CALL TO ORDER: 7:00 p.m. - City Council Chambers
EXECUTIVE SESSION:
1. City Council to recess to the City Council Conference Room to conduct a closed
session relative to:
A. Real property relative to deliberation of the purchase, exchange, lease, sale
or value of real property (City facilities, Public Works, and the 185 acres)
pursuant to Section 551.072, Texas Government Code.
B. Conference with City Manager and Staff to discuss and deliberate
commercial and financial information received from business prospects the
City seeks to have locate, stay, or expand in the City; deliberate the offer of
a financial or other incentive; with which businesses the City is conducting
economic development negotiations pursuant to Section 551.087, Texas
Government Code.
City Council to reconvene in open session in the City Council Chambers and take
any necessary action relative to items discussed in Executive Session.

CITIZEN COMMENTS
3. Any person who is not scheduled on the agenda may address the City Council
under Citizen Comments or on any other agenda item by completing a Citizen
Appearance Request form with the City Secretary. A member of the public may
address the City Council regarding an item on the agenda either before or during
the Council’s consideration of the item, upon being recognized by the Mayor or
upon the consent of the City Council. In accordance with the Texas Open
City Council May 4, 2021 Page 2
Meetings Act, the City Council is restricted in discussing or taking action during
Citizen Comments.
PRESENTATIONS
4. Mayor Tate to recognize Faith Christian Girls Varsity Soccer for winning TAPS
State Championship for Girls soccer.
5. Mayor Tate to recognize Grapevine High School Boys Cross Country Team for
winning UIL 5A State Cross Country Championships.
6. Mayor Tate to recognize Walker St. John for winning UIL 5A State Cross Country
Championship.
7. Mayor Tate to recognize Abby Devereaux for winning UIL 5A State Girls Dive
Championship.
8. Mayor Tate to recognize Evan Atchley for winning UIL 5A State 152-pound
Wrestling Championship.
9. Mayor Tate to present Grapevine Heritage Foundation's 2021 Preservation
Advocacy Award Winners.
10. Main Street Fest Co-Chairs, Stacy and Gail Holt, to present information regarding
the 37th Annual Main Street Fest that will take place on Saturday, May 15 and
Sunday May 16, 2021.
11. Mayor Tate to present a proclamation in recognition of Police Week and Peace
Officers Memorial Day.
NEW BUSINESS
12. Consider the purchase of golf carts from Metro Golf Cars for the Grapevine Golf
Course, and take any necessary action.
CONSENT AGENDA
Consent items are deemed to need little Council deliberation and will be acted upon as
one business item. Any member of the City Council or member of the audience may
request that an item be withdrawn from the consent agenda and placed before the City
Council for full discussion. Approval of the consent agenda authorizes the City Manager,
or his designee, to implement each item in accordance with Staff recommendations.
13. Consider renewal of an Interlocal Agreement with the Cities of Colleyville,
Southlake, and Keller for the Metroport Teen Court program. Chief Financial
Officer recommends approval.

14. Consider the renewal of an annual contract for workforce management cloud
hosting with Kronos, Inc. Fire Chief recommends approval.
15. Consider a sole source purchase for repairs of a Fire Department Aerial truck from
Metro Fire Apparatus, Inc. Public Works Director recommends approval.
16. Consider the award of an informal request for quote for two 10-inch check valves
for the Hilton Lift Station from Valve and Equipment Consultants. Public Works
Director recommends approval.
17. Consider the award of an informal request for quote for fiber conduit from Terry-
Durin Company. Public Works Director recommends approval.
18. Consider the award of an informal request for quote for HDPE conduit installation
from Predur Underground Construction Inc. Public Works Director recommends
approval.
19. Consider the minutes of the April 20, 2021 Regular City Council meeting. City
Secretary recommends approval.
Pursuant to the Texas Open Meetings Act, Texas Government Code, Chapter 551.001
et seq, one or more of the above items may be considered in Executive Session closed
to the public. Any decision held on such matter will be taken or conducted in open session
following conclusion of the executive session.

The City Council of the City of Grapevine, Texas met in Regular Session on this the 4th
day of May, 2021 in the City Council Chambers, Second Floor, 200 South Main Street,
with the following members present:

Call to Order
Mayor Tate called the meeting to order at 7:00 p.m.
EXECUTIVE SESSION:
1. City Council to recess to the City Council Conference Room to conduct a closed
session relative to:
A. Real property relative to deliberation of the purchase, exchange, lease, sale
or value of real property (City facilities, Public Works, and the 185 acres),
pursuant to Section 551.072, Texas Government Code.
B. Conference with City Manager and Staff to discuss and deliberate
commercial and financial information received from business prospects the
City seeks to have locate, stay, or expand in the City; deliberate the offer of
a financial or other incentive; with which businesses the City is conducting

