The Board of Zoning Adjustment for the City of Grapevine, Texas, met in
regular session on Monday evening, at 6:00 P.M., December 7, 1987, in the
Council Chambers, #205, 307 West Dallas Road, Grapevine, Texas, with the
following members present to wit:

Robert Hinson

constituting a quorum, with City Council Representative, Gil Traverse, and
Adrienne Leonard, Attorney, with the City Attorney's Office present. The
following City Staff was also present to wit:

Chairman, Don Bigbie, called the meeting to order at 6:00 P.M.
Joy Carroll introduced Greg Wheeler, the Assistant Building Official to the
Board.

Chairman Don Bigbie administered the Oath of Truth to the audience for
those who wished to speak.
NEW BUSINESS
The first item of new business was for the Board of Zoning Adjustment to
consider BZA 87-67, submitted by William Kaiser who is requesting a
variance from Grapevine Zoning Ordinance 82-73, Section 53.H.1.c,
Landscaping Requirements, which will enable the applicant to eliminate
parking islands and landscaping for four (4) islands, and to Section 56.C,
Off-Street Parking Requirements to eliminate four (4) spaces for the
property located at 230 Park Blvd., Lot 1A, Block 5, Brookside Addition.
Joy Carroll stated that Staff feels the public will benefit from the trees
as much as the remaining parking spaces; therefore, recommends approval.
Dr. Douglas Martin, of 115 E. Worth, Grapevine, Texas, representing Mr.
Kaizer spoke and explained that they feel there is plenty of space on the
property for parking which is for medical and dental offices. Dr. Martin
stated that the variance for four parking spaces would allow trees to
remain and to eliminate four landscape parking islands which would allow
for four parking spaces.
Tamry Hardy stated that if the variance is granted, that it be conditional
to the occupancy as stated in the application.
Bill Kaiser, of 159 Creek Court Drive, Trophy Club, Texas, explained that
when talking to Greg Wheeler, the vestibule area between the two buildings
would be counted as air conditioning space which two parking spaces would
need to be provided. Greg Wheeler then stated that the vestibule area
would not be used as a reception area which reduces the parking.
With no one else to speak either for or against the request, Charles Giffin
made a motion to close the public hearing. Robert Hinson seconded the
motion which prevailed by the following vote:

After further discussion, Charles Giffin made a motion that a special
condition does exist. Robert Hinson seconded the motion which prevailed by
the following vote:
Ayes: Bigbie, Hinson, Giffin, Thompson, Hobbs
Nays: None
Absent: None

BZA 87-68. JESSE VESTER
Joy Carroll stated that Staff feels it would be difficult to build a
structure this size without an encroachment, however, Staff recommends
denial because the garage could be converted, then a another garage or
carport could be built, but turning movement in the driveway would be
difficult.
Tin Hobbs made a motion stating the hardships being the uniqueness and size
of the lot, location • the existing structure, a garage could be built in
that same location and that the hcmeowners; have. proven a hardship. Charles
Giffin seconded the motion which prevailed • the following vote:

Tim Hobbs made a motion that BZA case 87-68, exceptions to Grapevine Zoning
Ordinance 82-73, Section 15.G.2 be granted so that a rear yard setback can
have an encroachment of nineteen (191) feet which now will allow a six (6)
foot rear yard setback. Robert Hinson seconded the motion which prevailed
by the following vote:
Ayes: Bigbie, Hinson, Giffin, Thompson, Hobbs

Joy Carroll announced that Mr. Raymond Truitt was appointed by the Council
as the Board's 2nd Alternate.
Charles Giffin announced that Mayor Tom Powers appointed Don Bigbie to
serve as Board of Zoning Adjustment's Chairman.
Tommy Hardy explained to the Board that Staff will be meeting with the City
Attorney to discuss recommendations for Board of Zoning Adjustment cases.
MINUTES
The Board of Zoning Adjustment to consider minutes of the November 18,
1987 meeting.
Robert Hinson made a motion to approve the minutes with the following
corrections: Gil Traverse and Adrienne Leonard were both not present at the
meting, and the day of the meeting needs to be changed from Monday to
Wednesday. Charles Giffin seconded the motion which prevailed by the
following vote:
Ayes: Bigbie, Hinson, Giffin,
Nays: None
Absent: None
