§ 7-97 GRAPEVINE CODE
c. The use of grounding -type portable electrical equip-
ment that is not properly and adequately grounded.
d. Special attention is to be given to shore power cable
sets used by vessels for connection to shore power out-
lets. Shore power cable sets shall not be permitted to
lie on or across pier walkways or to trail into the water.
e. Flexible cords being used for purposes not in accor-
dance with the Grapevine Electrical Code, i.e. used for
permanent wiring.
(f) Damaged or inoperative switches, lighting fixtures, and re-
ceptacle outlets.
(g) Overloading of electrical circuits.
(8) Article 680-70 is hereby amended to add 680-70.1., to read
as follows: "680-70.1. Location of Ground -Fault Circuit -
Interrupter. The ground -fault circuit -interrupter shall be
located in an adjacent closet or a ground -fault circuit -
interrupter breaker shall be located in the electrical panel."
(9) Article 680-70 is hereby amended to add 680-70.2., to read
as follows: "680-70.2. Bonding. Hydro -massage bathtub
motor shall be bonded to the cold water metal piping system
with a minimum of size No. 8 copper conductor, or as rec-
ommended by manufacturers specifications."

DIVISION 5. INSPECTIONS AND TESTS
Sec. 7-100. Inspection required.
On any electrical installation for which a permit is required, it
shall be the duty of the person making the installation to notify
the building official, who shall inspect the installation within
forty-eight (48) hours, exclusive of Saturdays, Sundays and holi-
days of the time such notice is given.

Sec. 7-101. Covering wiring.
When any electrical equipment is to be hidden from view or
covered by the permanent placement of parts of the building, the
person installing the equipment shall notify the building official
and such equipment shall not be concealed until it has been in-
spected, approved or authorized by the building official. Where
concealment of electrical equipment proceeds continuously, the
person installing such equipment may apply in writing to the
building official for periodic inspections, but concealment of such
work shall not be done until the contractor has received notice
that such permission has been granted.

Sec. 7.102. Opening of covered work.
The building official shall have the authority to demand building
contractors to open work that in any manner conceals wiring that
has been closed without the building official's knowledge or per-
mission, and in no case shall the building official issue clearance
until he is satisfied that this work is in accordance with the pro-
visions of this code. The building official shall also have the right
to refuse to issue a clearance on any wiring that is concealed in
such a manner that he cannot fully satisfy himself that it has
been done in accordance herewith.

Sec. 7-103. Inspection of new commercial and industrial
buildings.
The building official may be called as many times as necessary
to inspect portions of new commercial and industrial buildings in
the course of construction upon request, in order not to delay
construction, and must inspect such work within forty-eight (48)
hours from the time notice is received, Saturdays, Sundays and
holidays excepted.

Sec. 7-104. Reinspection.
When any electrical work or wiring is found to have been in-
stalled without proper permit or not in accordance with the pro-

visions of this code, the electrical inspectors are authorized to
cause the removal of the fuses or cutting of wires, or otherwise
render the system inoperative until such work or wiring is rein-
spected and approved.

Editor's note —Section U), Ord. No. 87-36, adopted July 7, 1987, repealed §
7-105, relative to courtesy electrical inspections, in its entirety, which provisions
derived from Ord. No. 72-1, § 701-6, adopted Jan. 4, 1972.
Sec. 7.106. Approval for connection to installation —Gener-
ally.
(a) Upon the completion of electrical work and when notified
by the electrical contractor, the building official shall make a
final inspection and if found to comply with this code, a written
notice shall be given to the authorized electrical supplier indi-
cating that the work has been done according to the provisions of
this code.
(b) It shall be unlawful for any person to make connection to
supply of electricity or to supply electricity to any electrical equip-
ment for which a permit is required, or which has been discon-
nected by the order of the building official, until a notice or ap-
proval has been issued by the building official authorizing the
connection and use of such equipment.

Sec. 7-107. Same —Certificate of approval.
When the building official completes a final inspection of an
electrical installation and finds that it conforms with the provi-
sions of this code, he may, if requested to do so, issue a certificate
of approval authorizing the use of the installation and connection
to the supply of electricity and shall send written notice of such
authorization to the agency supplying the electric service.

Sec. 7-108. Condemnation.
(a) If in his judgment the building official, after inspection,
determines any building or structure regulated by Chapter 7 of
Supp. No. 63 526

this Code is unsafe or dangerous to persons or property, the
building official has authority to cause such wires or appliances
to be disconnected from the source of electrical energy supplying
these conductors or equipment and may at his discretion seal the
control switches for same in an open or disconnected position,
whereupon he shall give notice at the site and shall also notify
the electric utility company serving the premises. It shall be
unlawful for any person to cause or permit electric current to be
supplied to the electrical conductors, appliances or equipment so
sealed until they have been made safe and the inspector shall
have issued a certificate of approval to that effect.
(b) When the electrical inspector condemns all or part of any
electrical installation, the owner may, within five (5) days after
receiving written notice thereof, file a petition in writing for
review of said action of the electrical inspector. The electrical
board shall at once proceed to determine the facts and within five
(5) days shall make a decision in accordance with its findings.

ARTICLE IV. FENCES*
Sec. 7-120. Definitions.
As used in this article, the following terms shall have the
respective meanings ascribed to them:
Lot, corner: A lot situated at the junction of two (2) or
more dedicated public streets.
Lot, corner, reverse frontage: A corner lot where the rear
lot line is adjacent to a side lot line of an adjoining lot or
across an alley from such side line.
Lot, interior: A lot situated in a block with frontage on
only one dedicated public street and specifically not a corner
lot.

A new FPN to Sec. 410-1 has been accepted, which states
that the international term for a lighting fixture is luminaire
and is defined as a complete lighting unit, consisting of a
lamp or lamps together with the parts designed to distribute
the light, to position and protect the lamps, and to connect
the lamps to the power supply.
Author's Note: The term, lighting fixture, is defined so
that ceiling fans and other special appliances, installed in
bathrooms, can be identified, based on use, and that NEC
rules are applied properly.

A new Ex. to Sec. 410-12 has been accepted, which refers to
Sec. 410-14(b) and requires electric -discharge lighting fix-
tures, that are surface mounted over concealed outlet, pull
or junction boxes, to be installed with suitable openings in
back of the fixture to provide access to such boxes.
Author's Note: Installations covered in Sec. 410-14(b) gen-
erally do not require an outlet cover as the box opens into a
fixture wiring compartment. Installers, in the past, have had
a bad habit of not removing the box opening on the fixture
but feeding the supply wiring through a 1/2 in. knockout
hole, which blocks access to the outlet box and splices.
