APPROVAL OF A RESOLUTION FOR THE PURCHASE OF
FORD VEHICLES
City Council to consider a resolution for the purchase of Ford vehicles from Sam Pack's
Five Star Ford through an established Cooperative Agreement with the State of Texas
CO-OP Purchasing Program.
FUNDING SOURCE:
Funding for this purchase is currently available in account 325-48910-417-15-0041, 325-
48910-209-15-0038, 325-48910-116-15-0044 and 200-48910-531-1 (Vehicle/Equipment
Replacement Fund) for a total amount not to exceed $131,871.62.
BACKGROUND:
This purchase will be made in accordance with an existing Cooperative Agreement with
the State of Texas CO-OP Purchasing Program as allowed by Texas Local Government
Code, Section 271.081, 082 and 083.
Bids were taken by the cooperative and two multiple award contracts were established
with Sam Pack's Five Star Ford being one of the recipients. The Fleet Services and
Purchasing staff reviewed the contract for departmental specification compliance and
determined that the contract would provide the best product and pricing for meeting the
needs of the City.
This purchase is for two 2015 Ford Explorers replacing two vehicles in Development
Services, one 2015 Ford Edge which replaces a unit in the Police department and two
2015 F-250 trucks which replaces two units in Public Works. All vehicles were approved
in the FY 2015 Vehicle/Equipment Replacement List.
Staff recommends approval.

WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code, Sections
271.081, 271.082 and 271.083 to purchase items under state contract therefore satisfying
any state law requiring local governments to seek competitive bids; and
WHEREAS, the State of Texas term contracts are a qualified purchasing
cooperative program as authorized under the Texas Local Government Code; and
WHEREAS, the City of Grapevine, Texas has established a Cooperative Agreement
with the State of Texas, #M2201 and wishes to utilize a contract meeting all State of Texas
requirements; and
WHEREAS, the State of Texas has established TxSmartBuy contracts #072-A1,
Fleet Trucks and #071-A1, Automobiles and Law Enforcement Vehicles with Sam Pack's
Five Star Ford.
WHEREAS, the City of Grapevine, Texas has a need to replace five vehicles in the
Development Services, Police and Public Works Departments; and
WHEREAS, all legal prerequisites for the adoption of this resolution have been met,
including but not limited to the Local Government Code and the Open Meetings Act; and
WHEREAS, the City Council hereby declares that the approval of this resolution is in
the best interests of the health, safety, and welfare of the public.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the purchase
of a total of five Ford vehicles from Sam Pack's Five Star Ford for a total amount not to
exceed $131,871.62.
Section 3. That the City Manager or his designee is authorized to take all steps
necessary to consummate the purchase of said vehicles.
Section 4. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 3rd day of February, 2015.
