GRAPEVINE HOUSING AUTHORITY OFFICE 131 STARR PLACE, GRAPEVINE, TEXAS CALL TO ORDER: 4:00 o.m. EXECUTIVE SESSION: 1. Commissioners to recess to the Housing Authority Conference Room to conduct a closed session relative to consultation with and legal advice from the City Attorney regarding pending litigation (Ivey, et al. v. Grapevine Housing Authority — Cause No. 2020-00063930-1), pursuant to Section 551.071, Texas Government Code. Commissioners to reconvene in open session in the Housing Authority Conference Room and take any necessary action relative to items discussed in Executive Session. REGULAR MEETING CITIZEN COMMENTS 2. Any person who is not scheduled on the agenda may address the Board of Commissioners under Citizen Comments or on any other agenda item by completing a Citizen Appearance Request form with the Executive Director. A member of the public may address the Board of Commissioners regarding an item on the agenda either before or during the Board's consideration of the item, upon being recognized by the Chair of the Board or upon the consent of the Board. In accordance with the Texas Open Meetings Act, the Board is restricted in discussing or taking action during Citizen Comments. REPORT OF THE EXECUTIVE DIRECTOR (INFORMATIONAL ONLY) 3. Status of Grapevine Housing Authority A. Rent Delinquency and Information Sheet B. Capital Funds Report and Work in Progress C. Report of Public Housing Activity and Issues through April 19, 2021 D. Quarterly Investment Report for Quarter 1 2021 NEW BUSINESS 4. Consideration of the minutes from the March 25, 2021 meeting and take any necessary action. 5. Consideration and acceptance of the February 2021 monthly financial statements and take necessary action. ADJOURNMENT In accordance with the Open Meeting Law, Texas Government Code, Chapter 551, 1 hereby certify that the above agenda was posted on the official boards at Grapevine City Hall, 200 S Main Street and on the City's website on April 15, 2021 by 4:00 p.m. Ja a verett Ex cutive Director State of Texas County of Tarrant City of Grapevine The Board of Commissioners of the Grapevine Housing Authority met in Regular Session on this the 22th day of April 2021, in the Conference Room of the Grapevine Housing Authority, 131 Starr Place, with the following members present to wit: Linda Troeger Chair Bonnie McHugh Vice -Chair, Finance Officer Ethel Anderson Resident Commissioner Teri Rhodes -Cantu Commissioner Shonda Schaefer Absent Constituting a quorum, with the following also present: Duff O'Dell City Council Liaison Greg Jordan CFO City of Grapevine Jane Everett Executive Director Chairperson Troeger called the meeting to order at 4:00 p.m. Item #1 Executive Session Chairperson Troeger announced the Board of Commissioners would recess to the Conference Room to conduct a closed session regarding: 1. Consultation with and legal advice from the City Attorney regarding pending litigation (Ivey, at al. v. Grapevine Housing Authority — Cause No. 2020-00063930-1), pursuant to Section 551.071, Texas Government Code. The Board of Commissioners recessed to the Housing Authority Conference Room and began the closed session at 4:00 p.m. The closed session ended at 4:07 p.m. Upon reconvening in open session in the Conference Room, Chairperson Troeger stated there wasn't any action necessary relative to Section 551.071. REGULAR MEETING Chairperson Troeger called the regular meeting to order at 4:07 p.m. Item #2 Citizen Comments No Citizen comments submitted. Item #3 Reoort of the Executive Director (Informational Onlv) A. Rent Delinauencv and Information Sheet The Executive Director reported to the Board on the rent delinquencies, number of empty units, work orders and statistical information for the waiting list for Public Housing through April 19, 2021. B. Capital Funds Reoort and Work in Proaress The Executive Director reported to the Board on the current Capital Funds and corresponding projects. C. Reoortof Public Housina Activity and Issues Grapevine Housing Authority has determined there is a need for surveillance cameras on all streets. Funds have been allocated in the 2019 and 2021 capital funds. GHA has solicited bids from four vendors and is currently reviewing the information. The Executive Director notified the board the GHA annual picnic is May 141h, board members are invited. D. Quarterly Investment Reoort for Quarter 1 2021 The Executive Director presented the Quarterly Investment Report to the Board of Commissioners NEW BUSINESS Item #4 - Consideration of the minutes from the March 25. 2021 meetina and take anv necessary action. The Board was provided the minutes from the March 25, 2021 meeting for approval. Commissioner Rhodes -Cantu moved and Commissioner Anderson seconded to accept the March 25, 2021 minutes as presented. Ayes: Traeger, McHugh, Anderson, & Rhodes -Cantu Nays: None Absent: Schaefer Motion passed: 4-0 Item #5 - Consideration and acceptance of the February 2021 monthly financial statements and take necessary action. The Executive Director presented the board with an electronic copy of the February 2021 financial statements for review. Commissioner McHugh moved and Commissioner Rhodes -Cantu seconded to accept the February 2021 financial statements. Ayes: Troeger, McHugh, Anderson, & Rhodes -Cantu Nays: None Absent: Schaefer Motion passed: 4-0 ADJOURNMENT Commissioner Rhodes -Cantu moved and Commissioner McHugh seconded that the meeting be adjourned.
