:
Ayes: Bigbie, Hinson, Giffin, Thompson, Hobbs
Nays: None

Charles Giffin made a motion that a special condition does exist on the
west side of the property pertaining to the two (2 °) foot encroachment into
the side yard. Gerald Thompson seconded the motion which prevailed by the
following vote:
Ayes: Bigbie, Hinson, Giffin, Thompson, Hobbs
Nays: None
Absent: None
Charles Giffin made a motion that a variance be granted for the west side
yard for the existing structure to Grapevine Zoning Ordinance 82-73,
Section 15.G.3, R-7.5, Single Family District Requirements. Gerald
Thompson seconded the motion which prevailed by the following vote:
Ayes: Bigbie, Hinson, Giffin, Thompson, Hobbs
Nays: None
