REQUEST PD06-09 GRAPEVINE VILLAGE First for the Commission to consider and make a recommendation to the City Council was zone change request Z06-15 and planned development overlay request PD06-09 submitted by Toll Brothers for property located at 2501 State Highway 121 and proposed to be platted as Grapevine Village Addition. The applicant was requesting to rezone approximately 71.61 acres from "CC" Community Commercial District to "R-5.0" Zero Lot Line District and 39.37 acres from "CC" Community Commercial District to "R- 121906 K TH" Townhouse District for a proposed single family and townhouse development. The applicant was also requesting a "PD" Planned Development Overlay to include but not limited to deviation from lot size, front, rear and side yard setback, building coverage, building separation, and buffer area for both areas under consideration. Mr. Bill Anderson, of Dowdey, Anderson and Associates, representing the applicant, requested favorable consideration of the application. Mr. Anderson stated the there would be 335 residential homes in the gated community with 47.10 acres of open space including a trail head and public park. All streets would be built to the City of Grapevine standards. The applicant was requesting 20 foot front yards to be uniform and would provide landscape maintenance through the Homeowners Association. This would also provide additional outdoor living areas in the rear yards. Mr. Greg Moe, of GSBS Architects, also representing the applicant, stated that there would be 50 acres of "CC" Community Commercial zoning with 250,000 square foot of retail space and 300,000 square foot of office space. Mr. Ron Glover, representing the property owner, spoke in support of the application. Ms. Sandra Lancaster, DFW International Airport Noise Compatibility Office, spoke in opposition of the request stating that residential use in Zone C is inappropriate. Ms. Lancaster also stated that if this application is approved, the City Council and Planning and Zoning Commission should require disclosure to buyers and an Avigation Easement placed on each individual lot. lym:ir,E mcitir, i ; 1 0 With no further questions, guests to speak, one letter of support, the public hearing was closed. In the Commissioner's deliberation session after a brief discussion regarding the airport noise zones, Chris Coy moved to deny zone change request Z06-15. B J Wilson seconded the motion, which prevailed by the following vote: Ayes: Oliver, Fry, Coy, Murray, Wilson, Undersander and St. John Nays: None In the Commissioner's deliberation session, Chris Coy moved to deny planned development overlay request PD06-09. B J Wilson seconded the motion, which prevailed by the following vote: Ayes: Oliver, Fry, Coy, Murray, Wilson, Undersander and St. John Nays: None 121906 4 CONDITIONAL USE REQUEST CU06-56 FIRESIDE PIES Next for the Commission to consider and make recommendation to the City Council was conditional use request CU06-56 submitted by Ion Design Group for property located at 1285 South Main Street and platted as Lot 1, Block 1, Epicentre at Grapevine Addition. The applicant was requesting to amend the previously approved site plan of 0006-07 (Ord. 06-22) for a proposed restaurant development specifically to allow the possession, storage, retail sale, and on -premise consumption of alcoholic beverages (beer, wine and mixed beverages) in conjunction with a restaurant. Mr. Bryan Klein, representing the applicant, was available for questions and requesteo- favorable consideration of the application. With no further questions, guests to speak, one letter of support, the public hearing was closed. In the Commissioner's deliberation session, Becky St. John moved to approve conditional use request CU06-56. Herb Fry seconded the motion, which prevailed by the following vote: Ayes: Oliver, Fry, Coy, Murray, Wilson, Undersander and St. John Nays: None Next for the Commission to consider and make recommendation to the City Council was special use request i• 1: submitted by Bauman Consultants for property located at 655 Park Boulevard and platted as Lot 1, Block 1 and Lot 1, Block 2, The Woodlake Apartments Addition, Phase 11. The applicant was requesting a special use permit to allow collocation of cellular antennas and an equipment cabinet in conjunction with an existing TXU transmission tower. Mr. Bill Bauman, representing the applicant, was available for questions and requested favorable consideration of the application. The Planning and Zoning Commission expressed concern regarding the material used on the fencing. With no further questions, guests to speak, five letters of opposition and one letter of support, the public hearing was closed. In the Commissioner's deliberation session, Ron Undersander moved to approve special use request SU06-08 with the condition that the applicant work with staff to provide a screening fence that meets the requirements of security, maintainability and aesthetics. Becky St. John seconded the motion, which prevailed by the following vote: Ayes: Oliver, Fry, Coy, Murray, Wilson, Undersander and St. John Nays: None 5 Next for the Commission to consider and make recommendation to the City Council was special use request SU06-09 submitted by Bauman Consultants for property located at 1135 William D. Tate Avenue and platted as Lot 2R, Block 1, Tate Street Plaza Addition. The applicant was requesting a spevial use permit to allow collocation of cellular antennas and an equipment cabinet in conjunction with an existing TXU transmission tower. Mr. Bill Bauman, representing the applicant, was available for questions and requested favorable consideration of the application. The Planning and Zoning Commission expressed concern regarding the material used on the fencing. With no further questions, guests to speak, no letters nor petitions, the public hearing was closed. The applicant was requesting designation as a historical landmark subdistrict to be known as the Lois Stewart House. With no further questions, guests to speak, no letters nor petitions, the public hearing was closed. In the Commissioner's deliberation session, Becky St. John moved to approve historic landmark subdistrict request HL06-03. Danette Murray seconded the motion, which prevailed by the following vote: Ayes: Oliver, Fry, Coy, Murray, Wilson, Undersander and St. John Nays: None 121906 6 PRELIMINARY PLAT APPLICATION OF GRAPEVINE VILLAGE ADDITION Next for the Commission to consider and make a recommendation to the City Council was the Statement of Findings and Preliminary Plat Application of Grapevine Village Addition submitted by Mr. Tom Murray, Toll Brothers for property located north of Grapevine Mills Boulevard North between Grapevine Mills Parkway and State Highway 121. The applicant was preliminary platting 162.129 acres to establish 335 residential lots and three commercial lots with open space throughout the property. In the Commission's deliberation session Chris Coy moved to deny the Statement Findings and Preliminary Plat Application of Grapevine Village Addition. B J Wilsol seconded the motion, which prevailed by the following vote: Ayes: Oliver, Fry, Coy, Murray, Wilson, Undersander and St. John Nays: None Next for the Commission to consider and make a recommendation to the City Council was the Statement of Findings and Final Plat Application of Grapevine Village Addition submitted by Mr. Tom Murray, Toll Brothers for property located north of Grapevine Mills Boulevard North between Grapevine Mills Parkway and State Highway 121.
