HomeMy WebLinkAboutBBA1992-07STATE OF TEXAS COUN'1 y OF TARRANT CITY OF GRAPEVINE The Building Board of Appeals o in regular session, Monday evening July 13, 1992 at 6:30 P.M. in the Council Chambers, Room #205, 307 West Dallas Road, Grapevine, Texas with the following y. w present Joe Lipscomb Art Gordon Dennis Roberts Chairman Member Member constituting a quorum with member Greg Czapanskiy and Vernie Henderson absent. Also present was City Council Representative, Ted Ware, and the following City Staff: Greg Wheeler Gerrie Anderson Paula Pennington CALL TO ORDER Building Official Administrative Secretary Secretary Chairman Joe Lipscomb, called the meeting to order at approximately 6:32 P.M. OATH OF OFFICE Gerrie Anderson administered the Oath of Office to members Joe Lipscomb, Art Gordon, and Dennis Roberts. NEW BUSINESS BBA92 -07 HCB Contractor's An application was submitted to the Building Inspection Division of Community Development by HCB Contractors, 1401 Elm Street, Dallas, Texas. The applicant is seeking this variance because the new State Highway 360 has divided their property. The property is platted which at this time includes the State right -of -way. At this time, there is no building line and the applicant may fence to the right -of -way line. In the future, the applicant will have to replat the property to build any structure and at that time will have -'to plat the front building line in which the fence will have to comply. Greg Wheeler, Building Official explained the case and Staff's recommendation for approval with the stipulation that when the property is replatted and developed that the fence has to comply with 7 -127 of the Code of Ordinances. The property is platted at 1 the present as one lot and they will', have to replat because of the State Highway 360 comes through this area. The property in the future will have to be platted as two lets, When the property is reputed Staff ° s recommends that the variance no longer will. exist Roger Gruenwald, HCB Contractor's explained that the reason for the barb-wire fence was to contain the cattle from getting out onto the highway. With no one to speak for or against the request, Dennis Roberts made a motion to close the public hearing. Art Gordon seconded the motion which prevailed by the following vote: Ayes: Lipscomb, Gordon, Roberts Nays: None Absent: Czapanskiy, Henderson Art Gordon then made a motion to approve the variance to Grapevine's Code of ordinances, Chapter 7, Article IV, 7- -129 (b) , Type of construction, with the stipulation that the fencing is brought into compliance when both the property is replatted and new development occurs. Dennis Roberts seconded which prevailed by the following vote: Ayes: Lipscomb, Gordon, Roberts Nays: None Absent: Czapanskiy, Henderson BBA92 -08, JAMES S. WALKER An application was submitted to the Building Inspection Division of Community Development by James S. Walker of 929 Dove Road, Grapevine, Texas. The applicant wishes to establish a barrier between his home and Dove Road. Staff, in reviewing the application, find that the proposed submittal is in conflict with the City Council's concept of openness in the community. Greg Wheeler, Building Official, explained the case as submitted Staff's has to recommend disapproval. Staff would recommend approval if their was more openness to the fence in the front yard._ Dennis asked Greg -if he was recommending that there needs to be wrought iron where their is presently brick and Greg said that was correct. Joe asked if we were recommending a base for the fence and Greg said that they were requiring a base. Greg explained that we would recommend this style of fencing throughout. The fence would be about a foot to eighteen inches of brick with wrought iron on the top. Most of the fencing that is shown is four feet and they did not show how tall the columns were and most of the time they are about six inches taller. Staff made the recommendation that the columns be four foot six inches. Joe 2
