SUBJECT: CONSIDER APPROVAL OF A CONTRACT WITH BRI
SARGENT ARCHITECTS FOR THE DESIGN OF A PUBLIC
SAFETY FACILITY AND CENTRAL PLANT,
RECOMMENDATION:
to recommends the City Council approve a contract with Brinkley Sargent Architects
forte architectural services required for the design and construction of a facility to
house the Police, Fire, Municipal Court, and Detention Facilities, along with a central
utility plant for these facilities, in the amount of$2,184,000.

Funds are available in account 177-48840-019-209-PSDES
BACKGROUND:
Included in the contract is the design of a Public Safety Building, Municipal Court,
Detention Center, Information Technology, Central Utility Plant, and a logistics building.
The contract also includes design of the roads, parking lots, landscaping, site survey,
civil engineering and construction administration.
On March 16, 2011, five architectural firms experienced in the design and construction
of public safety facilities were invited to submit qualifications for the completion of a
needs assessment. These firms combined were responsible for approximately 90% of
the police facilities constructed in the State of Texas in the recent past. All five firms
submitted qualification packets.
A committee was created with representation from eight city departments for review and
selection of the desired firm. The departments represented on the committee included
the City Managers' Office, Administrative Services, Information Technology, Public
Works, Municipal Court, Purchasing, Fire and Police. On March 31, 2011 the committee
met to review the qualifications packets. As a result of that review three firms were
invited fora interview. On April 5 & 6, 2011 the firms were interviewed by the

committee and Brinkley Sargent Architects was selected to conduct the needs
assessment.
Brinkley Sargent Architects completed a needs assessment fora Public Safety facility on
July 20, 2012. This assessment was used as the basis for a bond election that was held
on November 6, 2012
The transition from feasibility study to full scale design by the same architectural firm is a
standard practice because it streamlines the design process and the firm is very familiar
with the project details. In addition, the firm has already been vetted by an
interdisciplinary committee and is well qualified to dot work.
During the needs assessment process staff, and some council members, toured some
facilities in the Metroplex designed by Brinkley Sargent Architects. We also met with
staff occupying those facilities. All were very pleased with the facilities designed by this
firm. Brinkley Sargent Architects, though headquartered in Dallas, Texas, has also
designed Public Safety facilities throughout the country and haste experience needed
for a complex project such as the one here in Grapevine.
In closing, staff recommends the Council approve the contract with Brinkley Sargent
Architects for the design of the Public Safety facility in the amount of $2,184,000. The
cost for the design o f t his facility is comparable with other recent projects completed in
the DFW area by Brinkley Sargent Architects.
