REQUESTED HISTORIC LANDMARK SUBDISTRICT AND COMMENTS: The applicant is requesting a Historic Landmark Subdistrict designation for property located at 426 East Texas Street and platted as Lot C, Rawls and Dalton Addition. The Historic Preservation Commission, at their February 27, 2013 meeting, adopted the preservation criteria for the subject property addressing such issues as setbacks, driveways, parking, exterior finishes and other architectural embellishments to preserve the historic integrity of the property. The Rawls House at 426 East Texas at the southwest corner of Dooley Street and Texas Street is located in the Rawls and Dalton Subdivision. The house was built in 1947 based on a Cameron Lumber Company plan. The house has a gabled roof with a cross -axial plan and asymmetrical massing. The house is well placed on the large lot toward Dooley Street allowing for a natural drainage swale to pass along the west side of the property. The HL13 -01.4 1 May 15, 2013 (12:17PM) swale contains a large stand of natural trees. As you approach the house, a front facing gable bisects the house. Historical Significance Statement of historical attd callural signicatce: Include c,,4iiral inf7uence.,, special events and important personages, itij7lrencer on nei ,ghhod"4 on the city, etc. The Grapevine Area Map - Late 1800s to the 1920s prepared by Ted Willhoite, shows this property with neighboring owners being the First Baptist Church, John Wood, and Cliff Wall. The parcel was bisected by Coble Branch, and years ago Mr. Willhoite mentioned in conversation that at one time there was a pond there fed by Coble Branch where chil- dren swam. According to the Tarrant County Tax records, this property was owned by John Trigg in August 1946, who sold it to A. E. Rawls in October 1946. Then most likely alien on the property was given to Jeff l I. Champion, a local builder, who constructed a home there. Then the deed passed back. in 1947 to Arnold E. Rawls and his wife. It was platted in 1951 as the Rawls and Dalton subdivision. A telephone conversation in Februar,, ; "ft tiz Doil Dalton, the pawls neighbor at 414 Last Texas Street, confirmed that the Rawls built the house on thc and that Mrs. Rawls worked at Cannon Elementary School. Mr. Dalton also remembered that Mr. Rawls was ., ". l r titer. Mr. Dalton recalled that later the home was occupied by the Bass fanniiy including Lela Bass, the .mother of ' Iwhael Bass. The Bass family occupied the house in the 1960s and Michael Bass and Craig Dalton were schoolmates. In past interviews with Alice Fuller and Sandra Tate (both now deceased), they recalled that when Lake Grapevine was constructed in 1948 to 1952, Grapevine experienced a surge in population. ?Many workers on the reservoir project set- tled here. Other new citizens arrived to provide services for the growing community. "These included a builder, Mr. J. 1 -1. Champion. Mr. Champion built a house at 626 S, Church Street and many others. Mr. Champion, his wife and three daughters were well received community members and were active in the Methodist Church. Mrs. Alice Fuller, who resided at 504 West College Street, remembered the Champion family and lair. Chann- pion. "He hired my son, Pierce, to help him build the house at 626 S. Church Street. Pierce was only a kid at the time, but Mr. Champion let him assist hilt and he never forgot it," .Mrs. Fuller said. Sandra Tate, who lived at 218 West Col- lege Street, remembered the Champion's daughter, Doris Champ ion Rawls. "She lived at Dooley and Texas Streets and attended the Methodist Church," Ms. Tate said. (It appears that the Champion and Rawls families were united in mar- riage.) Mr. J. H. Champion was a contractor and builder of Cameron I Ionics (see enclosed advertisement from The Grapevine Sun newspaper). Win. Cameron tic Company built 52 homes in one year in Grapevine during the mid 1960s according to Lloyd Graves, assistant manager of the Grapevine office of Wm. Cameron Company from 1946 to 1986. One "'Texan" model home was constructed at the corner of Main and Frarnldin Streets and was later moved to Jean Street. Cameron also offered a program to completely remodel and modernize existing homes. Rigorous adherence to Cam- eron's building specifications created a generation of builders whose craftsmanship was unmatched. Wm. Cameron's "Ideal Products Co. " wholesale division offered a variety of "modern" convenience products con- structed of high quality Ponderosa pine which could be installed in the Cameron Home. These products, manufactured in Waco, included four models of ironing boards which folded into the wall, a bathroom cabinet with a built -in pull - down clothes hamper, and