CALL TO ORDER: 7:00 p.m. – City Council Chambers
EXECUTIVE SESSION:
1. City Council to recess to the City Council Conference Room to conduct a closed
session relative to:
A. Real property relative to deliberation of the purchase, exchange, lease, sale
or value of real property (City facilities, Public Works, and the 185 acres)
pursuant to Section 551.072, Texas Government Code.
B. Conference with City Manager and Staff to discuss and deliberate
commercial and financial information received from business prospects the
City seeks to have locate, stay, or expand in the City; deliberate the offer of
a financial or other incentive; with which businesses the City is conducting
economic development negotiations pursuant to Section 551.087, Texas
Government Code.
City Council to reconvene in open session in the City Council Chambers and take
any necessary action relative to items discussed in Executive Session.

JOINT PUBLIC HEARINGS
There were not any items submitted for Planning and Zoning Commission consideration.
Therefore, the Planning and Zoning Commission will not meet.

CITIZEN COMMENTS
3. Any person who is not scheduled on the agenda may address the City Council
under Citizen Comments or on any other agenda item by completing a Citizen
Appearance Request form with the City Secretary. A member of the public may
address the City Council regarding an item on the agenda either before or during
the Council’s consideration of the item, upon being recognized by the Mayor or
upon the consent of the City Council. In accordance with the Texas Open
Meetings Act, the City Council is restricted in discussing or taking action during
Citizen Comments.
CITY COUNCIL PUBLIC HEARING
4. City Council to hold a public hearing and to consider a proposed neighborhood
park located at 2801 Panhandle Drive, and take any necessary action.
PRESENTATION
5. Parks and Recreation Director to present update on Vine Arts and Events Center.
CONSENT AGENDA
Consent items are deemed to need little Council deliberation and will be acted upon as
one business item. Any member of the City Council or member of the audience may
request that an item be withdrawn from the consent agenda and placed before the City
Council for full discussion. Approval of the consent agenda authorizes the City Manager,
or his designee, to implement each item in accordance with Staff recommendations.
6. Consider Resolution No. 2021-004 approving the Local Project Advance Funding
Agreement with Texas Department of Transportation (TXDOT) to establish funding
participation levels for the Intelligent Transportation System Project. Public Works
Director recommends approval.
7. Consider the renewal of an annual contract for hauling of debris and aggregates
with Q. Roberts Trucking, Inc. Public Works Director recommends approval.
8. Consider the minutes of the April 6, 2021 Regular City Council meeting. City
Secretary recommends approval.
Pursuant to the Texas Open Meetings Act, Texas Government Code, Chapter 551.001
et seq, one or more of the above items may be considered in Executive Session closed
to the public. Any decision held on such matter will be taken or conducted in open session
following conclusion of the executive session.

The City Council of the City of Grapevine, Texas met in Regular Session on this the 20th
day of April, 2021 in the City Council Chambers, Second Floor, 200 South Main Street,
with the following members present:

Call to Order
Mayor Tate called the meeting to order at 7:00 p.m.
EXECUTIVE SESSION:
1. City Council to recess to the City Council Conference Room to conduct a closed
session relative to:

The City Council recessed to the City Council Conference Room and began the closed
session at 7:05 p.m. The closed session ended at 7:27 p.m.
Upon reconvening in open session in the Council Chambers, Mayor Tate asked if there
was any action necessary relative to Sections 551.072 or 551.087.
City Manager Bruno Rumbelow stated there was no action necessary.
Mayor Tate called the regular meeting to order at 7:33 p.m.
Item 2. Invocation and Pledge of Allegiance
Council Member Chris Coy delivered the invocation and led the Pledge of Allegiance.
JOINT PUBLIC HEARINGS
There were not any items submitted for Planning and Zoning Commission consideration.
Therefore, the Planning and Zoning Commission did meet.
Item 3. Citizen Comments
Michael Ueal, 1231 William D. Tate Avenue, Grapevine requested the City look into
issues with traffic at Chick-fil-A.
Chad Rudel, 606 Oak Lane, Grapevine expressed concerns with Nick Kaufman’s
Application for a Place on the Ballot for the May election.
CITY COUNCIL PUBLIC HEARING
Item 4. City Council to hold a public hearing and to consider a proposed neighborhood
park located at 2801 Panhandle Drive, and take any necessary action.
Parks and Recreation Director Kevin Mitchell presented this item and defined
neighborhood parks, described the possible plans for Panhandle Park and answered
questions from Council.
Christian Ross, 851 East Texas Street, Grapevine, spoke in support of this item and
introduced fellow Parks and Recreation Board members that were in attendance.
Robert Tatangelo, 3529 Red Bird, Grapevine, spoke in opposition to this item.
Mary Knuff, 2849 Panhandle Drive, Grapevine, spoke in favor of this item.
Ray Harris, 2975 Peninsula Drive, Grapevine, spoke in favor of this item.
City Secretary Tara Brooks reported that 64 letters in support of and 9 letters in opposition
to the proposed neighborhood park were received.

PRESENTATION
Item 5. Parks and Recreation Director to present update on Vine Arts and Events Center.
Parks and Recreation Director Mitchell presented this item and showed the improvements
that have been made to the building. Mr. Mitchell answered questions of Council.
Council did not take any action on this item.
CONSENT AGENDA
Consent items are deemed to need little Council deliberation and were acted upon as one
business item. Any member of the City Council or member of the audience may request
that an item be withdrawn from the consent agenda and placed before the City Council
for full discussion. No requests were received to remove any items from the consent
agenda.
Approval of the consent agenda authorizes the City Manager, or his designee, to
implement each item in accordance with Staff recommendations.
Item 6. Consider Resolution No. 2021-004 approving the Local Project Advance
Funding Agreement with Texas Department of Transportation (TXDOT) to establish
funding participation levels for the Intelligent Transportation System Project.
Public Works Director Bryan Beck recommended approval of the Local Project Advance
Funding Agreement to provide $1,220,0000 in federal funding for construction of the
Intelligent Transportation System Project, which includes $244,000 in Transportation
Development Credits that the City will use as its portion of the local match.

RESOLUTION NO. 2021-004
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS AUTHORIZING A LOCAL PROJECT
ADVANCE FUNDING AGREEMENT WITH THE TEXAS
DEPARTMENT OF TRANSPORTATION ADDRESSING
FUNDING PARTICIPATION LEVEL AND PROJECT SCOPE
FOR THE INTELLIGENT TRANSPORTATION SYSTEM
PROJECT AND PROVIDING AN EFFECTIVE DATE
Item 7. Consider the renewal of an annual contract for hauling of debris and aggregates
with Q. Roberts Trucking, Inc.
Public Works Director Beck recommended approval of the renewal of the annual contract
for hauling of debris and aggregates for an annual estimated amount of $100,000.
