Any application for a change in zoning or for an amendment to the zoning ordinance shall have,

before the Planning and Zoning Commission and City Council. If after said period of four months an
application has not been scheduled before the Commission and Council said application shall be
considered withdrawn, with forfeiture of all filing fees. The application, along with the required
filing fee may be resubmitted any time thereafter for reconsideration. Delays in scheduling
applications before the Planning and Zoning Commission and City Council created by city staff

The above comments must be reflected in the revised submittal,
which is due by Wednesday, June 27th at 12:00 p.m. for the July 17th
joint public hearing. Please submit the revised documents to the

The revised submittal shall include:

one (1) colored version of the site plan on an 11" x 17" sheet or a digital
version of the same
two (2) folded blackline copies of each sheet, (minimum size 22" x 34")
forty (40) reduced sorted (collated sets) copies at 11" x 17" three hole

and then fold the right edge in half to form a z -fold).

RECOMMENDATION
Staff recommends the Site Plan Review Committee consider the proposed changes to
Special Use Permit SU10-08 (Ord. 2010-60) approved at the October 19, 2010 meeting
to allow the development of a church and educational facility, specifically to allow a
monument sign with changeable copy in excess of 30% and revisions to the elevations,
and take any other action necessary.
BACKGROUND INFORMATION
At October 19, 2010 meeting, Council approved with conditions a request to establish
Fellowship of the Parks Church on the subject site. , The development is multi -phase
with the first phase consisting of approximately 22,324 square feet of new construction
including a worship facility seating 400 persons and providing 189 parking spaces. One
seven foot, 92 -square foot monument sign was approved along Hall -Johnson Road.
The condition approved for the subject site required fencing in accordance with
swimming pool fencing if a detention pond was required for the development.
With this request the applicant proposes one seven foot in height, 97 -square foot
monument sign with 38 -percent changeable copy, or approximately 37 -square feet of
the total area, located along Hall -Johnson Road. The previously approved monument
sign was seven feet in height, 92 -square feet in size located along Hall -Johnson Road.
The proposed sign will be externally illuminated by one ground mounted flood light.
Minor exterior elevation revisions are proposed along each elevation.

Fellowship of the Parks - Grapevine church, a Baptist fellowship, was granted approval to
construct a new church at 1901 Hall John Road by way of a Special Use Permit (SU10-08). The
primary purpose of the enclosed Condition Use Permit is to request approval to construct a
monument sign with changeable sign face that exceeds the allowed surface area by City
Ordinance, section 60.
The proposed changeable sign face will not be electronic. The church frequently runs
different series of lessons during services. Series may vary between 2 weeks or 2 months in
length. The church makes efforts to keep member and new -comers current with what is being
discussed in church by creating a graphic or `flyer' indicating the general concept of each
lesson. I have attached a document indicate typical graphic that have been used in the past.
The dual -sided changeable sign face would have a 4'x8' printed graphic on vinyl
membrane mechanically attached to a rigid sign board. The sign board would be fixed to the all
masonry monument sign by 18 ga. galvanized z -clips. Changing the sign face would require
church staff members to physical slide the sign board off the z -clips and replace with the next
series graphic of similar construction indicated above. Underneath the location of the sign board
would be smooth -cut stone to match the building exterior. All other remaining letters indicating
church name, address, and website shall be cut aluminum and pin -mounted.
The secondary purpose of the special use application is to submit minor revisions from
the approved Special Use approval of the building elevations. Due to inherent structural
interferences discovered during production of construction documents, we have eliminated a
few select windows on the lobby and sanctuary side of the building. On the classroom side of
the building, we have changed the fixed windows indicate
Fellowship of the Parks Church - Grapevine and their future phase development will be a
low impact addition for the community. Allowing the church to develop the site would ensure that
Grapevine Elementary School, located approximately 3 blocks to the east, will have a safe
neighbor. In designing the site, we have made great efforts to save as many of the existing trees
on the site, and ensure proper drainage that would not negatively affect the adjacent properties.
With any development near residential neighborhoods, increased traffic is always a
concern. Fellowship of the Parks - Grapevine will not add to the traffic at peak travel times
because the facility will be occupied primarily on Sunday mornings during traditionally low traffic
volume times. GHLA is proposing a design that is environmentally sensitive and scaled to fit
comfortably with the wooded site and its surrounding properties. The use of earth toned colors,
natural and cultured stone materials on the fagade will enhance this aesthetically pleasing
facility. The development of the site will not cause substantial harm to the value, use or
enjoyment of the surrounding property in the neighborhood. The lot is zoned for commercial use
where the church should be a welcomed neighbor.