an Ideal telephone cabinet to keep your phone 'but of the way and always handy." With custom high quality "work zoned" cabinets which could be "scientifically arranged," Cameron set the standard for the modern home in Grapevine. Cameron Homes offered working class citizens the opportunity to own their own modem homes at an affordable price. All plans and specifications met the Federal I lousing Administration and the Veteran's Administration requl., i, wnts, for quality materials and workmanship. Cameron flomes were sold on "Easy To Own" plans known as EIU, h, t)iain requirement to quality for an ETO was that the purchaser own his own lot outright and use it for collateral. i I,,- tm- cron Company carried the loan on the ETC) plan. Home prices were presented in either all - lumber or brick vent i• de- signs, with prices ranging accordingly beginning at $2,070.20 for the shell house. 'Monthly payments as low as $15.14 per month plus taxes and insurance were routinely advertised in The Grapevine Sun.. Cameron's high quality homes from an earlier day continue to provide local housing. One of Cameron's marketing lines still rings true..."Homt is a much better word if it belongs to you." 16. Cameron's high quality homes from an earlier day continue to provide local housing. One of Cameron's marketing lines still rings true..."Home is a much better word if it belongs to you.,' Page 5 SITE Retain the historic relationships between buildings, landscaping features and open space. Avoid rearranging the site by moving or removing buildings and site features, such as walks, drives and fences, that help define the residence's historic value. SETBACKS Building setbacks should be consistent with the style Vf the building. Setbacks are animportant ingredient in creating an attractive streetscape. Buildings should be set back toaline that ha consistent with their neighbors and land use. For example, a residential setback should retain the setback of adjacent and nearby structures, with landscaping along the street right-of-way. Residential buildings with a commercial use in residential areas should be set back in a manner consistent with setbacks of neighboring oroinmUorreoidanUm|ahuctunaa Maintain building orientation pattern, with the front facade facing the street Maintain spacing patterns between buildings. DRIVEWAYS, PARKING LOTS AND VACANT SITES Driveways should be located perpendicular tothe street; no circular drives shall be allowed (unless prove with historic documentation) in front or corner side yard, so that the character of the landscaped yard can be reinforced. New parking |mta for commercial uses should not ba located adjacent ho sidewalks )n the district. Off-street parking lots should not be allowed tointerrupt the M \ of landscaped front nr corner side yards. This is important to both the preservation of historic character, and to the strengthening of the residential district. Screen existing parking lots from streets and pedestrian areas in the Historic District. Existing parking lots located adjacent to streets and sidewalks may be screened to the height of car hoods. This will provide a certain level of continuity of the building fagadeline; it will screen unsightly views; and |t will provide a level of security by allowing views ho and from the sidewalk, FENCES Hishohom|h/, fences around historic houses defined yards and the boundary around property and gardens. Wood picket fenmam, wood rail fences and barbed wire nr decorative wire fences were the omrnnmn fence types inGrapevine. Traditionally. picket fences surrounded the front of the house while rail and wire fences surrounded the agricultural portions of the property. Maintain historic fences. New fences, Simple wood picket fences, wood and w|oa and wrought iron fences are appropriate. Avoid chain-link fences, privacy fences and concrete block fences for the street sides of property, Wood privacy fences may be allowed when installed in the rear yard and behind the front fagade of a property. Utilitarian/privacy fences should not be installed in front of a historic building or beyond the line of the front fagade of a historic building. Replacing fences. |f replacement io required due todeterioration, remove only those portions ofhistoric fences that are damaged beyond repair and nap|eoe in-kind, matching the original in mmheria|, design and placement. If replacement is necessary for non-historic N*nomm' or new fences are pnoposod, locate and design the fence in such a way that will compliment the historic boundary of the property without concealing the historic character of the property. SERVICE AND MECHANICAL AREAS Service and mechanical areas and equipment