RECOMMENDATION
Council to discuss conditional use requirements for new parking lots and parking lot
expansions and take any necessary action
BACKGROUND INFORMATION:
At the February 19th meeting, one of the cases involved a parking plan that could have
potentially allowed the construction of a parking lot that would have encroached into the
College Street Historic District. This would have been a potentially more intensive use that
would reach into a portion of the district with a more residential nature. Furthermore, the
large parking lot would have consumed a great deal of green space on the historic
property, significantly altering the nature of the neighborhood. Several Council members
expressed a great deal of concern about this impact.
Because of the potential for future cases where parking lot construction/expansion could
create similar concerns, Council Member Spencer has asked that Council discuss
requiring that any future new parking lot or expansion of existing parking lot receive a
conditional use permit.

RECOMMENDATION:

BACKGROUND INFORMATION:
At the February 19, 2013 meeting, one of the cases involved a parking plan that could have

College Street Historic District. This would have been a potentially more intensive use that
would reach into a portion of the district with a more residential nature. Furthermore, the
large parking lot would have consumed a great deal of green space on the historic
property, significantly altering the nature of the neighborhood. Several Council Members
expressed a great deal of concern about this impact.
At a March 5, 2013 Council workshop to discuss the matter, it was generally agreed that
Council oversight should be required for new parking lots and the expansion of existing
parking lots in the downtown area of the city. With that goal in mind, Section 49, Special
Uses has been amended to require a special use permit for stand-alone, new parking lots
or the expansion of existing parking lots in excess of four spaces within the Grapevine
Historic Township District. See the attached ordinance.

(6) Garbage storage shall be screened on all four sides by a solid
wooden or masonry fence and located on a concrete pad not
less than fifty (50) feet to any adjoining property.
14. CHURCHES
(a) Churches that exceed the maximum height regulation established for
the zoning district in which they are listed as a permitted or conditional
use. All other district regulations shall apply.
(b) Churches, in the following zoning districts: "LB" Limited Business
District, "GV" Grapevine Vintage District, "CN" Neighborhood
Commercial District, "CC" Community Commercial District, "HC"
Highway Commercial District, "PO" Professional Office District, "CBD"
Central Business District, "HGT" Historic Grapevine Township District,
"HCO" Hotel Corporate Office District, "RA" Recreational Amusement
District, "LI" Light Industrial District, "BP" Business Park District, "PCD"
Planned Commerce Development District, "PID" Planned Industrial
Development District, and "GU" Governmental Use District.
15. Off-street parking lots, accommodating a permitted or conditional use within
the "LB" Limited Business District, "GV" Grapevine Vintage District, "CN"
Neighborhood Commercial District, "CC" Community Commercial District,
"HC" Highway Commercial District, "PO" Professional Office District, "CBD"
Central Business District, "HGT" Historic Grapevine Township District, "HCO"

CITY OF GRAPEVINE, TEXAS
On Tuesday evening, April 16, 2013 at 7:30 P.M. in the City Council Chambers, 2nd Floor,
200 South Main Street, Grapevine, Texas, the City Council and Planning and Zoning
Commission of the City of Grapevine will hold a public hearing to consider the following
items:
CU13-04 — 7 - Eleven - submitted by Brian Nebel for property located at 1700 State
Highway 26 and platted as Lot 2R1, Block 1, Grapevine Mills Addition, Phase 2. The
applicant is requesting a conditional use permit to amend the previously approved site plan
to revise the building area, elevations and location and allow the possession, storage, retail
sale and off -premise consumption of alcoholic beverages (beer and wine only) and
gasoline services in conjunction with a convenience store. The property is currently zoned
"CC" Community Commercial District and is owned by Florida Bethel.
CU13-06 Cousin's BBQ - submitted by C&H Foods, LP located at 1000 International
Parkway, Terminal B, Columns 128-129. The applicant is requesting a conditional use
permit to allow the possession, storage and retail sales of on -premise consumption of
alcoholic beverages (beer, wine and mixed beverages) in conjunction with a restaurant.
The property is currently zoned "GU" Governmental Use and is owned by Dallas/Fort
Worth International Airport.
AMENDMENTS TO COMPREHENSIVE ZONING ORDINANCE 82-73 - The City Council
and the Commission will consider amendments and changes to the Comprehensive Zoning
Ordinance, No. 82-73, same being Appendix D of the Code of Ordinances as follows:
Creation of a new Zoning Ordinance District, Section 41A, Entertainment and Attraction
Overlay and Section 49, Special Use Permits relative to stand alone new or existing
parking lots requirements and any other additions, deletions, or changes to various
sections, articles and provisions contained in said Ordinance No. 82-73.
After all parties have been given an opportunity to speak, the public hearing will be closed
and the Commission and the City Council will deliberate the pending matters. Please

REQUIRING A SPECIAL USE PERMIT FOR NEW PARKING
LOTS AND PARKING LOT EXPANSIONS WITHIN THE
GRAPEVINE HISTORIC TOWNSHIP DISTRICT
RECOMMENDATION:
Staff recommends the Planning and Zoning Commission and the City Council consider the
proposed amendment to Section 49, Special Uses relative to requiring a special use permit
for new parking lots and parking lot expansions within the Grapevine Historic Township
District and take any necessary action.
BACKGROUND INFORMATION:
At the February 19, 2013 public hearing, one of the requests involved a parking plan that
could have allowed the construction of a parking lot within the College Street Historic
District. This would have been a more intensive use that would reach into a portion of the
district that is somewhat residential in nature. Furthermore, the large parking lot would have
consumed a great deal of green space on the historic property, significantly altering the
aesthetics of the neighborhood.
At a March 5, Council workshop to discuss the matter and a subsequent discussion at a
March 19, Council workshop, it was generally agreed that Council oversight should be
required for new parking lots and the expansion of existing parking lots in the downtown
area of the city. With that goal in mind, Section 49, Special Uses has been amended to
require a special use permit for stand alone new parking lots or the expansion of existing
parking lots in excess of four spaces within the Grapevine Historic Township District. See

C. APPLICATION: An application for a Special Use Permit may be filed by the owner
of, or other person having a contractual or possessory interest in, the subject
property. Any application filed by a person who is not the owner of the property for
which the special use permit is sought shall be accompanied by evidence of the
consent of the owner.
D. CONTENTS OF APPLICATION. An application for a Special Use Permit shall be
filed with the Director of Development Services, or such other official as he may
designate. The application shall contain the following information as well as such
additional information as may be prescribed by rule of the Commission or the
Director of Development Services.
1. The applicant's name and address and his interest in the subject property;
2. The owner's name and address, if different than the applicant, and the
owner's signed consent to the filing of the application;
3. The street address and legal description of the property;
4. The zoning classification and present use of the subject property;
5. A description of the proposed special use;
6. An application for site plan approval, as required and defined in Section 47 of
this Ordinance;
7. A statement as to why the proposed special use will not cause substantial
