CITY OF GRAPEVINE
The Building Board of Appeals for the City of Grapevine, Texas net in regular session, Monday
evening, June 14, 1993, at 6:30 P.M., in the Council Chambers, Room #205, 307 West Dallas
Road, Grapevine, Texas, with the following members present:
Joe Lipscomb Chairman
Vernie Henderson Member
Art Gordon Member
constituting a quorum with members Greg Czapanskiy and Dennis Roberts absent. Also present
was Council Representative, Ted Ware and the following City Staff:
Greg Wheeler Building Official
Paula Pennington Secretary
CALL TO ORDER
Chairman Joe Lipscomb called the meeting to order at 6:30 P.M.
NEW BUSINESS
BBA 93 -07 LOYD EVANS
An application was submitted to the Department of Community Development by Mr. Loyd
Evans representing Mr. Simon W. Henderson, III for the installation of a five strand barbed wire
fence located on the property east of Boyd Drive , south of Turner Road, west of Ruth Wall
Street, north of East Northwest Highway. Mr. Evans is currently maintaining a small herd of
Longhorns on the property west of this location. Mr. Evans would like to fence this property
and move the herd from property to property as needed for grazing purposes.
Greg Wheeler, Building Official explained the case to the Board.
Mr. Loyd Evans spoke in reference to this case and said that the longhorns are an asset for the
City.

With no one else to speak for or against the request, Art Gordon made a motion to close the
public hearing, Vernie Henderson seconded the rrnotion which prevailed by the following vote:
Ayes: Lipscomb, Henderson, Gordon
Nays: None
Absent: Czapanskiy, Roberts
Vernie Henderson then made a motion to grant the variance, Art Gordon seconded the motion
which prevailed by the following:
Ayes: Lipscomb, Henderson, Gordon
Nays: None
Absent: Czapanskiy, Roberts
BBA 93 -08 ART GORDY
An application was submitted to the Department of Community Development by Mr. Art Gordy,
Four Seasons Fence Co. representing Ms. Felya Helm of 2701 Wooded Trail Court, Grapevine,
Texas, for the requested variance at the location in the 2600 Block of Western Oaks Drive. Ms.
Helm's is wanting to install a decorative ornamental fence with eight -rive (85 %) percent through
visibility so as not to inhibit the view of the property, but stop the dumping of trash on her
property.
Greg Wheeler, Building Official explained the case to the Board.
Art Gordy and Marjorie Head which owns the home with Ms. Helm spoke for the case. Ms.
Helm owns the above said property in question.
With no one else to speak for or against the request Vernie Henderson made a motion to close
the public hearing, Art Gordon seconded the motion which prevailed by the following vote:
Ayes: Lipscomb, Henderson, Gordon
Nays: None
Absent: Czapanskiy, Roberts
Art Gordon then made a motion to grant the variance and make all copies a part of the file,
Vernie Henderson seconded the motion which prevailed by the following vote:
Ayes: Lipscomb, Henderson, Gordon
Nays: None
Absent: Czapanskiy, Roberts