should be screened from the street and other pedestrian areas. All garbage and equipment storage areas should be screened from the street. Mechanical equipment, including satellite dishes, shall not be located in front or corner side yards or should be set back from the edges of roofs, and screened so that they are not visible to pedestrians and do not detract from the historic character of buildings. BUILDING FABRIC PRESERVATION Preserve, stabilize, and restore original building form, ornament and materials. Any missing or severely deteriorated elements may be replaced with replicas of the original. Ensure that roof, window, porch and cornice treatments are preserved, or when preservation is not possible duplicate the original building element. When rehabilitating, remove non-historic alterations. Often, "modern" renovations conceal the original facade details. If not, the original style may be recreated through the use of historic photographs. Where replication of original elements is not possible, a new design consistent with the original style of the building may be used. Reconstruction of building elements should reflect the size, scale, material and level of detail of the original design. Preserve older renovations that have achieved historic significance. Older structures or additions may have, at some time, been renovated with such care and skill that the renovation itself is worthy of preservation. Usually, such renovations may date from before 1940. EXTERIOR FINISHES Original wood finishes should be maintained and painted or, when necessary, replaced in kind. Modern synthetic siding materials such as vinyl or metal bear little resemblance to historic siding materials. The application of such modern synthetic materials often involves the removal of original decorative elements such as cornice, corner boards, brackets, window and door trim, etc. New synthetic siding shall not be installed; removal of existing such materials is not required, but strongly encouraged, to restore historic patina, finish and appearance. Original asbestos siding should be maintained and painted, or when necessary, replaced with synthetic siding to match the existing asbestos siding. The removal of asbestos siding over existing wood siding is not required, but strongly encouraged, to restore historic patina, finish and appearance. Page 7 Original masonry surfaces should be maintained and not be painted, unless severe deterioration of the brick or stone can be shown to require painting. |f the color or texture of replacement bricR or stone cannot be matched with existing, painting may boan appropriate treatment, Paint colors should be complimentary to each other and the overall character of the house. When possible, naseon:h the original paint color and finishes of the building's historic period; the right colors respect the historic building. The Historic Preservation Commission shall adopt, as necessary, a paint palette(s) appropriate toUhe district's character, which may be proposed and approved through the Minor Exterior Alteration application process. Any colors proposed outside the adopted palette may be reviewed by the Commission in the regular Certificate of Appropriateness process. M DW Original window framing and |ites(panes of glass) configurations ohould be preserved and maintained or replaced in kind. When replacement )m necessary, domo within existing historic opening. Replacement mf non-original windovms should consider the use of historically appropriate wood windows. Use same sash size to avoid filling inor enlarging the original opening. Clear or very slightly bnbadmindow glass may beused. No reflective orheavily tinted glass shall baused. Should the owner wish to install security bars, they should be installed on the interior of windows and doors. Storm windows. The use qf interior storm windows ioencouraged. Storm windows are available which can bo installed on the interior ofwindows. This helps 0o preserve the exterior historic character nf the building. Should storm windows need to be installed on the exterior of the historic windows, storm windows constructed of wood and configured to match the historic sashes (i.e. one over one sashes) are recommended. If metal storm windows are installed, paint to blend with surrounding elements EMBELLISHMENTS AWNINGS-CANOPIES New awnings and canopies should not be installed above windows or doors, EXTERIOR LIGHTING Lighting isan important element in residential areas. Fixtures should b$ consistent with the historic character of the house. Appropriate incandescent light fixtures to the style of the district should be used. Avoid exposed lighting of any kind unless part ofa historic