All Conditional Use and Special Use Applications are assumed to be complete
when filed and will be placed on the agenda for public hearing at the discretion of
the staff. Based on the size of the agenda, your application may be scheduled to a
later date.
All public hearings will be opened and testimony given by applicants and

Any changes to a site plan (no matter how minor or major) approved with a
conditional use or a special use permit can only be approved by city council
through the public hearing process.
Any application for a change in zoning or for an amendment to the zoning
ordinance shall have, from the date of submittal, a period of four months to
request and be scheduled on an agenda before the Planning and Zoning
Commission and City Council. If after said period of four months an application
has not been scheduled before the Commission and Council said application shall
be considered withdrawn, with forfeiture of all filing fees. The application, along
with the required filing fee may be resubmitted any time thereafter for
reconsideration. Delays in scheduling applications before the Planning and
Zoning Commission and City Council created by city staff shall not be considered
a part of the four month period.

On Tuesday evening, February 17, 2015 at 7:30 P.M. in the City Council Chambers, 2nd
Floor, 200 South Main Street, Grapevine, Texas, the City Council and Planning and Zoning
Commission of the City of Grapevine will hold a public hearing to consider the following
items:
CU15-01 — Bingham Family Cellars - submitted by Bingham Family Cellars for property
located at 620 South Main Street and platted as Lot 9R, Block 14, City of Grapevine
Addition. The applicant is requesting a conditional use permit allow the possession,
storage, retail sale and on- and off -premise consumption of alcoholic beverages (wine only)
in conjunction with a winery and wine tasting room. The property is zoned GU
Governmental Use District and is owned by City of Grapevine C & V Bureau.
CU15-03 — Sloan & Williams Winery - submitted by Alan Kunst & Ralph Mattison for
property located at 401 South Main Street and platted as Lot 9 & 10, Block 18, City of
Grapevine. The applicant is requesting a conditional use permit to allow possession,
storage, retail sale and on- and off -premise consumption of alcoholic beverages (wine only)
in conjunction with a winery and wine tasting room. The property is zoned CBD Central
Business District is owned by Grapevine Masonic Lodge #288.
CU15-04/PD15-01 — Faith Christian School — submitted by Faith Christian School for
property located at 730 East Worth Street and platted as Lot 1, Block 2, Faith Christian
School. The applicant is requesting a conditional use permit to amend the previously
approved site plan, specifically for the field house and field light standards and a planned
development overlay to increase the height of the field light standards for the new athletic
facility. The property is zoned R-7.5 Single Family District and is owned by Faith Christian
School.
After all parties have been given an opportunity to speak, the public hearing will be closed
and the Commission and the City Council will deliberate the pending matters. Please

Because you are a property owner within 200 feet of the subject tract of land as
shown by the last City -approved tax rolls, you received this notice. If you cannot or
do not wish to attend the hearing, the attached form is provided for your
convenience. If owners of more than 20% of the property within 200 feet of the

Purpose of Request:
The public hearing is to consider an application submitted by Alan Kunst & Ralph Mattison

PROPERTY LOCATION AND SIZE:
The subject property is located at 401 South Main
Street and is platted as Lots 9 and 10, Block 18, City
of Grapevine Addition. The property contains
approximately 4,124 square feet and has
approximately 48 feet of frontage along South Main
Street and East Jenkins Street and 88 feet along
East Worth Street.
REQUESTED CONDITIONAL USE AND COMMENTS:
The applicant is requesting a conditional use permit to allow the possession storage retail
sales, and on- and off -premise consumption of alcoholic beverages (wine only) in
conjunction with a wine tasting room and winery.
It is the applicant's intent to occupy the first floor of the Masonic Temple located at the
southeast corner of South Main Street and East Worth Street. Comprising a total of 4,224
square feet,this proposed winery and wine tasting room will provide a tasting bar, lounge
area, retail sales, art gallery, on-site facilities for private rental and special events, wine
education and wine making. All food prepared on site will be primarily tapas/appetizers.
Approximately 1,296 square feet (33 percent) of the lease space will be specifically
devoted to art and retail sales. See the attached letter.

Hours of operation are proposed as follows:
• Monday through Thursday from 11:00 a.m. to 9:00 p.m.

PRESENT ZONING AND USE:
The property is zoned "CBD" Central Business District and is the Masonic Temple. The
first floor has been utilized as a retail consignment store.
HISTORY OF TRACT AND SURROUNDING AREA:
The subject property and surrounding areas were rezoned in the 1984 City Rezoning from
"C-2" Community Business District to "CBD" Central Business District. The subject
property is also located within a Historic Overlay District (1-11-92-03).
SURROUNDING ZONING AND EXISTING LAND USE:

SOUTH: "CBD" Central Business District—various retail businesses

The subject tract is located within "Zone A" zone of minimal effect as defined on the
"Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs" map. Few
activities will be affected by aircraft sounds in Zone A, except for sound sensitive activities
such as auditoriums, churches, schools, hospitals, and theaters. The applicant's proposal
is an appropriate use in this noise zone.
MASTER PLAN APPLICATION:
The Master Plan designates the subject property as a Central Business District land use.
The applicant's proposal is in compliance with the Master Plan.
The Thoroughfare Plan designates this segment of South Main Street as Type F, Collector
with a minimum 80 -foot right-of-way developed as 2 lanes.

