BACKGROUND INFORMATION: It appears that delays in the Federal process are coming to an end, and it is anticipated that commuter rail in Grapevine will be up and running in 2018. In January 2015, Council held a workshop to discuss transit station design, as well as planning for transit corridor development. Council generally agreed that they would work towards defining what the station itself would be, and the Planning and Zoning Commission would work on developing a strategy for dealing with the planning around the station. Council also agreed that a joint City Council and Planning and Zoning Commission workshop would be beneficial to kick off the station area planning project. Mr. Tim Baldwin, AICP, from the firm Rocky Mountain West Transit and Urban Planning will be in attendance to help facilitate the discussion. Mr. Baldwin was also present during the initial planning meetings that were held in 2011. Attached is a PowerPoint presentation from Mr. Baldwin, as well as a draft timeline for the projects. The depot design and its amenities can proceed independently of the station area planning if necessary. • There is a need for public input on the general master plan, and depot design. Recommended course of action after Council workshop: • Depot design: o Council workshop on the depot design to set that process in motion o Once consensus is reached on major design elements, proceed with a design RFQ in advance of station construction. • Station area planning: o P&Z/Council workshop on station area master plan (including definition of transit district) and RFQ o P&Z recommendations to Council on transit district and RFQ Proposed timeline for depot design and station area planning: Month/Year Depot design activities Station area planning activities January 2015 Initial Council workshop Initial council workshop February-March 2015 Council workshop on depot use Joint Council/P&Z workshop on details station area planning and RFQ April 2015 Staff develops RFQ for depot Council reviews P&Z design based on workshop recommendations on station area planning, approve release of RFQ May 2015 Release RFQ for depot design Choose station area planning consultant team June 2015 Choose depot design team Initiate station area planning project July Initiate depot design project August 2015 Public/stakeholder meeting/workshop on depot and station area planning December 2015 Complete station area planning project January 2016 Complete depot design Council workshop on station area planning recommendations February 2016 Council approves station area planning recommendations (including zoning changes if needed) Early 2016-TEX Rail construction starts (including Grapevine station) Mid 2018—Station construction complete Late 2018—TEX Rail Opening GRAPEVINE Downtown Grapevine Station Area T F•, Y :2 S Planning cmw- Rocky Mountain West Transit & Urban Planning February 2015 1 Agenda ■ Key Guidelines of Station Area Planning ■ Discussion on Station Planning Area ■ Tools Available for Station Area Planning ■ Review of RFQ Options ■ Agreement on Next steps 2 eAdi j` _ '':: r T t R.fi 7!1 - 'C53 s •t x suks£-s- GU - f y GT a ca 14 £tee•`: 4' R 1 - 1 •- .t 1 ' Wid ' .'iL.., L.•.'^' r, LI Ox e7 ._ti -. .fir, #- •• CC -1+" GU AP GU— LI U ire#S' ..•• yy CH •' -- '. .T / - » ._ 7 .^r- - it s t.: ..'1 .LL^.. / ' '• .. - PCr- a m !r a HiCG` f GU K ' " E+ [ t Grapevine TEX Rail Station }. . - •-y ,yTEX Rail Station Site i yt. `.'' i rr - ©darter Mile Buffer q4• ',f ;Y . _ ;.,4 p , ,, ''' ;4 -- ► '' Half Mile Buffer + ►''t,;t a L` « 0 0 125 0.25 0.5 Z.•-_ , ;., Hate P,ersrel 2 Miles ,?pie _... 14o, G HC C T 1 / PO CH PO Cr9 R-12.5 R•MF GU GU R-12.5 r R-7.5 G R•7.5i ,.7 .+ter /— - - - tZ R-7,5 BP R•MF•2 Or -5.0 GV PO R•TH GU tl Cc U y •, I,r yr. ra•r• :f*.a► -a'- -.F t CBD _ • CPI GU R-3-5 ` BD PO Ll CC R'2 PO GU R•7.5 1 HC O ,GU Grapevine TEX Rail Station ..
