HomeMy WebLinkAboutWS item 02 - Amend Master Land Use Plan; rezone Townhouse District West of Barton StreetTO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS FROM: BRUNO RUMBELOW, CITY MANAGER SCOTT WILLIAMS, ACTING DEVELOPMENT SERVICES DIRECTOR MEETING DATE: APRIL 3, 2007 SUBJECT: PROPOSED AMENDMENT TO THE MASTER LAND USE PLAN AND REZONING OF THE "R-TH" TOWNHOUSE DISTRICT WEST OF BARTON STREET RECOMMENDATION: Staff recommends the City Council consider amending the Master Land Use Plan and rezoning of the "R-TH" Townhouse District west of Barton Street to "R-7.5" Single Family District and authorize a public hearing for same. BACKGROUND INFORMATION: On March 5, 2007, an application for demolition of the single family residence located at 626 South Church Street was submitted along with a concept plan submittal showing the proposed construction of a new townhouse project. This property does not have a historic landmark overlay. It is, however, in the Historic Grapevine Township Revitalization District and has considerable architectural significance. Because of its location in the Historic Grapevine Township Revitalization District, a certificate of appropriateness from the Historic Preservation Commission would be required for demolition; otherwise staff would have no tools available to block demolition of the architecturally significant structure. Staff has realized the need to present City Council with a proposal for amending the Master Land Use Plan to residential low density and rezoning the "R-TH" Townhouse District generally west of Barton Street, north of Hudgins Street, east of Ball Street and south of Wall Street. Most of this property is proposed to be rezoned to "R-7.5" Single Family District. However, staff can also use this opportunity to rezone the Grapevine Housing Authority property to a more appropriate "GU" Governmental Use District designation (a detailed map showing the location of the current land uses and proposed rezoning is attached). The land use study initiated by staff shows that other than the Grapevine Housing Authority property and First United Methodist Church property, the predominant use is in fact single family residential. Staff is also suggesting that if City Council decides to move forward with the rezoning, that the residential lot at the southeast corner of Church Street and College Street be rezoned from "CBD" Central Business District to "R-7.5" Single Family District. Staff suggests that should City Council wish to move forward with the proposal that the master plan be amended to reflect the use of low density residential.
