BZA97-13. FIRST UNITED METHODIST CHURCH
The next item for the Board of Zoning Adjustment to consider was BZA97-13 submitted by
the First United Methodist Church who requested a variance for 300 West College Street,
platted as Lot 1, Block 1, First United Methodist Church Addition. The following variance
was from Grapevine Comprehensive Zoning Ordinance 82-73:
Section 54, Masonry Requirements requires a minimum of 80% of the exterior walls on
structures in the R-TH, Townhouse Zoning District, be constructed of masonry.

BZA Minutes
6/2/97
The proposed variance request would allow a 100% reduction of the masonry requirement.
If approved, it would allow an existing wood framed structure that was moved onto the site
with no exterior masonry as shown on the plot plan.
Mr. Williams explained that Staff found that special conditions existed for the request. Mr.
Williams noted that the financial burden of adding masonry veneer would prevent the
utilization of this valuable historic resource.
Mr. Williams noted that an application was submitted to the Department of Development
Services by Mr. Ray Andrae representing the First United Methodist Church. Mr. Williams
also noted that the structure was previously located in Colleyville on John McCain Road
and had been moved as a result of development. The structure will be used as an office
for the church.
After discussion concerning the plans for the parking area, Ery Meyer made a motion to
close the public hearing. Dennis Luers seconded the motion which prevailed by the
following vote:
Ayes: Howell, Hecht, Meyer, Luers, Anderson
Nays: None
Absent: Davis
Ery Meyer made a motion that special conditions existed being that the existing building
was originally designed without masonry veneer. Allowing the existing wood siding to
remain would allow the structure to be visually compatible with other buildings in the
district. Dennis Luers seconded the motion which prevailed by the following vote:
Ayes: Howell, Hecht, Meyer, Luers, Anderson
Nays: None

BZA97-16. GRAPEVINE HERITAGE FOUNDATION
The next item for the Board of Zoning Adjustment to consider was BZA97-16, submitted
by the Grapevine Heritage Foundation for 701 South Main Street. The following variance
was from Grapevine Comprehensive Zoning Ordinance 82-73:
Section 54, Masonry Requirements requires a minimum of 70% of the exterior walls on
structures in the GU, Governmental Use Zoning District, be constructed of masonry.
The proposed variance would allow a 100% reduction of the masonry requirement.
Mr. Williams explained that staff found special conditions existed for the request, as the
structure was located on the same lot as several wood clad structures recently listed in the
National Register of Historic Places. Mr. Williams explained that in this environment, the
concrete block building created a significant visual distraction, and new wood siding would
help make this structure more compatible with the site.
With no one to speak either for or against the request, Ery Meyer made a motion to close
the public hearing. Dennis Luers seconded the motion which prevailed by the following
vote:

MONDAY, JUNE 2, 1997
RECOMMENDATION:
Staff recommends the Board of Zoning Adjustment apl2rove the request for a special
exception to Grapevine Comprehensive Zoning Ordinance 82-73 for Tract 7A, Lipscomb
and Daniel Subdivision, William M. Dooley Survey, Abstract A-422, Tarrant County, Texas
and Lot 1, Block 1, Payton Wright II Addition and addressed as 417 and 441 East Dallas
Road as follows:
1. Section 43.E.2.. Chanaina Non-Conformina Uses - allows the Board of Zoning
Adjustment to grant a change of use from one non -conforming use to another non-

The reauested soecial exception would arant Pavton-Wriaht the abilitv to chanae
the non -conforming Chamber of Commerce office use and development to a
permitted vehicle leasina facilitv use and remain as developed in con iunction with
the development of dISDIav/storaae area on Lot 1. Block 1. Pav_ ton-Wriaht II
Addition.
SPECIAL CONDITION:
Staff finds a special condition exists because the applicant is proposing to bring the use
of the property into conformance, while using the existing non-confroming Chamber of
Commerce development.
BACKGROUND INFORMATION:
Section 43, Non -conforming Uses and Structures defines types of non -conformity as any
use of land or buildings which does not conform to the use regulations prescribed in the
Zoning Ordinance. Non -conforming developments (buildinas. setbacks. IandscaDina_, lot
size etc. are termed as non -conforming uses.
OAB7AW-14.4 1
Payton -Wright Ford Sales is proposing to replat tract 7A and Lot 1, Block 1, Payton -Wright
II Addition into one lot to develop a vehicle leasing facility, which is a permitted use in the
Light Industrial District. The applicant proposes to use the existing Chamber of Commerce
office building and develop a paved storage area for the vehicles.
The special exception to the Grapevine Comprehensive Zoning will grant a change of use
from an office use to a vehicle leasing facility. The Light Industrial District does not allow
offices uses as a principal use, however accessory office uses are allowed.