I have been a resident of Grapevine for 18 years. I was, just recently, made aware of a proposal to add
several more wineries to Main Street.
The location in question is the Corner Store. I would just like to say I disagree with turning this into
another winery! We have to maintain a
Balance as to what is offered on Main Street. I know in the past the City Council has had concerns about
turning Main Street into a bunch of bars,
Well having every other business a winery is the same thing! We need good retail, and antiquing is very
important to a lot of people. I love
And drink wine with the best of them but let's be more balanced with the types of business we bring to our
great downtown area. I also know
That the high rent on Main Street has ran out a lot of great shops over the years. Maybe we could be a
little more friendly to the businesses
That want to help make Grapevine Great!!

Mayor and City Council Members,
I am writing this in support of Sloan & Williams Winery and their proposed plan for a second
location in Grapevine. My Wife and I ( residents of Keller, Tx.) frequent Grapevine for dining,
entertainment, and shopping. Since Sloan and Williams opened their winery we have spent
additional time and money supporting the Grapevine economy. We are also Sloan and Williams
Wine Club Members and have encouraged many of our friends to become members as well;
who in return spend additional time and money supporting Grapevine.
I believe it to be a huge injustice and an even bigger loss to the Community to hinder in any
way the growth potential of Sloan and Williams Winery. Grapevine has been a great town to visit
and enjoy for my Family. The owners of Sloan and Williams; Alan and Ralph, and the family
they employ create and nurture a business atmosphere and attitude that we Love. Alan and
Ralph have a great story and bring so much to Grapevine, like many of your current business
owners, they are unique and interesting. My Wife and I work for Southwest Airlines. Caring
about people, having fun, and being honest and sincere are characteristics we look for as
patrons; Sloan and Williams delivers and it would be a loss to not help them continue to grow
into the great asset they will be for Grapevine.

To Whom It May Concern,
This letter is to verify that your request for a conditional use permit located at 401 South Main
Street and platted as Lots 9 & 10, Block 18, City of Grapevine to allow the possession, storage,
retail sales and on- and off -premise consumption of alcoholic beverages (wine only) in conjunction
with a wine tasting room and winery was approved by the City Council on February 17, 2015. A
copy of the approved site plan and ordinance are enclosed.
On February 17, 2015, the Planning and Zoning Commission recommended the City Council
approve the request as stated above.
Any changes to a site plan approved with a conditional use ora special use (no matter how
minor or major) can only be approved by city council through the public hearing process.
No Conditional Use Permit shall be valid for a period longer than one (1) year from the date on
which the City Council grants the Conditional Use, unless within such one (1) year period: (1) a
Building Permit is obtained and the erection or alteration of a structure is started, or (2) an
Occupancy Permit is obtained and a use commenced.
The City Council may grant one additional extension not exceeding one (1) year, upon written
application, without notice or hearing. No additional extension shall be granted without complying
with the notice and hearing requirements for an initial application for a Conditional Use Permit.

Project Description:
Sloan & Williams Winery, LLC d/b/a Sloan & Williams Winery is requesting approval of a
Conditional Use Permit to establish a winery and wine tasting room in an existing building
(Masonic Temple — Bottom Floor) at 401 S. Main St.
Sloan & Williams Winery, hereafter referred to as The Winery, will provide a tasting bar, lounge
area, a large area for retail sales, art gallery, on site facility rental for private and/or special
events, to include catering and tapas, custom wine making/labeling, wine education, and an
operational full-time winery.
Hours of Operation
The tasting room will operate Monday through Thursday from 11:00 AM to 9:00 PM; Friday &
Saturday from 11:00 AM to Midnight (12:00 AM); and Sunday from 11:00 AM to 9:00 PM. If
there is a private event, or customer demand, then hours may be extended until 12:00 AM as
necessary to accommodate customers.
Retail Sales & Gift Wares
The Winery will also offer a large retail sales area of wine -themed gifts, notions, accessories,
and glass wares. Additionally, we will also open part of the winery up as a gallery to allow
artists to display their works of art.
Site Information:
The Winery will be located in an approximately 4124 square -foot site and is one of the two
units located in this building on S. Main St. The other entity in the building is the Grapevine
Masonic Lodge located above this site on the 2nd floor. The current occupant of this site is The
Corner Store, a retail consignment shop. The owner is closing down the store after 25 years of
ownership. The city has determined a plat is on file and no re -plating is required.
Parking
The building is located within the downtown parking zone and the proposed use will not
necessitate the need for additional parking. The majority of our customers will visit The Winery
from other transit parking areas within the downtown area and will be mostly pedestrian
traffic. City -provided parking is available on the east side of Liberty Park starting on the corner
of Jenkins St and E Texas St up to Wall St with 21 spaces allocated. Moreover, south of this
location at Jenkins St and E Worth St, the city has additional parking with 32 spaces. Special
Note: In this parking area, there are 2 recharging stations for electric cars. Parking on Main
Street is also available.
No Harm Statement
The proposed conditional use will not cause substantial harm to the value, use, or enjoyment of
other property in the neighborhood. In fact, by providing the City of Grapevine with a new
winery, this will in turn increase the amount of tourism and visitors to area thus brin in

more tax revenue to the city. The Winery believes our winery, and the other wineries in the
area, are the anchors in establishing quality retail stores in the downtown area. By
interweaving our winery into the fabric of the historical downtown community, we believe this
will further promote tourism and much-needed industry growth.
Adding Value Statement
The Winery will be a portal for those to relax and enjoy quality wines in an award-winning
historical city and the reason they return time and time again, thus, adding value, use or
enjoyment of other properties in the neighborhood.