fixture. NEW BUILDING CONSTRUCTION INFILL The Secretary of the Interior's and materials, but not actual replication. New construction proposals and the rehabilitation of non-historic buildings will be reviewed based on these Criteria. Judgement will be based on the compatibility of the design within the context of the property's adjacent and nearby historic buildings, The design uf new buildings should have key elements of the building's historic period of significance including massing, scale, fenestration and materials. Infill buildings should not be absolute reproductions, and appear as clearly contemporary. Only when a previously demolished historic Grapevine building can be accurately replicated may a reproduction be considered. |nfill buildings between historic buildings should be similar in setback, roof form, cornice line and materials, to one of the adjacent buildings, Relate height of new building to the heights of adjacent structures. Avoid new buildings that tower over existing ones. Horizontal wood siding (either | tongue and groove, mhip|apor equivalent) and brick are appropriate exterior building finishes for the historic house. Fake brick nF stone or gravel aggregate materials shall never be used. ADDITIONS TO HISTORIC BUILDINGS Additions to historic buildings should replicate the style of the main building if otherwise they should adhere to the general style with simplified details. As a minimum, new additions should reflect the massing, roof shape, bay spacing, cornice lines and building materials ofthe primary e1n/ctuma All new wood or metal materials should have e painted finish except nn some 20"' century buildings where the use mfunpainted aluminum or steel was part ofthe original desiAn and should bamaintained. & new addition should, if@t all possible, be located at the rear of the historic building. \f this is not possible, the addition may be added to the side if it is recessed at least 18 inches from the historic building facade or a connection is used to separate old from new. New vertical additions should be set back from primary facades so as not to be readily apparent from the facing street. When reproducing elements that were originally part ofa historic building they should be replicated when evidence of the actual detail has been documented photographs, drawings, or remaining physical evidence. BACKGROUND: The Rawls House at 426 East Texas at the corner of Dooley Street is located in the Rawls and Dalton Subdivision, The house was built in 1947 based on a Cameron Lumber Company plan. The house has a gabled roof with a cross-axial plan and asymmetrical massing. The house is well place on the large lot toward Dooley Street allowing for a natural drainage swale to pass along the west side of the property. The swale contains a large stand of natural trees. As you approach the house, a front facing gable bisects the house. The entrance porch is located to the right of the front gable. A detached garage is located to the rear of the property which entered from Dooley Street. Sandra Tate, who lived at 218 West College Street, remembered the Champion's daughter, Doris Champion Rawls. "She lived at Dooley and Texas Streets," Ms. Tate said. (it appears that the Champion and Rawls families were united in marriage.) Mr. J. H. Champion was a contractor and builder of Cameron Homes, Wm. Cameron & Company built 52 homes in one year in Grapevine during the mid 1960s according to Lloyd Graves, assistant manager of the Grapevine office of Wm. Cameron Company from 1946 to 1986. Cameron also offered a program to completely remodel and modernize existing homes. Rigorous adherence to Cameron's building specifications created a generation of builders whose craftsmanship was unmatched. Staff recommends approval of the Historic Overlay #HL13-01 to record the history of the property and to allow the Historic Preservation Commission to have input in the development and the preservation of the house. A set of the proposed design guidelines for the property are attached. 0AHistoric Preservation CornmissiorkCAM2013 HUHU 3-01.4.doe February 22, 2013 (3:33PM) 27 February, 2013 Mr. Trent Dehoney 426 East Texas Street Grapevine, TX 76051 A Future With A Past RE: HISTORIC PRESERVATION COMMISSION HISTORIC LANDMARK SUBDISTRICT HL13 -01 426 EAST TEXAS STREET GRAPEVINE, TEXAS 76051 W Cory This letter confirms that on February 27, 2013 the Historic Preservation Commission approved HL13 -01 Historic Landmark Subdistrict for property listed as: 426 East Texas Street, Blk Lot C, Rawls & Dalton Subdivision, City of Grapevine, Grapevine, Texas Final approval and the ordinance associated with this District must be received from City Council.
