SUBJECT: RESOLUTION APPROVING A TRAFFIC SIGNAL
CONSTRUCTION AGREEMENT WITH TXDOT FOR STATE
HIGHWAY 121
RECOMMENDATION:
it Council consider a resolution approving a National Highway System Agreement for
State-Contracted Traffic Signal Construction with the Texas Department of
Transportation stipulating a reimbursement not to exceed $21,578.00, for the State
Highway 121 (Section 13) project, authorize City Manger to execute said agreement,
and take any necessary action.
BACKGROUND:
The Texas Department of Transportation (Tx T) is currently completing design of
improvements to State Highway 121 (Section 13), encompassing the interchanges with
Grapevine Mills Boulevard/Sandy Lake Road and Freeport Parkway. It is expected that
this project will be out for bids in summer 2013.
This project includes reconstruction of the traffic signals at the two interchanges listed
above. The temporary traffic signals at these locations are owned by Tx DOT and
maintained by the City. This arrangement will continue aft er construction of the
permanent improvements is complete.
Since the City will operate and maintain the permanent traffic signals, it is most practical
and cost efficient for the signal controllers and cabinet assemblies to be compatible with
the equipment that the City utilizes at other intersections. The City and State staffs
agree that it is in the best interest of of agencies forte City to furnish the equipment
for installation by the State's contractor.
This agreement provides the means for the State to reimburse the City fort actual
cost oft equipment to be furnished in an amount not to exceed $21,578.00.
Staff recommends approval.

RESOLUTION NO. S(4 A14-L-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING A NATIONAL HIGHWAY
SYSTEM AGREEMENT FOR STATE-CONT ED TRAFFIC
SIGNAL CONSTRUCTION WITH THE TEXAS DEPARTMENT
OF TRANSPORTATION AND PROVIDING AN EFFECTIVE
DATE
WHEREAS, the State owns and maintains a system of highways and roadways,
including State Highway 121, located within the boundaries of the City of Grapevine,
Texas; and
WHEREAS, the State is preparing to construct roadway improvements to to
Highway 121 including traffic signal improvements at the intersections of State Highway
121 at Grapevine Mills Boulevard/Sandy Lake Road and at Freeport Parkway, called
the "Project"; and
WHEREAS, the City and State is to cooperate in the construction of this
Project; and
WHEREAS, the City maintains the traffic signals at the intersections of State
Highway 121 at Grapevine Mills Boulevard/Sandy Lake Road and at Freeport Parkway;
and
WHEREAS, the City desires that traffic signal equipment be installed with the
Project that is compatible with existing City equipment; and
WHEREAS, the City has proposed to furnish traffic signal equipment for the
State's contractor to install at the two intersections with the State reimbursing the City
fort cost oft equipment provided; and
WHEREAS, it is in the best interest of the City and the State for the City to assist
the State by furnishing traffic signal equipment on the Project; and
WHEREAS, the City Council deems the adoption o f t his Resolution to be in the
best interests oft health, safety, and welfare of the public.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the preamble are found to be true and
correct and are incorporated herein for all purposes.

Section 2. That the City Council of the City of Grapevine, Texas, hereby
authorizes and approves entering into this National Highway System Agreement for
State-Contracted Traffic Signal Construction with the Texas Department of
Transportation.
Section 3. That this resolution shall be effect from and after its passing.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, on the 21st day of May, 2013.
