GRAPEVINE HOUSING AUTHORITY OFFICE 131 STARR PLACE, GRAPEVINE, TEXAS CALL TO ORDER: 4:00 i).m. EXECUTIVE SESSION: 1. Commissioners to recess to the Housing Authority Conference Room to conduct a closed session relative to consultation with and legal advice from the City Attorney regarding pending litigation (Ivey, et al. v. Grapevine Housing Authority — Cause No. 2020-00063930-1), pursuant to Section 551.071, Texas Government Code. Commissioners to reconvene in open session in the Housing Authority Conference Room and take any necessary action relative to items discussed in Executive Session. REGULAR MEETING CITIZEN COMMENTS 2. Any person who is not scheduled on the agenda may address the Board of Commissioners under Citizen Comments or on any other agenda item by completing a Citizen Appearance Request form with the Executive Director. A member of the public may address the Board of Commissioners regarding an item on the agenda either before or during the Board's consideration of the item, upon being recognized by the Chair of the Board or upon the consent of the Board. In accordance with the Texas Open Meetings Act, the Board is restricted in discussing or taking action during Citizen Comments. REPORT OF THE EXECUTIVE DIRECTOR (INFORMATIONAL ONLY) 3. Status of Grapevine Housing Authority A. Rent Delinquency and Information Sheet B. Capital Funds Report and Work in Progress C. Report of Public Housing Activity and Issues through May 24, 2021 NEW BUSINESS 4. Consideration of the minutes from the April 22, 2021 meeting and take any necessary action. 5. Consideration and acceptance of the March 2021 monthly financial statements and take necessary action. ADJOURNMENT In accordance with the Open Meeting Law, Texas Government Code, Chapter 551, 1 hereby certify that the above agenda was posted on the official boards at Grapevine City Hall, 200 S Main Street and on the City's website on May 24, 2021 by 4:00 p.m. Jarrett Ex ive Director State of Texas County of Tarrant City of Grapevine The Board of Commissioners of the Grapevine Housing Authority met in Regular Session on this the 27th day of May 2021, in the Conference Room of the Grapevine Housing Authority, 131 Starr Place, with the following members present to wit: Linda Troeger Chair Ethel Anderson Resident Commissioner Teri Rhodes -Cantu Commissioner Shonda Schaefer Commissioner Bonnie McHugh Absent Constituting a quorum, with the following also present: Duff O'Dell City Council Liaison Bettye Bratcher Resident Greg Jordan CFO City of Grapevine Jane Everett Executive Director Chairperson Troeger called the meeting to order at 4:00 p.m. Item #1 Executive Session Chairperson Troeger announced the Board of Commissioners would recess to the Conference Room to conduct a closed session regarding: 1. Consultation with and legal advice from the City Attorney regarding pending litigation (Ivey, at al. v. Grapevine Housing Authority — Cause No. 2020-00063930-1), pursuant to Section 551.071, Texas Government Code. The Board of Commissioners recessed to the Housing Authority Conference Room and began the closed session at 4:00 p.m. The closed session ended at 4:44 p.m. Upon reconvening in open session in the Conference Room, Chairperson Troeger stated there was no action to be taken relative to Section 551.071. REGULAR MEETING Chairperson Troeger called the regular meeting to order at 4:46 p.m. Item #2 Citizen Comments No Citizen comments submitted. Item #3 Reoort of the Executive Director (Informational Only) A. Rent Delinauencv and Information Sheet The Executive Director reported to the Board on the rent delinquencies, number of empty units, work orders and statistical information for the waiting list for Public Housing through May 24, 2021. B. Caoital Funds Reoort and Work in Proaress The Executive Director reported to the Board on the current Capital Funds and corresponding projects. HUD released the 2021 Capital Funds of $179,873. C. Reooit of Public Housing Activitv and Issues The Executive Director updated the Board that the Grapevine Housing Authority mailed out the annual waiting list confirmation letters. The letters are due back June 25, 2021 The Executive Director is still reviewing the bids for the surveillance cameras. The Executive Director let the board know the GHA annual picnic was a success! NEW BUSINESS Item #4 - Consideration of the minutes from the April 22. 2021 meeting and take anv necessary action. The Board was provided the minutes from the April 22, 2021 meeting for approval. Commissioner Rhodes -Cantu moved and Commissioner Anderson seconded to accept the April 22, 2021 minutes as presented. Ayes: Troeger, Anderson, Rhodes -Cantu and Schaefer Nays: None Absent: McHugh Motion passed: 4-0 Item #5 - Consideration and acceptance of the March 2021 monthly financial statements and take necessary action. The Executive Director presented the board with an electronic copy of the March 2021 financial statements for review. Commissioner Troeger moved and Commissioner Rhodes -Cantu seconded to accept the March 2021 financial statements. Ayes: Troeger, Anderson, Rhodes -Cantu and Schaefer Nays: None Absent: McHugh Motion passed: 4-0 ADJOURNMENT Commissioner Anderson moved and Commissioner Schaefer seconded that the meeting be adjourned.