The City Council recessed to the City Council Conference Room and began the closed
session at 7:05 p.m. The closed session ended at 7:18 p.m.
Upon reconvening in open session in the Council Chambers, Mayor Tate asked if there
was any action necessary relative to Sections 551.072 or 551.087.
City Manager Bruno Rumbelow stated there was no action necessary.
Item 2. Invocation and Pledge of Allegiance
Council Member Duff O’Dell delivered the invocation and led the Pledge of Allegiance.
Item 3. Citizen Comments
Peter Doyle, 527 Dove Creek Place, Grapevine requested the City install sidewalks at the
Dove Street and Wall Street intersection.
PRESENTATIONS
Item 4. Mayor Tate to recognize Faith Christian Girls Varsity Soccer for winning TAPS
State Championship for Girls soccer.
Mayor Tate recognized the members and coaches of the Faith Christian Girls Varsity
Soccer team for their 17-2 season and winning 16 straight games to become the TAPS
State Champions. The team members are Annie Severide, Kate Kunkel, Macy Naughton,
Viktoria Terry, Ava Duly, Landri Trueblood, Sydney Raccasi, Alexa Brown, Maya Cosby,
Lauren Halverson, Claire Bryant, Claire Weber, Malia McCaleb, Mary Cate Crum, Marley
Naughton, Reagan Hudnall, Taylor Sal, Jayne Johnson and the coaches are Catherine
“Cat” Meyer and Assistant Coaches Tonja Hardister and Bryan Morgan.
Coach Meyer thanked the City for the recognition and congratulated her team on the
success they have had over the past year.
Item 5. Mayor Tate to recognize Grapevine High School Boys Cross Country Team for
winning UIL 5A State Cross Country Championships.
Mayor Tate recognized Matthew Barborka, Tyler Baxter, Kalil Bell, Josue Grandos, Brian
Guevara, Justin Leathers, Trey Leathers, Alex Morales, Grant Saunders, and Walker S.
John and coaches Rick Miller and Assistant Coaches Andy Jacobs, Heath Dudley and
Jimmy Webster of the Grapevine High School Boys Cross Country Team who posted a
score of 61 points on their way to claiming the UIL 5A State Cross Country
Championships.
Coach Miller thanked the City and congratulated his team on their success at the State
Championships.

Item 6. Mayor Tate to recognize Walker St. John for winning UIL 5A State Cross Country
Championship.
Mayor Tate recognized Walker St. John for winning the UIL 5A State Cross Country
Championship with a time of 14:24.2 and leading the Grapevine High School Boys Cross
Country Team to the State Championship.
Item 7. Mayor Tate to recognize Abby Devereaux for winning UIL 5A State Girls Dive
Championship.
Mayor Tate recognized Abby Devereaux for winning the UIL 5A State Girls Dive
Championship who scored 468.20 points in the finals.
Coach Daniel Jau praised Abby’s talent and congratulated her on winning her second
State Championship.
Item 8. Mayor Tate to recognize Evan Atchley for winning UIL 5A State 152-pound
Wrestling Championship.
Mayor Tate recognized Evan Atchley for winning UIL 5A State 152-pound Wrestling
Championship. Evan had a 34-0 record on his way to winning the championship.
Coach Daniel McCready spoke about Evan’s record and wrestling talent and
congratulated him on his success.
Item 9. Mayor Tate to present Grapevine Heritage Foundation's 2021 Preservation
Advocacy Award Winners.
Mayor Tate and Grapevine Heritage Foundation Vice-Chairman Melva Stanfield
presented the 2021 Preservation Advocacy Awards.
The 2021 Preservation/Conservation Award was presented to Keith and Shannon Barnes
who renovated the 1886 McPherson Farmhouse at 420 East College Street.
The 2021 Rehabilitation Project Award was given to Tana Parks and the International
Porcelain Artists and Teachers for a period appropriate rehabilitation at 204 East Franklin
Street. Ms. Parks thanked the City for the honor and thanked David Klempin and Mary
Bush for their assistance with the project.
Ronny and Michelle Park received the 2021 Restoration Project Award for their
restoration and addition to the 1950 Denzil and Mary Stone Myers House at 835 East
Texas Street. Mrs. Park thanked the City for the recognition and thanked David Klempin
and Mary Bush for their assistance in this project. Mr. Park thanked Neal Cooper for his
work on the house.

Item 10. Main Street Fest Co-Chairs, Stacy and Gail Holt, to present information
regarding the 37th Annual Main Street Fest that will take place on Saturday, May 15 and
Sunday May 16, 2021.
Stacy and Gail Holt described the changes to Main Street Fest as Main Street Fest
Reimagined. This year’s event will be two days and will showcase the Main Street
Merchants Association. The restaurants and shops will extend their footprints onto Main
Street. Mr. Holt described the street entertainment, the music stages, Pint Size Crafts,
the Game Garden, the Craft Brew Experience and the T&T Tennis and Pickle Ball
Tournament.
Item 11. Mayor Tate to present a proclamation in recognition of Police Week and Peace
Officers Memorial Day.
Mayor Tate presented the proclamation for Police Week and Peace Officers Memorial
Day to Police Chief Mike Hamlin.
Chief Hamlin thanked Council and the Community for the support and recognized
Grapevine Officer Darren Medlin who was killed in the line of duty.
NEW BUSINESS
Item 12. Consider the purchase of golf carts from Metro Golf Cars for the Grapevine Golf
Course, and take any necessary action.
Golf Course Director Russell Pulley presented this item to Council. The request is for the
purchase of 96 electric golf cars and two Personal Transportation Vehicles for a total
amount to exceed $298,600.
Motion was made to approve the purchase of golf cars from Metro Golf Cars for the
Grapevine Golf Course.

Item 13. Consider renewal of an Interlocal Agreement with the Cities of Colleyville,
Southlake, and Keller for the Metroport Teen Court program.
Chief Financial Officer Greg Jordan recommended approval of the Metroport Teen Court
Interlocal Agreement with the Cities of Colleyville, Southlake, and Keller for a total annual
amount of $36,000.

Item 14. Consider the renewal of an annual contract for workforce management cloud
hosting with Kronos, Inc.
Fire Chief Darrell Brown recommended approval of the renewal of the annual contract for
workforce management cloud hosting for automated payroll software for the Fire
Department in an amount not to exceed $17,685.

Item 15. Consider a sole source purchase for repairs of a Fire Department Aerial truck

Public Works Director Bryan Beck recommended approval of the repair of the aerial truck
for an amount not to exceed $37,891.
Chief Brown answered questions from Council.

for quote for conduit installation from the Public Safety Range facility to the Hilton Lift
Station to connect the lift station to the City’s fiber network for an amount not to exceed
$32,100.
